ERBIL - Delegates of the Kurdistan Region Parliament met on Friday with Iraqi counterparts in capital Baghdad to discuss the disputes between the Kurdistan Region and Iraq.

During the meeting, Sarko Azad, a member of the Kurdish delegation, told BasNews that the two sides shed light on the remaining issues between Erbil and Baghdad, where the delegation made it clear that the Kurdistan Region is expecting all its constitutional rights to be preserved before reaching any agreements with Iraq.

He further pointed out that they discussed the matter with members of the two committees of finance and natural resources at the Iraqi Council of Representatives, both sides finding it better for Erbil and Baghdad to reach a final agreement by the end of October.

The Kurdistan Region has been concerned over its share from the Iraqi budget bill for the year 2020.

The head of the Kurdistan region, Nechirvan Barzani, called on Friday the Iraqi Council of Representatives to send a parliamentary delegation in order to reach a solution formula with regard to the export of oil from the region.

Barzani said in a press statement on the sidelines of a graduation ceremony of university students in Erbil that relations between the Kurdistan region and Baghdad are good and dialogues between the two sides continue in a positive atmosphere.

"Dialogues between Iraqi political parties must continue in order to have an understanding among them," he said.

Barzani said that the regional government and the federal government want to resolve the differences and outstanding issues between them, and exert all efforts and endeavors in this framework.

Barzani said, "Unfortunately in many times problems arise on the issue of Kurdistan oil and we demanded that a parliamentary delegation from Baghdad to visit the Kurdistan region to see this issue closely and reach a formula for the benefit of all citizens of Iraq, including Kurdistan

The President of the Kurdistan Region, Nechirvan Barzani, expressed his hope to reach an agreement with Baghdad, calling on the Iraqi Council of Representatives and Iraqi political parties to visit Erbil for further talks, especially with regard to the Kurdistan oil file.

Barzani said in a statement that "relations with Baghdad are good, and negotiations continue in a positive atmosphere," adding: "I think that Baghdad and Erbil want to resolve all outstanding problems and certainly all efforts are continuing to this end."
On the negotiations for the preparation of the 2020 budget, the President of the Kurdistan region: "I hope to reach an agreement and we all look forward to an agreement," noting that "the parties are making serious efforts to reach solutions."
On the dialogue with the Iraqi political blocs, Nechirvan Barzani stressed that "dialogue is always required with the Iraqi political parties and all political forces to achieve mutual understanding."
"Unfortunately, questions are often raised about the oil file of the Kurdistan Region. We have invited the Iraqi parliament and political parties to send delegations to Erbil for further talks on these issues and to reach a settlement that serves Kurdistan, Iraq and their people."

The Secretary General of the Council of Ministers Naim Hamid al-Ghazi on Saturday resolved to resolve many of the differences and outstanding issues between the federal government and the Kurdistan Regional Government soon.

SULAIMANI — A lawmaker in the Council of Representatives has alleged that more than 40 oilfields in disputed areas in Nineveh are operating under the direct control of companies owned by the Kurdistan Democratic Party (KDP) and are guarded by security forces affiliated with the party.

Change Movement (Gorran) MP Ghalib Muhammad wrote on his official Facebook page on Friday (September 27) that the income generated by these fields is not being transferred to either the Kurdistan Regional Government (KRG) or the federal government.

“You can see the [KRG] natural resources ministry’s data, which does not reference to those oilfields; nor are their income sent to the Iraqi [government] treasury,” Muhammad said.

“More than that, those companies, along with a number partisan armed forces, have spoiled the lives of the villages and the roads in the area, are not offering even a minimum-level of services to the people, and are preventing the reconstruction of Wardak village and its surrounding population, despite taking the oil.”

Residents of several villages on the Nineveh Plain protested on Thursday against the companies and the lack of services. The demonstrations were broken up by the KDP’s security forces and arrested a number of villagers.

The Gorran parliamentarian condemned the attack on the demonstrators.

“We will work seriously to put an end to this pillage that has been going on for several years.”

Gorran sits in government in the KRG with the KDP and the Patriotic Union of Kurdistan (PUK).

The Secretary-General of the Council of Ministers, Hamid al-Ghazzi, said Saturday, near addressing many of the outstanding differences between Baghdad and Erbil, noting that the negotiating delegations between the two sides continue to perform its work.
Ghazi said: "As for the budget, the Finance Committee is now working in consultation with the House of Representatives, stakeholders and experts and soon will complete the budget before the end of November and send to the House of Representatives for a vote."
He added: "With regard to the problems with the region, there is a negotiating delegation to resolve the oil and ports and disputed areas, including Kirkuk and other overlapping and other matters around which a dispute between the federal government and the Kurdistan region."
He stressed the Secretary-General of the Council of Ministers that "negotiating delegations from Baghdad and Erbil continue to resolve these problems," noting: "soon will resolve many of them."

Oil, budget and disputed areas remain at the top of the outstanding issues between Baghdad and Erbil, while negotiations continue to find satisfactory solutions to the parties, after the formation of several committees for this purpose and the exchange of delegations between the two sides to accelerate the agreement, in conjunction with the work on the preparation of the draft budget law for 2020.

ERBIL - Erbil and Baghdad are working on a roadmap in hopes of addressing the disputes between the sides pertaining to the oil, Iraqi Minister of Oil Thamir Ghadhban said on Saturday.

Speaking to Kurdistan 24, Ghadhban said that both the Kurdistan Region and Iraq should work based on Articles 111 and 112 of the Constitution, according to which, the oil and gas are for all Iraqis.

He further pointed out that the two sides have already agreed to resolve the remaining disputes based on the Iraqi Constitution.

What Erbil and Baghdad seek is that the they both participate in the production process and benefit from the revenues together, the Iraqi minister added, according to the report.

ERBIL — A delegation of lawmakers from the Iraqi parliament will visit Erbil in the upcoming days to follow up the talks aimed at finding a solution to the prolonged disputes between the regional and federal governments.

Since the formation of the new cabinet of the Kurdistan Regional Government (KRG), Erbil and Baghdad have shown commitment to resolving their differences, especially those related to budget, oil revenues, and disputed areas.

MP Vian Sabri told BasNews that the parliamentary delegation will include committees of legal affairs, oil and gas, and finance and economy.

“Each parliamentary committee will hold separate meetings with the relevant authorities in Kurdistan Region,” she said.

Among the current disputes between Erbil and Baghdad is the 2020’s budget bill. MP Sabri noted that the regional and federal governments should reach an agreement before the bill is sent to the parliament for approval so KRG’s share is secured.

ERBIL (Kurdistan 24) – Iraqi Oil Minister Thamer al-Ghadhban said on Sunday that ongoing disputes over oil production and financing between the central government and the autonomous Kurdistan Region are "solvable." 

"There are solutions that we can reach... based on the constitution which stipulates that oil and gas belong to the Iraqi people in all provinces and regions," Ghadhban told Kurdistan 24. 

He added that there must be a "unit of resources" to take responsibility for production and determine who exports it, adding, "These are all points with solutions." 

"We have agreed for months to prepare a paper of principles to be agreed upon by both parties," he said. "I don't think there is an issue that we cannot resolve if there is trust and goodwill." 

Ties between Erbil and Baghdad drastically spiraled following the Kurdistan Region’s independence referendum in September 2017 and remained fractured for months. Relations eventually began to improve, most noticeably after the formation of Prime Minister Adil Abdul Mahdi's Iraqi government in late 2018. 

Notable among the perennial disputes between the Kurdistan Regional Government (KRG) and the Iraqi government crucial to the economies of both are the continued negotiations on oil and gas.

The KRG has exported its oil independently since 2013. Following the post-referendum fallout, it agreed to send 250,000 barrels of oil per day (bpd) to Baghdad in exchange for the payment of civil servants’ salaries and other budgetary disbursements. The Kurdish government has yet to implement the oil article. 

In mid-August, Abdul Mahdi stated that, despite ongoing disputes regarding regional oil production, Baghdad will continue to fund the salaries of public employees in the Kurdistan Region on time. 

 

It was the second time Abdul Mahdi said he would not cut off civil servants' salaries after calls from some Iraqi political parties urged him to reconsider the Kurdistan Region's budget share and an ongoing case before the supreme court as a result of the region's failure to deliver oil to the federal government as outlined in a previous agreement. 

Abdul Mahdi said, "According to the 2019 budget bill, we will deduct 250,000 barrels per day worth of the Kurdistan Region's overall budget if they fail to deliver the oil, but not the salaries of Kurdish employees."  

"We will not cut off any Iraqi's source of income," he added. 

In late July, officials from the KRG discussed the issue, among others, at a meeting in Erbil with a high-level delegation from Baghdad that included Iraqi's finance minister, oil minister, national security adviser, and Abdul Mahdi's chief of staff. 

 

A joint statement released afterward read, “Both sides agreed to establish a practical mechanism to investigate the details of the hanging issues by forming a number of specialized technical committees from the relevant ministries. 

The tasks these committees face, solving Erbil–Baghdad disputes, including territories disputed by the two, is a daunting one. After agreement on the issues that have plagued all previous administrations would be reached, said a source familiar with the recent talks who spoke to Kurdistan 24, a deal between the federal and regional governments reflecting the recent "significant progress" could be inked.

SULAIMANI — Deputy Speaker of the Kurdistan Parliament Hemin Hawrami met with federal Finance Minister Fuad Hussein on Saturday (September 28) in Baghdad and expressed the Kurdistan Region’s willingness to transfer the oil that it is already obligated to under the budget agreement.

Hawrami is visiting Baghdad along with members of the energy and natural resources and finance committees for talks with federal officials, according to a statement posted on the Kurdistan Parliament’s website.

During the meeting, the delegation from the Kurdistan Region emphasized the need for constitutional solutions and that the Region’s rights and budget share need to be respected.

Hawrami said that payments from Baghdad could be made in return for submitting oil to Baghdad for export.

Under the terms of the 2019 Federal Budget Law, the Kurdistan Region must submit 250,000 barrels of crude oil per day to the federal government, but it has failed to send any at all. As a result, the Region receives enough funding to pay public sector salaries, rather than its full share of 12.67 percent of the federal budget.

In interviews with Kurdistan Democratic Party-affiliated media on Saturday federal oil minister Thamer Ghadhban had expressed some optimism that a solution could be found, but offered no details of what might be agreed to by Erbil and Baghdad.

Although optimism that relations between the Region and the federal government was high following the passage of the 2019 budget, the mood has progressively soured given the Region’s failure to abide by the law.
