ERBIL - Iraqi Parliament Speaker Mohammed al-Halbusi is expected to pay a visit to the Kurdistan Region on Wednesday.

Officials from the Kurdistan Region and their Iraqi counterparts have intensified their efforts to resolve the remaining issues between Erbil and Baghdad, especially pertaining to the subject of oil revenue.

Earlier on Tuesday evening, Kurdistan Region President Nechirvan Barzani received his Iraqi counterpart at the Erbil International Airport.

Meanwhile, the Kurdistan Region's Minister of Finance and Economy, Awat Janab, met with Iraqi counterpart Fuad Hussein in Erbil to discuss a number of issues related to addressing the disputes between Erbil and Baghdad, with the Kurdistan Regional Government (KRG) spokesperson, Jutiyar Adil, pointing out that there was "a positive atmosphere" in the talks.

Erbil has been concerned over its share from the Iraqi budget for the year 2020, intensifying efforts to solve the matter with Baghdad through peaceful dialogue.

Erbil and Baghdad Close to Reach Deal on Budget: KRG Minister
 

ERBIL — The Kurdistan Regional Government (KRG) and the federal government of Iraq are close to reach an agreement over the 2020’s budget bill, said Dara Rashid, KRG’s Minister of Planning.

Erbil expressed its dissatisfaction with the budget bill earlier this year, calling for amendments. The regional and federal governments then formed joint committees to find a solution to their disputes.

Minister Rashid told BasNews that KRG is working to secure its full share from the federal budget, including the wages for Peshmerga forces, public servants’ salaries, and all financial dues.

He explained that today’s visit by Iraqi President Barham Salih, and Minister of Finance and Economy, Fouad Hussein, are also part of the efforts to address the remaining differences.

Salih was received on Tuesday by Kurdistan Region President Nechirvan Barzani. He also met today with Prime Minister Masrour Barzani and Parliament Speaker Rewaz Fayiq.

Iraqi Parliament Speaker Mohammed al-Halbousi is expected to visit Erbil later today.

Following a few years of ups and downs in their relations, the Kurdistan Regional Government (KRG) and the federal government of Iraq are now closer than ever to reach an agreement and start a new chapter in their political, security, and economic ties.

Meanwhile, the developments in the wider region, especially in the Gulf, with increasing tensions between Iran and the US, impacts may soon be seen in Iraq too.

Bahroz Jafar, founder and director of Mediterranean Institute for Regional Studies, believes that Baghdad will be in need of Erbil to export the main portion of its crude to the international market.

He argued in his latest analysis that the tensions in the Gulf will most probably challenge Iraq’s oil exports through the Strait of Hormuz, which will leave the country with no better options than resorting to the Kurdistan Region to export its oil to Turkey’s Ceyhan port and then to Mediterranean sea.

Since Kurdistan Region falls between Iraq and Turkey, Jafar rules out the feasibility of a previously announced plan by Iraqi oil minister who said Baghdad is planning to build a new pipeline for oil exports to Ceyhan Port.

Jafar reminded that Baghdad previously resorted to KRG’s oil pipeline to export its oil during the years-long war against the Islamic State (IS), a scenario that Jafar believes could repeat again on a large scale.

He also criticised the Iraqi government’s policies towards Kurdistan that translates into an attempt to hinder KRG’s oil sector. According to Jafar, senior Iraqi officials are now “selling Iran’s oil more than Iraq’s” as the former is sanctioned by the US.

Kurdistan Regional Prime Minister Masroor Barzani issued a decision to assign the regional minister Khalid Shwani to proceed with the file dialogues between Erbil and Baghdad.

According to an informed source, Barzani commissioned Shwani to manage this file in the light of the instructions of the Council of Ministers of the region, and in coordination and cooperation with the President of the Cabinet and the Secretary of the Council.

ERBIL, Kurdistan Region  — Iraqi President Barham Salih met Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani, Parliament Speaker Rewaz Fayaq and Deputy Prime Minister Qubad Talabani on Wednesday to discuss ways to resolve long standing Erbil-Baghdad issues amid continued efforts to bring the two sides to reach an agreement ahead of 2020 budget talks.

"Of course, meetings between the president [Barham Sailh] and Kurdistan Region officials will yield a positive result," Salar Mahmood, an adviser of President Salih, told Rudaw on Wednesday, branding such as meetings as being "very timely and important."

Salih wants to "reach a result that is going to be in the interests of the people of Kurdistan," Salar added.

"There was a good degree of understanding between the president of the Kurdistan Region, prime minister and speaker of the parliament. We are trying to reach a result before the new year to guarantee all the rights of the people of Kurdistan."

Iraqi President Barham Salih arrived in the Kurdistan Regional capital Erbil on Tuesday evening, heading up a delegation sent to discuss oil, the budget, and territorial disputes – hot topics that have long caused ruptures between the semi-autonomous region and the federal government.

Delegations have recently shuttled back and forth between Erbil and Baghdad as relations between the two continue to improve after hitting their lowest ebb in late-2017.

Erbil and Baghdad have formed committees for talks on the joint administration of the disputed territories, the KRG’s share of the federal budget, and the touchy subject of independent oil sales.

Baghdad cut the KRG’s share of the budget from 17 percent to zero in 2014 in response to the Region’s independent sale of oil. Coupled with a costly war with the Islamic State (ISIS) and the collapse of global oil prices in 2016, the Region was plunged into a financial crisis.

The KRG’s share of the budget was reinstated in 2018, but at the reduced rate of roughly 12 percent.

Under the 2019 budget, the KRG agreed to send 250,000 barrels of oil per day to Iraq’s state oil marketing body SOMO in exchange for its share of the budget. Although Baghdad has delivered funds to Erbil’s central bank, the KRG is yet to send a single barrel of oil.

Erbil-Baghdad relations have generally improved since Adil Abdul-Mahdi became prime minister in late 2018.

As an independent technocrat with historically good relations with the Kurds, Abdul-Mahdi has presided over a thawing of the tensions between the two, which reached their peak under his predecessor Haider al-Abadi.

Already strained relations collapsed on October 16, 2017 when Iraqi forces and Iran-backed militias launched an offensive into the disputed territories, forcing the Kurdish Peshmerga to withdraw.

ERBIL (Kurdistan 24) – Iraqi President Barham Salih met on Wednesday with senior members of the Kurdistan Regional Government (KRG), including Prime Minister Masrour Barzani, to discuss key issues between the KRG and the Federal Government of Iraq.

Salih and Iraqi Finance Minister Fuad Hussein arrived in the Kurdistan Region capital of Erbil on Tuesday where they were received by KRG President Nechirvan Barzani before they sat for a meeting.

On Wednesday, Salih and his accompanying delegation met with Prime Minister Barzani to address the outstanding disputes between Erbil and Baghdad.

During the meeting, both sides “acknowledged that improved relations between Erbil and Baghdad have facilitated constructive dialogue and a path to a stable relationship that recognizes the rights of the Kurdistan Region under the [Iraqi] Constitution,” a statement from the prime minister’s press office read.

Salih and Prime Minister Barzani “recognized that mutual respect and improved coordination will help stabilize the country and preserve the security of its people against both internal and external threats,” it added, noting that stronger Erbil-Baghdad ties are “of shared interest.”

In a separate meeting, the Iraqi delegation met with the Kurdistan Region’s Speaker of Parliament, Rewaz Faiaq, and several lawmakers from various blocs.

Faiaq wrote on Twitter that both sides “discussed the main outstanding political, [economic] issues” between the KRG and the Iraqi government as well as “constitutional ways to resolve them For his part, Salih stressed the importance of unity and coordination between the Kurdish representatives in the Iraqi Parliament, a statement from the Kurdistan Parliament speaker’s office said.

Elsewhere, Salih and his delegation met with Masoud Barzani, President of the leading Kurdistan Democratic Party (KDP). The sides “exchanged views on the latest political developments in Iraq and the region,” a statement on the KDP leader’s website read.

Both parties underlined “the need for continued dialogue” to resolve outstanding issues between Erbil and Baghdad, including the share of the 2020 federal budget, the status of disputed territories, as well as the threats of terrorism, the statement added.

Ties between Erbil and Baghdad were considerably depleted following the Kurdistan Region’s historic independence referendum in September 2017. Relations began to improve namely after the formation of the new Iraqi government in late 2018 headed by Prime Minister Adil Abdul Mahdi.

ERBIL — Kurdistan Region Prime Minister Masrour Barzani tasked Khalid Shwani, KRG’s Minister of State, to handle the ongoing negotiations between Erbil and Baghdad.

The decision comes as the Kurdistan Regional Government (KRG) and the federal government of Iraq have engaged in technical talks to address disputes in various fields.

Kurds are hoping for their secured constitutional rights while already showing “goodwill” to Baghdad.

The new cabinet of Kurdistan Regional Government, under the leadership of Prime Minister Barzani, has made it clear that establishing a close relation with Baghdad, based on mutual respect and interests, is among top priorities of his cabinet agenda.

Speaker of the House of Representatives Mohammed Halbousi, on Thursday, the possibility of addressing the points of disagreement between Baghdad and Erbil constructive dialogue in accordance with the Constitution, while the President of the Kurdistan Democratic Party Massoud Barzani to the need for "sincere intentions" to resolve all controversial problems.

"The speaker of the House of Representatives, Mohammed Halbousi, met today with the President of the Kurdistan Democratic Party, Massoud Barzani, during an official visit to the Kurdistan region to meet with a number of officials," the office said in a statement received by Alsumaria News.
 

The statement added, "The meeting discussed the political, economic and security situation in the country, and the latest regional and international developments.

Al-Halbousi called, according to the statement, to "strengthen the relationship between the region and the federal government in a way that achieves national partnerships and enhances the stability and sovereignty of Iraq."
 

For his part, Barzani stressed "the need for sincere intentions to resolve all controversial problems, and provide an atmosphere of social and national reconciliation rather than a culture of hatred and exclusion," adding that "the Kurds are a key partner in the country, and that there is cooperation and convergence in many issues with the federal government."

ERBIL (Kurdistan 24) – Iraqi Parliamentary Speaker Mohammed al-Halbousi arrived in Erbil on Thursday to meet with senior officials in the Kurdistan Region.

Halbousi’s plane landed at the Erbil International Airport this morning, where the speaker of the Parliament of the Kurdistan Region, Rewas Fayiq, welcomed him.

The visit comes a day after Iraqi President Barham Salih visited the region. Salih held a series of meetings with the top officials of the Kurdistan Region to discuss Erbil–Baghdad relations.

A political source told Kurdistan 24 that Halbousi would be meeting with the leader of the Kurdistan Democratic Party (KDP), Masoud Barzani, and the President of the region, Nechirvan Barzani.

He will also hold talks with the Prime Minister of the Kurdistan Region, Masrour Barzani, to discuss the latest developments in Erbil and Baghdad relations.

The source added that Halbousi would then go to Duhok to participate in a number of activities set to be held in the city within the coming days.

The visits of federal government officials to Erbil come as ties between the two governments are improving and a dialogue over unresolved issues continues.

In the meeting between President Salih and Prime Minister Barzani, both sides agreed that strengthening bilateral ties is “of shared interest,” according to a statement from the Barzani’s office.

“Both sides recognized that mutual respect and improved coordination will help stabilize the country and preserve the security of its people against both internal and external threats.”

ERBIL - Kurdistan Region President Nechirvan Barzani received on Thursday the Iraqi Parliament Speaker Mohammed al-Halbusi in Erbil to discuss the latest political and security affairs.

Barzani and Halbusi, during the meeting, stressed on the importance of the continuation of peaceful dialogue between the Kurdistan Region and Iraq in hopes of addressing the remaining issues between the sides based on the Iraqi Constitution.

They further shed light on the Iraqi budget bill for the year of 2020, the process of reconstruction of the areas liberated from the Islamic State (IS), the situation of the IDPs and Syrian refugees, based in the Kurdistan Region, and their return to their places of origin.

The two leaders also discussed the security and political affairs in Iraq and the region in general.
