In the wake of an Iranian ballistic missile attack on air bases which house US forces in Iraq, the UN Secretary-General said on Wednesday that he would “continue his active engagement” to de-escalate tensions and avert full-scale war.

In a statement released by his Spokesperson, António Guterres re-iterated the “passionate appeal for peace” he made on Monday, after tensions rose dramatically across the whole Gulf region, following the killing of top Iranian general, Qasem Soleimani, in a US drone strike.

Iran said it had carried out Tuesday night’s ballistic missile attack against two air bases used by US and other coalition forces in Iraq, in retaliation for the targeted killing on the outskirts of Baghdad airport on Friday.

The bases struck were the large Al Asad base, west of Baghdad, and another in Erbil, the centre of Iraq’s Kurdish region. The strikes came just hours after the burial of the influential general, marked by huge crowds, in Iran.

The UN chief repeated his four-point message to world leaders, to:

“Stop escalation. Exercise maximum restraint. Re-start dialogue”, and “renew international cooperation.”

“This appeal remains as important today as it was on Monday.

For his part, the Secretary-General will continue his active engagement with relevant actors”, the statement continued.

 

Recent missile attacks in Erbil and Anbar governorates only escalate conflict, and again violate Iraqi sovereignty. Senseless violence has predictable effects. We call for urgent restraint and a resumption of dialogue. Iraq should not pay the price for external rivalries.

 
 
 
 

“It is our common duty to make every effort to avoid a war in the Gulf that the world cannot afford.  We must not forget the terrible human suffering caused by war.  As always, ordinary people pay the highest price”, Mr. Guterres concluded.

UN Iraq mission calls for ‘urgent restraint’

Citing the missile attacks in Erbil and Anbar governorates, the UN Assistance Mission in Iraq (UNAMI) said the offensive served to “only escalate conflict, and again violate Iraqi sovereignty.”

The Mission’s tweet continued: “Senseless violence has predictable effects. We call for urgent restraint and a resumption of dialogue. Iraq should not pay the price for external rivalries.”

Solidarity with Iraq

Speaking to journalists in New York, UN Spokesperson Stéphane Dujarric, reiterated that point, adding that "we very much support the unity, the sovereignty of Iraq".

He said the UN chief had spoken by phone on Tuesday with Iraq's President Barham Salih, "to whom he expressed the solidarity of the United Nations and continuing support for the Iraqi people."

"The international community should support the Iraqi people as they seek to create the conditions for political dialogue", he added.

Following a statement made by US President Donald Trump from the White House on Wednesday, Mr. Dujarric added: "We welcome any indication that leaders are walking back from major confrontation, and are doing whatever they can, to avoid any further escalation."

ERBIL (Kurdistan 24) – Though mass national protests in Iraq that began in October no longer top the headlines amid a recent spike in tensions after the US military killed a senior militia commander and a top Iranian general, the United Nations envoy to Iraq reiterated on Thursday that violence against protesters “must stop.”

“Regional security developments should not eclipse domestic priorities and reform demands,” the envoy of the UN Assistance Mission to Iraq (UNAMI) tweeted. “The people’s voice, expressed peacefully, must be heeded.”

She further stated, “Killings, kidnappings, use of live ammunition and threats against protesters must stop; perpetrators to be held accountable.”

Widespread anti-government demonstrations began early October 2019. Wracked by violence, Iraqi security forces and Iranian-backed Shia militias have caused the death of over 500 people and thousands of others in multiple major cities in central and southern Iraq.

At the start, demonstrators expressing long-held grievances from low-quality public services to lack of access to jobs, and institutional corruption. But their demands later grew, with them insisting on widespread reforms and the ouster of the entire ruling elite they see as unashamedly corrupt and blind to the public’s suffering.

The protests, however, have reduced in intensity since a stand-off between the US and Iran and its proxy militias inside Iraqi territory have gained momentum over the past week, raising fears of an all-out war between the two arch-foes. Attacks on demonstrators have nevertheless continued.

Militiamen of the Popular Mobilization Forces (PMF) and their supporters attacked and set fire to tents of protesters in the city of Nasiriyah recently as they reportedly refused to join a funeral ceremony for the chief of the Tehran-aligned Kata’ib Hezbollah group, Abu Mahdi Muhandis.

A US drone strike killed Muhandis and top Iranian general Qasim Soleimani and six others early Friday as their convoy left Baghdad International Airport.

This came after repeated missile attacks on facilities hosting American and Coalition troops and an assault on the US embassy in Baghdad, all of which Washington has accused Iran of directing through their proxy PMF militias.

The assassination of Soleimani prompted an Iranian retaliation early Wednesday when Tehran launched over a dozen rockets on two bases housing coalition troops. No casualties were reported, but Tehran initially reported large numbers of deaths among US forces without providing proof.

US President Donald Trump had threatened in strong terms to target sites inside Iran in such an eventuality. But, in a press conference the day after the attacks, Trump deescalated because, as he said, “No American or Iraqi lives were lost.”

He did, however, state that the US “will immediately impose additional punishing sanctions on the Iranian regime.”

Washington has brought successive rounds of punitive sanctions on Tehran since withdrawing from a 2015 nuclear accord between international powers and Iran that sought to curtail the Middle Eastern country’s nuclear weapons ambitions. The US measures have crippled Iran’s economy and ability to trade transparently.

The United Nations representative to Iraq, Jenin Blackshart, stressed today, Thursday, that regional developments between America and Iran in Iraq should not hinder local priorities, particularly reform.

"The regional security developments must not go beyond local priorities and demands for reform," said Blackshart in a tweet on her Twitter profile, followed by "Al-Akhbariya," stressing that "the voice of the people, expressed in peace, must be listened to."

It called for "the cessation of killings and kidnappings and the use of live ammunition and threats against the demonstrators," noting that "the perpetrators of these crimes must bear responsibility."

ERBIL - Iraq on Friday filed a complaint to the UN Security Council over Iran's recent missile attack on the US bases in the country.

The Iraqi government argued that attacking the Iraqi territory under any pretexts is a violation on the country's sovereignty.

The complaint came after Iran launched a missile attack on two US bases in the Kurdistan Region and Iraq earlier on Wednesday morning.

Tehran later explained that the attack was in retaliation to the killing of Qassem Soleimani, the commander of its Quds Force.

Bahr al-Ulum called on the international community to "preserve the security, safety and territorial integrity of (Iraq)," calling on all parties concerned to "show restraint and work to reduce tension in the region and resolve the crises that it is experiencing and prevent the deterioration of the fragile situation there." He asked the Security Council "to condemn the conflicting parties' violation of the sovereignty of Iraq and threaten its security and stability," and reiterated his country's desire to cooperate with neighboring countries and the international community in finding participants to reach peaceful solutions that would lead to stopping these repeated violations.
The Iraqi Ministry of Foreign Affairs last week sent two identical letters to the Security Council and the Secretary-General of the United Nations containing a complaint against the United States. It stated in a statement that it filed a complaint regarding the American strike near Baghdad airport. She said that the attacks "resulted in the martyrdom of the deputy head of the Popular Mobilization Authority Jamal Jaafar Muhammad (Abu Mahdi Al-Muhandis), along with a number of martyrs from the Iraqi and friendly leaders, in a serious violation of Iraqi sovereignty and in violation of the conditions for the presence of the American forces in Iraq."

UNAMI urges swift action to deliver on reforms, accountability

The Special Representative of the Secretary-General for Iraq, Jeanine Hennis-Plasschaert urged swift action to deliver, first and foremost, on substantial reforms and fulfil the rightful demands of the people for justice and accountability, UN Mission in Iraq reported.

“Iraq urgently needs to move forward. The prime minister-designate faces a monumental task: rapid Cabinet formation and parliamentary confirmation to press ahead with meaningful reforms addressing popular demands, delivering justice and accountability.”


The road ahead remains fraught with difficulties. Progress will require that all actors support the work of the prime minister-designate in the service of the people of Iraq. The commitments expressed in the statement of the prime minister-designate address many demands of the peaceful protesters.

 

While this is surely a welcome and encouraging sign, the Iraqi people will ultimately judge their leadership on results and accomplishments.


The United Nations has called time and again on all stakeholders to rise above partisanship and place the national interest first. Now is the time to act.

 

Hennis-Plasschaert urges to spare no effort in drawing Iraq out of its crisis. The United Nations will continue to support the Iraqi people and their government to build a more peaceful, just and prosperous Iraq.

The United Nations condemned, on Monday, "grave violations" committed by "all parties" in Iraq, against children.

A report submitted by the Secretary-General of the United Nations to the Security Council identified "ISIS, the Popular Mobilization, the Iraqi Army, the police forces, the Peshmerga, the Kurdistan National Defense Forces, Yazidi forces, and the international coalition", as parties that have committed violations against children in Iraq.

 

The report covers the period from July 1, 2015 to July 31, 2019.

The report indicated that more than 2,114 children were subjected to serious and confirmed violations in Iraq, including children who were subjected to murder, maiming, and rape.

The report said that these figures are partial and represent only the numbers that have been reported and confirmed, indicating that the actual numbers may be much greater, especially as conditions such as death, or social stigma, may hinder reporting of violations.

The report held ISIS responsible for the largest number of murders, recruitment, mutilation, and rape of girls, while the PMF was responsible for the largest percentage of rapes of boys, according to the report.

According to the report, 1772 children were killed and maimed, 206 others were recruited, 86 were kidnapped and ten were raped.

 

ISIS bears the bulk of the responsibility for killing and maiming 462 children, followed by the international coalition and the Iraqi security forces to cause the killing and maiming of 142 children, the Peshmerga are responsible for killing and maiming 34, and the crowd has 9 children and the Turkish forces have two children, while 162 children have been killed or maimed by remnants of wars from mines And other explosive devices.

ISIS recruited 151 children, including 8 girls, most of whom participated in fighting or carrying out suicide operations, while the popular crowd recruited 70 children, most of whom participated in the fighting, and the Sunni tribal mob 42, the Kurdish People's Defense Forces 19, the Iraqi army and police 8, the Yazidi forces 5 and the Peshmerga were a child One.

 

The report outlined the "training" activities in which children were involved by ISIS, and summer camps organized by the popular mobilization for "military education" and in which children participated.

The report accused ISIS of being involved in eight confirmed cases of rape of children, including seven cases of rape of girls under the cover of forced marriage, and of one boy.

The most beautiful report contains information on slave markets where children of both sexes were sold as slaves.

The report accused the Iraqi popular crowd of being involved in two cases of rape of two boys, "who are actually affiliated or according to the allegations of ISIS," according to the report, which said that "officers of the popular crowd raped a 17-year-old boy who had been held for two months."

The report outlined many other abuses, including the displacement of children, the use of schools as military headquarters, or as housing.

Tens of thousands of Iraqis were killed or injured as a result of the military operations in the country to be rid of ISIS, or by the members of the organization or some of the factions fighting them.

Erbil, 03 February 2020 – The United Nations Development Programme (UNDP) signed a Memorandum of Understanding (MoU) with the Kurdistan Region of Iraq’s Ministry of Planning, in order to provide strategic guidance and technical support for the development of KRG Vision 2030. Held in Erbil on 03 February 2020, the signing reaffirms the Region’s commitment to achieve the Sustainable Development Goals (SDGs).

Minister of Planning at the Kurdistan Regional Government, Dr. Dara Rashid Mahmud, said: “The people of the Kurdistan Region of Iraq have been through a lot in the past years. They deserve a better life and upgraded social, economic and environmental conditions. We are confident that our strategic partnership with UNDP will provide us with the necessary tools and means to achieve sustainable development in a way that meets the aspirations of our people.”

Resident Representative of UNDP Iraq, Ms. Zena Ali Ahmed, said: “The global Agenda 2030 for Sustainable Development emphasizes that no one should be left behind. This is precisely what we are working to achieve in Iraq by this expanded partnership with the Kurdistan Region of Iraq. The foundations for this work were established through our earlier cooperation, including the previous support to KRG Vision 2020. Only through sustainable development will the Region and Iraq realize sustainable peace and justice.”

The MoU provides a framework for cooperation to implement and monitor progress towards the SDGs in the Kurdistan Region, as part of broader efforts to achieve the SDGs in Iraq. It focuses on strengthening the institutional and analytical capacity of relevant stakeholders, including to meet the challenges of transitioning from a crisis to a sustainable development context.

Vision 2030 will be aligned with the new Government Programme 2019-2023, addressing reforms, service delivery, freedoms, democracy and coexistence, economy and finance, among other priorities.
