ERBIL - Kurdistan Region Prime Minister Masrour Barzani received on Wednesday former Iraqi President Fuad Masum in Erbil, to discuss the latest developments concerning the Erbil-Baghdad relations.

At the beginning of the meeting, according to a readout by Barzani's office, Masum congratulated the Kurdish premier on his new role heading the Kurdistan Regional Government (KRG), while highlighting "the importance of stability they provide to a complex region."

"Prime Minister Barzani updated Mr. Masum on the Kurdistan Regional Government’s engagement with the federal government of Iraq and the efforts to solidify a relationship based on mutual understanding and respect," reads the statement.

The former Iraqi president reaffirmed his support to the "constructive" talks between Erbil and Baghdad and the efforts by the KRG to establish a stable partnership between the sides in accordance with the Iraqi Constitution.

"Both officials recognized that enhanced cooperation between the two governments is key to effectively combatting the so-called Islamic State’s presence in the country and protecting the interests of all Iraqis."

PUK Politburo says Erbil-Baghdad issues can be resolved

SULAIMANI — The Parotic Union of Kurdistan’s (PUK) Politburo said that the ground has prepared for solutions to ongoing problems between Baghdad and Erbil by engaging in serious and responsible talks in accordance with the constitution.

The assertion was made during a meeting of the Politburo on Tuesday (October 8), which was chaired by the PUK First Deputy Secretary General Kosrat Rasul.

Party and government officials from the Kurdistan Region often offer rosy assessments of the situation between Baghdad and Erbil, there has been little public progress on complicated, long-standing issues such as oil, revenue, displacement, and security.

The 2020 budget process promises to be a difficult one, given the Region’s failure to abide by the terms of the 2019 deal.

The recent anti-corruption protests in Baghdad and several southern Iraqi cities were discussed as well. At least 110 people were killed and more than 6,000 others were wounded over the past week, as the security forces used live bullets to disperse crowds.

President Barham Salih, who is also the Second Deputy Secretary General of the party, participated in the meeting through video conference, according to PUK affiliated media outlets.

 “The PUK is calling on all the Iraqi national forces to make their attempts to placate the situation and resolve the problem through discussion and civil way,” the Politburo resolved according to the PUK affiliated media.

The statement also said that peaceful demonstrations are a legitimate right for radical reforms, combating corruption and improving the public services and peoples’ welfare.

“Any kinds of violence used by any side are an…unpermitted act.”

A delegation from the Ministry of Peshmerga in the Kurdistan Regional Government is visiting Baghdad to discuss disbursement of peshmerga forces.

A delegation headed by Minister of Peshmerga Shoresh Ismail will visit Baghdad on Sunday, PUK media quoted Miran Bakr, media advisor to the Peshmerga minister, as saying.

He added that the delegation of the Ministry of Peshmerga will meet with officials in the Ministry of Defense to discuss the provision of allocations and supplies Peshmerga forces.

ERBIL (Kurdistan 24) – The Kurdish Peshmerga forces are part of Iraq’s military and security system, the country’s Defense Minister said on Monday in a press conference following his meeting with the Kurdistan Region’s Peshmerga Minister. 

Iraqi Minister of Defense Najah al-Shammari met with a delegation from the Ministry of Peshmerga, headed by Minister Shoresh Ismael, in Baghdad to discuss ongoing efforts to integrate the Peshmerga forces to Iraq’ National Security apparatus.

Al-Shammari affirmed that the “Peshmerga forces are part of Iraq's organized security, we have discussed minor issues in the process; however, they are not difficult to solve. Our first and last priority is safekeeping the security of Iraq.” 

“The Peshmerga are a part of Iraq’s security, and we need to unify and coordinate the activities of Iraq’s Security Forces (ISF) and Peshmerga to stand against the threats of the terrorist Islamic State group, who are still active in certain areas,” the minister stated.

Al-Shammari also mentioned that, based on the request of commander-in-chief and Iraqi Prime Minister, Adil Abdul-Mahdi, leader of the Kurdistan Democratic Party Masoud Barzani and Prime Minister of the Kurdistan Region Masrour Barzani confirmed they would “aim to combine the two forces and to eliminate the Islamic State threat once and for all.”

Minister Ismail agreed “there is a mutual will to resolve outstanding issues with Baghdad, based on Iraq’s Constitution, and since Peshmerga forces are part of Iraq’s security apparatus, they must be guaranteed their constitutional rights.”  

Following clashes between the Peshmerga and Iraqi forces in the wake of the Kurdistan Region’s referendum on independence late 2017, Islamic State fighters have taken advantage of the hostility and lack of proper cooperation between the two, namely in and around the disputed territories, to regroup.

Over the past nine months, Kurdish and Iraqi military delegations have conducted meetings in both Erbil and Baghdad to further coordination and cooperation against the extremist group, but have been unable to incapacitate the group despite Iraq declaring its military victory against it at the end of 2017.

President of the Kurdistan Regional Government Masroor Barzani received in his office on Tuesday, US Assistant Secretary of State for Near Eastern Affairs David Schenker.

The meeting, which was attended by US Ambassador to Iraq Matthew Toller, discussed the latest developments in Syria and Iraq.

The President of the Kurdistan Regional Government expressed concern about the current situation in northeastern Syria and its repercussions in the region.

During the meeting, they stressed the need to end tensions and violence, especially as the continuation of wars and unrest paves the ground for the resurgence of terrorist organizations in the region.

The international community has also been invited to contribute to assist the Kurdistan Region in sheltering displaced persons and refugees seeking safety.

ERBIL (Kurdistan 24) – A senior Kurdish official on Tuesday said talks between the Kurdistan Regional Government (KRG) and the Federal Government of Iraq had struck a pause due to Baghdad’s shift in focus to address recent violent protests in the country’s central and southern provinces.

Ties between Erbil and Baghdad significantly deteriorated following the Kurdistan Region’s independence referendum from September 2017 and remained fractured for months.

Relations eventually began to improve, most noticeably after the formation of Prime Minister Adil Abdul Mahdi's new Iraqi federal government in late 2018.

Efforts to improve ties and reach an understanding over outstanding disputes are ongoing, with Iraq’s Oil Minister, Thamir Ghadban, recently stating that the issues were “solvable.”

“Progress in talks between Erbil and Baghdad has been positive and we have reached a stage that could yield significant results," head of the Kurdistan Region’s Department of Foreign Relations, Safeen Dizayee, told reporters on Tuesday. But, he added, the central government’s top priority has recently changed to the nationwide demonstrations as they erupted in early October.

A wave of violent, nationwide protests began earlier this month. The demonstrations have reportedly led to the deaths of at least 140 people and thousands more injured. Security forces cracked down on protesters, with many accusing them of using excessive force and gunfire to prevent the protests from spreading.

Activists have told Kurdistan 24 that another major demonstration is planned for Baghdad and other cities this Friday, potentially further delaying a continuation of talks.

Dizayee lamented that Baghdad “could not focus on multiple files at the same time.”

He reaffirmed the support of the KRG to the government of Prime Minister Adil Abdul Mahdi, noting Erbil’s readiness to resume discussions with Baghdad “to reach an appropriate outcome that is in the interests of the whole of Iraq and, of course, the Kurdistan Region as well.”

Jg1, the hold up if there is one is more with the CBI governor. He has the final word on what we are waiting for. I think that his plan for a currency change might be the beginning of 2020. I'm hoping that the protesters could change his might if he cares at all, imo.

Perhaps they need a more proactive CBI Governor who can see the positive benefits of immediate currency reform ...
