I want to share with you my experiences from Baghdad, where I spent three days meeting public figures and lawmakers with a Rudaw team. 
 

They told me that the Kurdistan Coalition at Iraqi parliament only exists as far as the sign hanging on the part of the building where the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) lawmakers stay. Kurdish blocs do not have coordination or a unified position, but this does not mean that there is animosity between them. Rather, there is a sort of uncertainty among them.

 

They told me that there are several sensitive and sometimes decisive issues which require us to work together as a Kurdistani team in Baghdad, against two big Sunni and Shiite contingents. An ununified Kurdish position will hinder our ability to counter threats to our share of the 2020 budget.


Iraqi finance minister Fuad Hussein, a Kurd, was appointed by KDP leader Masoud Barzani. Kurdish and Arab lawmakers as well as the parliament presidency complain about his attitudes and behavior. One positive thing I heard about him was that he has said he would not do anything illegal for anyone. Rejecting and eradicating illegality is a virtue. 
 

However, what has mainly angered parliamentarians is his rejection of requests for answers. This has been the pretext for which lawmakers have twice summoned him to parliament - but the parliament presidency have taken this pretext out of the meeting agendas. If summoned, he could be probed, and a call for no-confidence vote could be initiated. It would be a low point in Kurdish history to have the tenure of two Kurdish finance ministers ending on a no-confidence vote in Iraq (the first one being Hoshyar Zebari).

 

In formal meetings, Baghdad has said that Kurdistan Region’s political future is oriented towards Baghdad. They have sensed that Erbil-Baghdad relations are improving, and that Erbil wants to have as few issues possible with Baghdad.

 

The hot topic in Baghdad is the handover of 250,000 barrels of oil per day to Iraq, as accepted by Kurdistan Region and stipulated in 2019 budget law - but the problem is that there could be demands for the increase of this amount.

 

A circulating rumor is that some Kurdish lawmakers once met with Iraqi Prime Minister Adil Abdul-Mahdi and talked about this amount of oil. The Iraqi Oil Minister then joined the discussion, saying that 250,000 bpd is not enough and that Kurdistan Region should hand over more of the 650,000 bpd it produces. However, Abdul-Mahdi replied that the budget law stipulates that the Kurdistan Region should be allowed to pay its debts to companies, something it may be incapable of doing if it hands over more than 250,000 bpd.

 

Some people are not tolerating the decision and have already begun efforts to increase the 250,000 bpd, lobbying for its increase in 2020 budget law. Additionally, Abdul-Mahdi’s lenience and compromise towards Kurds may end in the face of pressure from other parties. 

 

Baghdad is not like Erbil because partisan agreements are not directly implemented and require lawmaker approval. There, agreements are turned into bills and taken to the parliament, but MPs may not do what their political parties tell them to do. When one lobbies with or tries to convince political leaders of parties to vote for a bill, they have to do the same with parliament and lawmakers. 

 

There is a great vulnerabilty in Baghdad for Kurds, who do not have an umbrella to gather under. PUK leader Jalal Talabani used to be in Baghdad as the President of Iraq. Everyone depended on him. He also had direct contact with Masoud Barzani, then President of Kurdistan Region. Sometimes, he made decisions on behalf of Barzani as his representative in Baghdad. However, now Kurds do not know who to deal with. 

 

Formal communication should be in place between the President of Iraq and President of Kurdistan - currently, between Barham Salih and Nechirvan Barzani. They can fully coordinate and agree on treating Salih as Nechirvan Barzani’s representative in Baghdad. Additionally, Masoud Barzani should also support such an agreement. I believe this arrangement will be approved of by other parties too.

The representative of the World Bank, the legal expert Ghar Al-Qastalani, who is responsible for the economic empowerment program for women in Iraq, visited the headquarters of the Association of Iraqi Private Banks in Erbil.

She also attended the Supreme Council for Women's Affairs in Kurdistan and Omar Wadee, a member of the Board of Directors of Al Mahatta Foundation for Entrepreneurship.

The two sides discussed ways of cooperation between the World Bank and the Association of Iraqi Private Banks to achieve the objectives of this program, which is to increase the percentage of women's labor force by 5 percentage points by 2024.

Cooperation between the Association, the Government of the Territory and the World Bank will be carried out on the implementation of certain activities related to women's economic empowerment.

Mr. Wadih Al-Hanalal stressed that one of the priorities of the Association's work with the strategic partner of the Central Bank of Iraq is to empower women through the Tamkeen Community Initiatives Fund, which is financed by private banks and exchange companies.

He stressed the need for coordination between the team of the World Bank and the World Bank to conduct workshops and seminars and training courses aimed at creating employment opportunities and awareness of the public and private sectors.

Since the beginning of 2019, the central government will send on December 16 and 17 of each month 453 billion dinars as part of the salaries of employees of the Kurdistan region, while the Ministry of Natural Resources in the region's government to ensure the other part of the salaries, amounting to 378 billion dinars.

Iraqi political parties warned today of a new dispute between Baghdad and Erbil, due to the Kurdistan Region's intention to establish a commercial office in the State of Kuwait, without the knowledge and approval of the Iraqi federal government.

Mohammed al-Sayhoud, a leader in the State of Law coalition, led by Nuri al-Maliki in a press statement to Arab media that "such decisions, should not be taken by the Kurdistan region individually, but it must refer to the federal government, foreign policy is Baghdad's exclusive."

"All countries should not treat the region as a state, but should be treated as part of Iraq. These decisions are agreed between Baghdad and Kuwait, not between Kurdistan and Kuwait. This is unacceptable and may have negative consequences."

He added, "Taking the Kurdistan region an important economic measure such, with the countries of the region and neighboring, may increase tensions between Baghdad and Erbil, and there may be political reactions that increase this tension."

A source familiar with the Iraqi Foreign Ministry, said, "The federal government has no knowledge of the intention of the Kurdistan region to establish a commercial office in the State of Kuwait, especially that such decisions must be with the consent of Baghdad exclusively."

He added that "all Kurdish blocs have one position on paragraph (c) Article (10) in the budget for the dues of the Kurdistan region, a red line and do not allow prejudice."

He added that "there are no problems about this paragraph on the payment of salaries of employees and workers in the region and reassure citizens of Kurdistan that any official, whatever his position can not cancel this paragraph of the budget law."

The Federal Supreme Court issued a decision last month, confirming the survival of Article 140 on the disputed areas between the Center and the territorial government.

The Regional Director of the Association Mohammed Munther, who was accompanied by the External Relations Advisor of the Association Sherwan Anwar, and member of the Board of Directors of Al-Mahatta Foundation for Entrepreneurship Omar Wadih expressed his thanks and gratitude for the good reception received by the delegation of the Association by the Minister's Office .

During the visit, they discussed ways of cooperation and coordination between the Association and the Ministry of Planning in the region in various magazines, especially in the field of training courses and the workshop and the formation of joint committees .

Iraq's prime minister says he won't cut Kurdistan Region salaries because of oil

ERBIL (Kurdistan 24) – Iraqi Prime Minister Adil Abdul Mahdi stated that, despite ongoing disputes regarding regional oil production, Baghdad will continue to fund the salaries of public employees in the Kurdistan Region on time.

He made the comments in a group interview with members of the local and international press that was released by his media office on Friday night.   

This the second time Abdul Mahdi has said he would not cut off civil servants' salaries after calls from some Iraqi political parties urging him to reconsider the Kurdistan Region's budget share and an ongoing case before the supreme court as a result of the region's failure to deliver oil to the federal government as outlined in a previous agreement.

Ties between Erbil and Baghdad drastically spiraled following the Kurdistan Region’s independence referendum in September 2017 and remained fractured for months. Relations eventually began to improve, most noticeably after the formation of Abdul Mahdi's Iraqi government in late 2018.

Notable among the perennial disputes between the KRG and the Iraqi government crucial to the economies of both are the continued negotiations on oil and gas. The autonomous Kurdish government has exported its oil independently since 2013. Following the post-referendum fallout, the KRG agreed to send 250,000 barrels of oil per day (bpd) to Baghdad in exchange for the payment of civil servants’ salaries and other budgetary disbursements. 

The Kurdish government has yet to implement the oil article.

Abdul Mahdi told the journalists present, "According to the 2019 budget bill, we will deduct 250,000 barrels per day worth of the Kurdistan Region's overall budget if they fail to deliver the oil, but not the salaries of Kurdish employees." 

"We will not cut off any Iraqi's source of income," he added.

In late July, officials from the Kurdistan Regional Government (KRG) discussed the issue, among others, at a meeting in Erbil with a high-level delegation from Baghdad that included Iraqi's finance minister, oil minister, national security adviser, and Abdul Mahdi's chief of staff.

A joint statement released afterward read, “Both sides agreed to establish a practical mechanism to investigate the details of the hanging issues by forming a number of specialized technical committees from the relevant ministries.

The tasks these committees face, solving "all" Erbil–Baghdad disputes, including territories disputed by the two, is a daunting one. After agreement on the issues that have plagued all previous administrations would be reached, said a source familiar with the recent talks who spoke to Kurdistan 24, a deal between the federal and regional governments reflecting the recent "significant progress" could be inked.

Kurdistan Region Prime Minister Masrour Barzani has previously stated his new administration’s aim to improve ties with Baghdad and employ dialogue to resolve longstanding disputes, saying, "The focus of my government will be how to build a stronger relationship and partnership with Baghdad."
