He pointed out that "the law should mature and amend as it is today that the powers should not be transferred from the authority of the minister to the authority of the province, especially as the governor has authority (8 ministries) at once, but we see provinces that lack infrastructure and trained personnel," calling for the need to "Transition shall be gradual"

I think that they try to make jokes. It's not funny when they're supposed to vote and implement hydrocarbon law many years ago. And to make it worse, they failed to RV the IQD and make Iraqi live in poverty to satisfied their greed.

It seems that maybe GOI is really dysfunctional government. Well, I hope that Iraqis wake up from their sleep and do something to the corruptors for their next generation sake.

@Synopsis I like the attention you give to the 'old silk road' given the tribal affinity to hold on to the past; centuries of regional economic prosperity along the entire route. The wiser negotiators now will acknowledge that building it into current law and regulation. 🙂

Your amazing depth and detail is an exciting, encouraging reminder of what is afoot! Thanks-a-multi-million!! 🙂
