QUESTION:  Thank you.  Thank you, Mr. Secretary.  Iraq is cracking down on protestors with the live ammunitions, and the Lebanon clashes between Hizballah, Amal, and the demonstrators.  What steps are you considering to help peaceful demonstrations in both countries?  And on Lebanon, any updates on the military aids to the Lebanese Army?  One more on Iran.  Will the U.S. be able to provide internet access to the Iranian people soon?

SECRETARY POMPEO:  So let’s see.  As for internet access, it’s come back on just a bit.  We’ve encouraged the leadership of the Islamic Republic regime to turn it back on so people can communicate.  It’s worth noting that while that was done to tamp down the protests that took place and, frankly, deny the world access to see some of it, it’s not working.  Indeed, it’s working at cross-purposes.  I talked about the 20,000 messages we’ve received, which we believe all came from inside the Islamic Republic of Iran.  We expect we’ll get thousands and thousands more over the coming days as well.  So there is the capacity for Iranians to communicate outside of the country.

The second piece is it shouldn’t surprise anyone that when you turn your internet off, the little bit of commercial activity that is already taking place inside of Iran is diminished.  Lots of commerce all around the world takes place through electronic communications, and the inability to speak there will further decrease the Iranian economy, which will further deny them to have the resources to conduct terror campaigns around the world.

The second question – the first question was about Iraq.

QUESTION:  Iraq and Lebanon demonstrations.

SECRETARY POMPEO:  Yeah.  I don’t have anything to say on the Lebanon funding issue today.  But as for Iraq, we’ve been in contact with all the various elements inside of Iraq that we have deal with.  Our mission there is largely a counterterrorism mission and that’s what our troops are on the ground for.  That’s who the Vice President went to visit this week.  He went to the Kurdistan region as well – all in an effort to try and help the Iraqi people stand up a free and independent and sovereign Iraq.  That’s our goal for the Iraqi people, and we’re prepared to work with the Iraqi leadership – Prime Minister al-Mahdi, President Barham Salih, Speaker Halbousi – all of the Iraqi leadership to try and deliver that on behalf of the Iraqis.

We’ve made no – we have no qualms in talking about the fact that we think the Iranian presence there is harmful to that, decreases the risk that the Iraqi people can have the sovereignty that they so richly deserve, and we’re confident that the Iraqi leadership wants the same thing that we’re helping them work towards.

Media and communications are surprised by the US Embassy statement: We do not take orders from a foreign embassy

 

Baghdad / Obelisk: The Media and Communications Commission, on Thursday, November 28, 2019, to the statement of the US Embassy in Baghdad on the closure of the offices of a number of satellite channels, surprised by the interference in the internal Iraqi affairs.  

In a statement, the agency said it was "surprised at the intervention of the US embassy on an internal Iraqi at a time when US officials emphasize support for Iraq's sovereignty."  

"The CMC is an independent constitutional body that operates under its own law and does not take orders from any other Iraqi institution as well as a foreign embassy."  

The Commission's statement that "the measures taken recently took place according to an objective monitoring of the speech of the channels and identify serious violations of the list of media discourse derived from the covenants and international conventions on freedoms, and based on a clear distinction between media freedom and its transformation into a platform to incite violence and disrupt public order directly or otherwise Direct, after many appeals and warnings to these channels. "  

The statement pointed out that "the Media and Communications Authority, in accordance with its law, is responsible for supporting media freedom and helping the media to provide a constructive speech, and in return protect society from the excessive exploitation of freedom to harm its security and stability."  

It is noteworthy that the US Embassy in Baghdad, on Thursday, a statement on the closure of the offices of a number of satellite channels in Iraq.  

"The United States condemns the increasing harassment and recent intimidation of the media in Iraq," the embassy said in a statement.  

"The US Embassy in Baghdad deplores measures that threaten media freedom in Iraq, particularly the recent CMC decision to suspend the license to operate nine satellite channels and warn others that they may face the same fate."

US Embassy describes the closure of Iraqi satellite channels as "intimidation"

The United States on Thursday condemned the increasing harassment and recent intimidation of the media in Iraq.

The US embassy in Baghdad condemned in a statement to the obelisk, "measures that threaten the freedom of media in Iraq, especially the decision of the CMC" to suspend the operation of nine satellite channels and warn others that they may face the same fate.

"The recent decision by the Iraqi Media and Communications Commission to close the headquarters of the Tigris satellite channel in Baghdad on November 26 does not comply with the Iraqi government's duty to preserve the right to freedom of expression and protection of journalists and to accept divergent views that may disagree with them. Back on the decision of the Iraqi Media and Communications Commission.

"Freedom of expression is the cornerstone of democratic societies," the US Embassy said. on her".

"Respecting and supporting the right of journalists to perform their duties without harassment is essential to protect and promote democracy and safeguard the freedoms and rights of societies," she said.

ARBIL (Kurdistan 24) - James Jeffrey, the US President's envoy to the international coalition, said Saturday that the Kurds are "a source of pride" for the United States, and that his country will continue to support the Kurdistan region.

Jeffrey made the remarks to reporters after a meeting he held with the head of the Kurdistan Regional Government Masrour Barzani in Erbil, who said that between Erbil and Washington "historical relations."

"We are proud and proud of the sacrifices made by our friends in Iraqi Kurdistan during the war against ISIS," Jeffrey told reporters.

On Sanctioning Those Involved in Killing Protestors and Corruption in Iraq

DECEMBER 6, 2019

 

The United States recently expressed its commitment to using its legal authorities to sanction corrupt individuals stealing the Iraqi people’s public wealth and killing and wounding peaceful protesters. Today, we are honoring that pledge by sanctioning four Iraqis implicated in serious human rights abuses and corruption.  The Department of Treasury’s Office of Foreign Assets Control (OFAC) designated Iranian-backed militia leaders Qais al-Khazali, Laith al-Khazali, and Husayn Falih ‘Aziz al-Lami, pursuant to Executive Order (E.O.) 13818, for their involvement in serious human rights abuses in Iraq.  Additionally, OFAC designated Iraqi politician Khamis Farhan al-Khanjar al-Issawi for bribing government officials and for widespread corruption at the expense of the Iraqi people.

The Iraqi people want their country back. They are calling for genuine reform and accountability and for trustworthy leaders who will put Iraq’s national interests first. Those demands deserve to be addressed without resort to violence or suppression.  Human rights abuses and corruption undermine the values that are at the foundation of stable, secure, and functioning societies.

As the world prepares to recognize International Anticorruption Day on December 9 and International Human Rights Day on December 10, the United States is doing its part to advance those very same values and to hold to account those who would undermine them through human rights abuses or acts of corruption.

Shafak News / US Secretary of State Mike Pompeo said on Wednesday that Washington will announce new sanctions against Iran, while addressing Iraqi protests.

In a statement to reporters at the State Department, Pompeo confirmed that the new sanctions are targeting Iranian weapons smuggling networks.

"We will punish companies that will cooperate with Iran," Pompeo added.

He said that sanctions would be imposed on companies that help transport and smuggle Iranian weapons.

Pompeo added that there are sanctions on the Iranian "Mahan" flight for its role in weapons of mass destruction, stressing that Washington will continue to exert maximum pressure on Iran.

The US Secretary of State called on all countries to put pressure on Iran.

"We want to ensure that all countries put pressure on Iran, including China," he added.

Pompeo touched on the protests in Iraq and said, "The Iraqi people want an independent and sovereign country."

US: Kurdistan Region can be model for rest of Iraq

WASHINGTON DC (Kurdistan 24) – “The Kurdistan Region could serve as a model for the rest of Iraq,” Joey Hood, Principal Deputy Assistant Secretary of State for Near Eastern Affairs, said on Tuesday.

Hood testified to the Middle East subcommittee of the House Foreign Affairs Committee. He then spoke with Kurdistan 24 and described US policy toward the Kurdistan Region.

“We want to see a viable and prosperous Kurdistan Region within a democratic, unified Iraq,” Hood said, before suggesting that Kurdistan could serve as an example for other parts of Iraq. 

Kurdistan as Model for Iraq 

Hood pointed to the Kurdistan Region’s achievements “in supporting investments to rebuild and to give people jobs and to create opportunities and to help the displaced go home.”

Hood cited American efforts to help the Kurdistan Regional Government (KRG) combat corruption, noting that the US has been working “for several years” with Deputy Prime Minister Qubad Talabani on a project “to remove ghost workers and ghost employees from the pension rolls and from the salary rolls.”

“I think this can be very effective in providing a model for the rest of Iraq,” he stated.

Indeed, on Wednesday, the KRG Council of Ministers approved a draft reform bill which is to be submitted to the Kurdish parliament. 

 

Before assuming his current position, Hood was charge d’affaires at the US embassy in Baghdad, so he is very familiar with the situation in Iraq, including the Kurdistan Region.

Hood’s remarks echoed those of Rep. Juan Vargas (D, California) who, during the hearing, recounted an earlier visit to Erbil, when the fight against the Islamic State still raged.

“It was interesting to me to see how hard-working the people were, even with that very difficult situation,” Vargas said. “They were doing quite well. You saw cranes everywhere,” although the fighting was not far away.

Lt. Gen. Jay Garner (US Army, Retired), who oversaw Operation Provide Comfort in 1991, and initially led the US effort at Iraqi reconstruction in 2003, spoke similarly.

“Kurdish Iraq is the Iraq we wanted to have. Kurdistan is what we wanted Iraq to be,” Garner earlier told Kurdistan 24. 

 

US sees Demands of Iraqi Protestors as Legitimate 

Hood also expressed sympathy with the aims of the protestors in Iraq, including the need to end corruption and to counter malign Iranian influence.

“The United States is intent on offering a positive partnership to the people of Iraq and their leaders who want to put Iraq first,” he told Kurdistan 24. Such an “unmatched partnership” includes “humanitarian assistance, stabilization assistance,” as well as support in business development and investment.

Hood also stressed the need for Iraqi leaders to rebuff Tehran, when it tries to interfere in Iraqi politics. They must “first and foremost, tell the likes of Qasim Soleimani [head of the Quds Force of Iran’s Islamic Revolutionary Guard Corps], “No, thank you,’” he said. “We want a normal relationship with Iran.”

In his testimony to the sub-committee, Hood explained that “armed people,” backed by Iran, were “infiltrating the protests, particularly at night.”

“Even as I was coming in here, I saw reports of armed men going around and shooting in a particular area,” he continued.

Yet Hood thought that such brutal tactics were unlikely to succeed, as “this young generation is fed up, and they feel like they have nothing to lose.”

He also stressed that Iraqis understand that Iran is behind the attacks on protestors. “People refer to ‘the third party’ as a euphemism” for those who are responsible, “meaning it’s not the Iraqi government, and it’s not the Iraqi people,” Hood said. 

 

Hood also defended US support for reconstruction and stabilization activities in Iraq. Describing an exchange with Anbar leaders, he explained, “I went out to Fallujah, and I saw these tribal shaykhs, sitting in a huge room like this and saying, ‘Yes, we wanted to kill you before, but now we want to be partners with you.’” So, “I said, ‘Okay. If that’s the bargain, we’ll be here to help.’” 

Hood also related an extremely meaningful visit to “a half-destroyed monastery” in northern Iraq, ravaged by the so-called Islamic State.

“I can’t tell you what a moving feeling it is,” he told the congressional panel, being in such a place and “know that our money is going to restore that from what ISIS tried to do to it.”

“I’m reminded every single day from things like this that I wear—this is the Lords’ prayer in Aramaic,” Hood said, pointing to his wrist.

“To be sitting in a mass among Chaldean Christians and to hear them recite this prayer in the language of Jesus is just one of the most moving experiences you can have in your lifetime.” 

 

“No Americans were killed in the Kurdistan Region” 

Rep. Adam Kinzinger (R, Illinois), a member of the Middle East subcommittee of the House Foreign Affairs Committee, is an Air Force veteran who fought in Iraq.

After the hearing, Kinzinger also spoke with Kurdistan 24, which noted that Iran was trying to incite the Iraqi protestors against the Kurdistan Region. Asked if that was a threat to US interests, he said that it was

 

“It’s a threat, it’s an issue,” Kinzinger replied. “Iranian influence is corrosive, long-term” and it is “detrimental.”

“They’re trying to tear [Iraq] apart, so they can have influence,” he said.

The Congressman also described his warm feelings for the Kurdish people. “I’ve been to the Kurdish regions there,” Kinzinger stated, “and I love the Kurdish people.”

“If you look at the Iraq war,” he continued,” no Americans were killed in the Kurdish regions.”

Like Hood, Kinzinger emphasized US support for the Iraqi protestors. “We’re very concerned about what we’re seeing,” he said. But “seeing people stand up” for freedom and self-determination “is encouraging.”

Iraq “is a very important place for us,” he added. We want to make sure “everybody in Iraq has rights” and “a voice” and that Iraq is “a way better country in the future, with hope and opportunity.”

Baghdad / Akhbariya:
The US Secretary of State, Mike Pompeo, has pledged that the United States will respond decisively to any attack by Iran or its followers that could harm the American forces or their partners in Iraq.
"We strongly condemn the attack by Iran's followers, which wounded 5 Iraqi soldiers near Baghdad airport this week," Pompeo said in a tweet posted Friday evening on his official account on Twitter.
Pompeo threatened, saying: "For Iranian leaders, the United States will respond resolutely if Iran or its followers inflict any harm on American cadres or our Iraqi partners."
