Baghdad / ... The Chairman of the Board of the Iraqi Bank for Trade announced that his bank will not be a party to the mechanism of paying Iran's financial dues for gas and electricity that Iraq imports, in the event that Washington does not renew the exemption from sanctions that ends next month.

Failure to renew the exemption may harm the Iraqi electricity sector, which depends a third of its energy on Iranian imports of gas and electricity, at a time of escalating tension between the United States and Iran.
 
Washington imposed tough sanctions on the Iranian energy sector in 2018, but it has given Iraq a series of temporary exemptions over the past 15 months, allowing Baghdad to buy gas from Tehran.
 
Baghdad pays the price of imports by depositing the Iraqi dinar through the state-owned Iraqi Trade Bank, which initially allows Iran to use it to purchase non-sanctioned goods.
 
"If the exception is over, I am certain that the bank cannot pay any gas dues, and it cannot deal with any Iranian entity regarding gas and electricity, of course," the bank’s chairman, Faisal Al-Heims, told AFP.

He added, "As a bank, the most important thing we have is to be committed (local regulations of the Central Bank of Iraq and international regulations), so the world trusts us."
 
Any entity that deals with institutions or countries that the United States has blacklisted is subject to secondary sanctions that restrict its access to the US dollar.
 
The American exemption protected Iraq from similar sanctions, which allowed it to continue importing about 1,400 megawatts of electricity and 28 million cubic meters (988 million cubic feet) of gas from Iran.
 
Meanwhile, Iran and Iraq have agreed to a payment plan that is in line with US regulations through an account in Iraqi dinars at the Iraqi Trade Bank.
 
Starting last year, Iraq had a bill due to amount to about two billion dollars for previous purchases of gas and electricity, according to Iranian Oil Minister Bijan Zangana.
 
Heims refused to disclose the amount that was paid into the account or the amount still due, but stressed that "the exception allowed it to be paid to the electricity and gas exporters, several payments were made according to this mechanism, but the problem is that the disposal of the money that was paid was not possible."

Saleh stressed that "Iraq is keen to establish balanced relations with all friends and allies in a manner that enhances its sovereignty and respect for its independent decision and realizes the interests of the Iraqi people," stressing "not to allow Iraq to turn into an arena for conflict and settling scores."

For his part, Trump renewed the support of the United States for the stability of Iraq and the keenness to strengthen common relations and expand the volume of cooperation between the two countries.

The Hezbollah Brigades is one of the Popular Mobilization factions, which was headed by Abu Mahdi al-Muhandis and is linked to Iran, and receives training and funding from it.

Barham Salih, President of the Republic of Iraq, stressed in Davos on Wednesday that no country can dictate to Iraq its policies, and at the same time eased the debate raised by the parliament about ending the presence of American forces in his country, considering that it is not "a sign of enmity."

During his speech to the fiftieth session of the World Economic Forum in the Davos resort of the Swiss Alps, Saleh said, "We seek good relations with everyone, and we have no interest in being drawn into conflicts that are not of our choice and our making."

He added, "No country should strive to dictate Iraq with whom we should have relationships and how," stressing at the same time that "it is not in our interest to choose to ally with anyone at the expense of others."

Tensions have escalated between Washington and Tehran recently on Iraqi soil, as the United States assassinated the influential Iranian general Qassem Soleimani in Baghdad, prompting a response from Iran, which bombed ballistic missiles an Iraqi military base hosting American soldiers.

The Iraqi President said that Iraq owes its gratitude to the international coalition led by the United States "especially for the military and economic support it provided, and is still providing this alliance, in the war against ISIS (...) and Iran also played a pivotal role in the war against ISIS."

"Our policies and our diplomatic and economic relations must be driven by our national interests, not by the interests of others, and even by the interests of our allies," he added.

In an angry reaction to the American strike, the Iraqi parliament held a session on the fifth of January, in which it voted on the government's mandate to end the presence of foreign forces in the country, including about 5,200 American soldiers.

In this context, Saleh considered that the parliament call "is not a sign of ingratitude or hostility, but rather a reaction to what many Iraqis see as violations of the sovereignty of their country."

He stressed that "this issue will be resolved through dialogue, which must be at the core of the sovereignty and stability of Iraq."

Saleh had met US President Donald Trump on the sidelines of the forum.

A source in the Iraqi President's office said that Trump assured Saleh that he "does not want to stay in Iraq despite the decision of the House of Representatives and the Iraqi government, but in a respectful manner and away from insult."

The same source pointed out that the two presidents discussed the issue of the assassination of Soleimani and the deputy head of the Iraqi Popular Mobilization Authority, Abu Mahdi Al-Muhandis, and that Saleh told Trump that the assassination was "a great change of the established rules."

At a time when Iraq is witnessing a wave of demanding protests for more than three months, the Iraqi president stressed that the demonstrators "want a democratic political system that reflects their collective identity and restores their dignity. They want free and fair elections."

Salih condemned the violence witnessed by the protests, saying that "the violence committed by outlaws is devastating and painful," stressing that "the perpetrators will be dealt with according to the law."

Baghdad, Iraq - Leaders of several Iraqi Shia armed groups have condemned President Barham Salih's meeting with his United States counterpart President Donald Trump, with some threatening to force Salih to resign.

The meeting between the two presidents took place on the sidelines of the World Economic Forum in Davos, Switzerland on Wednesday.

It came amid rising regional tensions that spilled over in Iraq after the killing of the leader of Iran's Quds Force, General Qassem Soleimani, and the simultaneous assassination of Abu Mahdi al-Muhandis, the deputy leader of the Hashd al-Shaabi (Popular Mobilisation Forces or PMF) in an airstrike ordered by Trump near Baghdad airport earlier this month.

Al-Muhandis was also the founder of Kataib Hezbollah, an Iran-backed armed group that the US targeted in Iraq and Syria on December 30, killing at least 25 fighters and injuring more than 50. The attack was in response to the killing of a US civilian contractor two days earlier.

Supporters and members of Kataib Hezbollah and other paramilitary groups within the PMF, an umbrella organisation of mostly Iran-backed Shia armed groups, responded by storming the US embassy in Baghdad.

Mohammad Mohie, a spokesperson for Kataib Hezbollah, told Al Jazeera that the group considered the Salih-Trump meeting "deeply humiliating and inconsiderate of the loss of Iraqi blood".

"Trump has committed unforgivable crimes against the Iraqi people. How could Salih join hands with someone who has no respect for Iraq's sovereignty and the blood of its martyrs?" Mohie asked.

"He [Salih] has positioned himself against the Iraqi people. We call on him to step down and not return to Baghdad. He is no longer welcome among us."

'Must step down'

Echoing those sentiments, Nasser al-Shammari, deputy secretary-general of the al-Naujabaa Brigades, another Shia armed group in Iraq, told Al Jazeera: "The hands of this man [Trump] are covered in Iraqi blood.

"Most Iraqi people consider this [meeting] treacherous. We no longer accept him [Salih] as our representative and won't rest until he's held accountable for going against the will of the Iraqi parliament and disregarding our martyrs' blood.

"He must step down and be banished from Baghdad," al-Shammari added.

Following the meeting, Naeem al-Aboudi, a member of the Sadiqoon parliamentary bloc, the political arm of the Iran-backed Asaib Ahl al-Haq armed group, wrote on Twitter: "A statesman should not violate his country's constitution and sovereignty, or be a reason to infuriate millions of his people."

The PMF, which was legally integrated into Iraq's state security forces last year, did not issue a formal statement on the meeting. Its media representative, Mohannad Hussein, told Al Jazeera: "We are part of the Iraqi government. It is within diplomatic protocols for heads of state to meet."

Critics say some of the armed groups within the umbrella organisation operate independently of Baghdad.

Ahead of the meeting, Kataib Hezbollah had warned that Salih would be "violating the will of the people" if he met Trump. 

In a statement ahead of the event, the Shia paramilitary group al-Nujabaa said it hoped Salih "rejects meeting this fool".

'Indebted' 

In his address in Davos, Salih said: "Iraq is indebted to the US-led coalition for its military and economic support which [it] continues to provide in the fight against ISIL.

"The US-led military coalition was essential in allowing Iraqi forces to defeat ISIL.

"The Iraqi parliament's vote to expel US troops was not a sign of enmity. It was just a reaction to what many Iraqis saw as a violation to their country's sovereignty, an issue that will be addressed through dialogue."

A statement from the Iraqi presidency said that the two heads of state discussed "reducing foreign troops in the country and the importance of respecting the demands of Iraqi people to preserve the country's sovereignty".

In a joint news conference with Salih, Trump said the US and Iraq had "a very good relationship" and said the number of US troops in the country was "historically low".

Trump also met the president of Iraq's semi-autonomous Kurdish region, Nechirvan Barzani, at the Swiss resort.

'Every single one'

While Iraq's populist Shia cleric Muqtada al-Sadr did not issue a statement about the meeting, the move has amplified support for his calls for a "million-man march" against US troops in the country.

The leader of the Asaib Ahl al-Haq, Qais al-Khazali, issued a video statement condemning the meeting and called on Iraqis to join the march scheduled for Friday morning in Baghdad.

The leader of the Iran-backed group warned that the US will have to face the consequences if it "continues to disregard Iraq's political and public will to expel US troops".
