The source added, "The visit comes for the purpose of meeting with the Ministry of Defense to discuss the file of salaries allocated to the Peshmerga, amounting to 68 billion dinars per month, after adding the salaries of Peshmerga within the formations of the Ministry of Defense." 
He stressed that "the second file to be discussed is the reconfiguration of the joint operations room between the army and the Peshmerga to fill the security gaps in the areas of contact between the two forces in the disputed areas after the increase of violations by ISIS."

Issa added that officials in Baghdad and Erbil have reached a conviction that the two parties should abide by the articles of the constitution and there is a serious intention to solve the problems, pointing out that there was a personalization in the past, but the current situation has been freed from this obstacle that stands in front of solving the problems.

Issa said earlier in the day that it is scheduled to visit a delegation from the Kurdistan region of Iraq, the capital Baghdad this week to resume talks and resolve differences between the two sides.

ERBIL (Kurdistan 24) – A delegation from the Kurdistan Regional Government (KRG) is expected to visit Baghdad soon to discuss ongoing disputes with the Federal Government of Iraq, a Kurdish lawmaker said on Sunday.

Nizar Mala-Ghafar, a member of the Peshmerga Council in the Kurdistan Region’s Parliament, said both Baghdad and Erbil are “taking serious steps” to resolve differences surrounding oil, budget share, the Peshmerga, and Article 140 of the Iraqi Constitution on the status of disputed territories.

“The emphasis of the visit will be on the return of the Peshmerga forces to the disputed territories between Baghdad and the KRG, and also Article 140 of the Iraqi Constitution, since its implementation has been neglected,” Mala-Ghafar told Kurdistan 24.

Following the establishment of the KRG’s ninth cabinet, there have been ongoing talks between Kurdistan and Iraq on unresolved matters.

The autonomous Kurdish government has formed several technical committees to solve and reach a mutual agreement with their counterparts in Baghdad.

Hamza Kaka, a political observer, said the current political groundwork is helping both sides reach an agreement.

“However, there are still some Shia political sides who are against such agreements,” Kaka told Kurdistan 24. “With Kurdistan’s new senior officials, there is a bigger hope for the Kurdistan Region to resolve long-standing disputes with the government of Iraq.”

Oil revenues, disputed territories, and the federal budget are some of the remaining issues between Erbil and Baghdad.

Ties between the two governments have notably improved since the beginning of 2019, with the formation of a new federal government headed by Iraqi Prime Minister Adil Abdul Mahdi. The governments had fallen out of favor in the aftermath of the Kurdistan Region’s historic independence referendum in September 2017.

ERBIL (Kurdistan 24) – Ahead of a top Kurdish delegation’s visit to Baghdad, the Kurdistan Regional Government’s (KRG) spokesperson on Monday reminded that the Iraqi government continues to cut the Kurdistan Region’s share of the national budget.

KRG spokesperson Jutyar Adil told reporters during a press conference that although Kurdistan’s annual budget share is IQD 12.84 trillion, the central government in Baghdad only sends IQD 5.44 trillion.

Adil explained that the current budget cut is IQD 7.39 trillion and said Erbil “has elaborated this issue to Baghdad and, luckily, there is mutual understanding about the situation.”

Oil revenues, disputed territories, and the federal budget are some of the outstanding issues between the regional and federal government.

According to the spokesperson, the KRG is prepared to hand over the requested 250,000 barrels of oil per day (bpd) to Baghdad, noting that the ongoing budget cut is worth more than the demanded oil.

“There is ongoing communication and coordination between Erbil and Baghdad to find suitable solutions based on the constitution,” he told reporters.

“Kurdistan’s new government is working to increase transparency and improve governmental performance,” Adil added, noting that “both are a priority for the KRG’s ninth cabinet.”    

Regarding the status of disputed areas between Erbil and Baghdad – a dispute meant to be settled through Article 140 of the Iraqi Constitution – the Kurdish official reminded that Kirkuk and Sinjar (Shingal) “are two similar matters.”

“Both consist of various minorities. The KRG has emphasized the importance of their participation in deciding the future of the two cities.”  

On Sunday, a Kurdish lawmaker confirmed that a top delegation from the autonomous Kurdish government would visit Baghdad soon to discuss issues between Kurdistan and Iraq.

The KRG has established several technical teams to discuss unresolved matters between Kurdistan and Iraq, mainly regarding oil and budget cuts, two of the main disputes between Erbil and Baghdad.

The press conference was meant to highlight the major differences between them, and underline the positive initiative from both sides to develop their relationship through dialogue.

Kurdistan "wants" a larger share of the budget: Baghdad draws us more than oil imports

The spokesman for the Kurdistan Regional Government, Monday, that the financial maturity and the share of the region's federal budget amounted to 12.84 trillion dinars, but that Baghdad sends a total of 5.44 trillion dinars only during the year.

Gutiar Adel said that "the amount deducted from the share of the province's federal budget is much greater than the imports obtained by the region from the sale of 250 thousand barrels of oil per day."

Adel said in remarks carried by Kurdish media followed by "Kalamkash Press" that "the Kurdistan region is ready to deliver that amount of crude oil to Baghdad."
Adel said that the amount deducted from the region's share annually is 7.39 trillion dinars, stressing that the provincial government has sent a request to Baghdad in this regard.
"Fortunately, there is a positive understanding on this issue," he said.

A spokesman for the Kurdistan Regional Government, Gutiar Adel, on Monday, the region's readiness to deposit the price of 250 thousand barrels of oil per day with Baghdad, as agreed previously.
Adel said in a press conference in Erbil, "The share of the Kurdistan region of the financial budget 12.84 trillion dinars, but Baghdad has not sent to Kurdistan since the adoption of the budget only 5.44 trillion dinars and therefore is cut 7.39 trillion dinars."
He added, "The amounts that are deducted from the province's financial share more than the price of 250 thousand barrels, which should be sent by the regional government to Baghdad on a daily basis in accordance with an earlier agreement."
Adel pointed out, "The Kurdistan government demanded the federal government to address this matter while stressing that there is an understanding of this problem by Baghdad," stressing the readiness of the Kurdistan region to deposit oil amounts equivalent to the sale of 250 thousand barrels of oil to Baghdad.
He pointed out that "there are efforts by the regional and federal governments to resolve the problem of disputed areas, where a committee was formed in this regard," pointing out that "the Kurdistan Regional Government stresses that any solution based on the provisions of the Iraqi constitution."
