Parliamentary Committee: Federal Service Law will unify the laws on salaries and we have overcome succession

" extend the work of the House of Representatives for an additional month before the end of the legislative term on the third of July next."

Must be the heat: if they pull this off I hope there's a happy ending for all of us.

I hear Gomer Pyle's " Surprise Surprise Surprise "

My thoughts are if they hadn’t voted to have this week off and actually worked they might have had everything  done and dusted by June 30th...

A new salary ladder is looming to narrow disparities and achieve justice

Baghdad / Ahmed Mohammed

The career circles, both academic and professional, are reporting on the approval of the Ministry of Finance to launch a new salary scale for employees working in ministries and bodies not affiliated with the Ministry. The intention of the Iraqi Council of Representatives to work on legislation and issuing a decision to standardize the salaries of employees of the State departments, The disparities in the salaries of some ministry employees compared to their counterparts in other ministries, although they have the same qualifications and degrees, and they are all equal in the rights and duties assigned to them.

Nassif explained that "the purpose of the legislation of this law is to raise the level of employees of ministries whose salaries are less than 300 thousand dinars, which can not cope with difficult living conditions and the volatile economic situation." Unfortunately, the law deviated from its proper course, The media platforms that there is a process of reducing the salaries of the special departments as prime minister and the House of Representatives, while each of these departments a law of its own, and even the ministries of oil and foreign and higher education have special laws can not go into the current, so the law on the standardization of salaries and raise minimum salaries For a staff member The departments such as health, education and industry if we are to achieve
 Justice".
"The committee follows this law in the House of Representatives, and we have talked with the Chairman of the Finance Committee and explained the main objective of the standardization of the salary scale for the purpose we mentioned above that on who receives a few salaries, not to reduce the salaries of employees of ministries.
5-10 grades
For his part, a member of the legal committee Hussein al-Aqabi during his speech for "morning" the need to "pass the amendment of the salary scale in accordance with the law of salaries of state employees, so submitted a proposal to the Ministry of Finance by the Council of Ministers to express opinion in the amendment of the salary scale, especially grades from five to ten" .
Al-Aqabi pointed out that "we in the House of Representatives are pressing for the passage of this amendment, because a number of job grades in some ministries suffer from the problem of a salary scale (to say the least that is unfair and unfair to their right). Especially because there is a financial capacity caused by improved oil prices, and salaries can be adjusted according to this financial capacity. "
"This amendment is based on degree and nature and improve its unfair and equitable status, taking into account the certificate, competence and competence, so this law fills the gap between the disparities between ministries."

Distribution of public funds
A member of the Finance Committee Ahmed Al-Saffar said in a statement to the "morning" that "there are a number of important issues before the Finance Committee to discuss and exit the laws in the interest of the Iraqi citizen, and we had a few days ago a meeting on the Federal Service Law unified, Carefully handed over the salaries of employees. "
Al-Saffar added that "the committee is moving towards achieving justice in the distribution of the salary scale and not be the difference between the highest and the lowest salary, taking into account the matters related to the efforts of the employee, whether it is a certificate or service or seriousness or work. Correct and equitable. "
A member of the Finance Committee, "Payroll and standardization of salaries within a new law and everything related to it is premature, so will be the focus on the low salaries and low attempt to raise, so I said the difference must be between the highest salary and the lowest salary is possible, as unfair To receive an employee below the 300 thousand dinars while another receives millions of dinars, and we do not mean here to reduce the salary but the spread of the principle of equality and justice in
 distribution".
Privileges and rights
The Dean of the Faculty of Law, University of Qadisiyah, Professor Dr. Miri Kazim, said in his speech to "morning", to an important point that "the draft amendment of the law of salaries of employees of the State Departments and standardization of the salary scale is positive in principle, because the employees of the Iraqi state must be on one level of Rights and privileges, so the proposal of the Council of Ministers is a good step to be calculated for the concerned parties that seek to legislate, but the Council of Ministers and Representatives must take into account the special bodies that must be governed by special laws, led by university professors in the service of university as well as judges in the framework of the case And the category of doctors that these categories are specific
 Work ".
"In the general framework of the law and its application, it carries a lot of positive. In addition to achieving social justice, it reduces the sharp disparity between different classes. It can also reduce the unification of the salary scale, Privileges, so we are waiting for the legislation of this law, which is in the interest of Iraqi society in all its varieties if it is applied fairly and take into account the previously mentioned privileges.

Fairness and justice
Financial researcher Dr. Imad Hersh began his speech by saying: "The amendment aims to equalize the employees working in ministries and agencies not affiliated with the Ministry of all in obtaining the same salaries and allowances when the certificate, specialization, service and job description, the nature of the work itself.
"The current salary scale for state employees needs to be amended in many of its paragraphs because it is unbalanced and can not lift the injustice of a large group of employees only by the adoption of a new salary scale addresses this, which achieves the principle of equity and social justice, and that this Legislation requires a law or a binding decision of the Ministry of Finance to adopt a new salary scale. "
And confirms that the salaries of employees in the risk of being subject to the wishes of the federal government, and categorically rejects that the salaries of employees at the mercy of the federal government, and says explicitly that the parliament threw the ball at the stadium of the federal government to make the salary of the employee subject to the strains of the federal government and the extent of satisfaction, And gives them the power to modify salaries whenever they want without reference to it (ie to the parliament), and to justify it that he wants to work with the government to raise the level of low salaries of employees in some ministries or bodies not associated with the Ministry to achieve economic well-being for all, forgetting a very important issue is that N. salaries No. 22 of 2008, the rate currently in force identified the employees' salaries currently schedule attached to and gave the Cabinet the right to the amendment, but he credited the enrollment is important which is the case of inflation only, towards raising the salary to achieve the level of adequate pensions, not reduction, and reduce class Fourth ".

So, up to this point, if they were absent from Parliament they WERE STILL GETTING PAID?? They should have electronic check in and check out. Show up, vote, stay the entire session, then you deserve to get paid. No wonder the whole country is @ss backward. So they extend the session another month, clearly proud they passed a whole 13 laws while another 100 sit awaiting action?? But then take a week off?? Going nowhere fast.

                                                          ;)

Parliamentary mobility to open the files of the amnesty law and other laws contained gaps

Political | 09:33 - 09/07/2019

image

BAGHDAD -
A senior political official revealed on Tuesday a parliamentary movement to open the amnesty law and laws that contained gaps.
"A parliamentary movement started by a number of deputies to open the files of the amnesty law and other laws, to re-examine them and overcome their gap," the official said.
He pointed out that "a number of deputies began to collect signatures to amend the amnesty law, because it includes serious loopholes threatening the community peace, because criminals and corrupt people were able to exploit the paragraphs to pay money and get rid of the legal consequences of their crimes."
The official added that "the movement will include a number of other laws that need to be amended," adding that "the problem is that the government did not amend these laws, despite the many claims to do so preceded the new mobility, because it disclaims responsibility for this matter , Especially since the laws passed under the previous government, which means that its existence is a defect calculated on the latter, and a political gain for the current government.
He pointed out that "the movement is pushing for a legal dispute between the government and the parliament, because of the opposition of the government's direction with the parliamentary will to push for the amendment," stressing that "the amendment requires a consensus between the executive and legislative authorities, taking into account the public interest."
Some provisions of the amnesty law provide for the non-enforcement of sentences against convicts in the event that the convicted person has paid the financial obligations of the State or persons or obtained a waiver by the party against whom the case was brought.
