Erbil, Kurdistan Region, Iraq (GOV.KRD) - The High Level Joint Committee of the Federal Government of Iraq and the Kurdistan Regional Government (KRG) met on Thursday, July 25, 2019, under the supervision of the Prime Minister of the Kurdistan Region and the Deputy Prime Minister for Energy of the Federal Government.

The Committee initiated a dialogue to find solutions to outstanding issues between the Federal Government and the KRG.

Discussions were cordial and open. The Committee focused primarily on the disputed territories, budgetary and financial issues, and oil and gas.

Where are the differences ?: 

Relations between Baghdad and Erbil have been strained for many years, and worsened in 2014, when the Kurdistan region took advantage of the chaos that followed the invasion of an organization calling for the country to start exporting oil from its territory to Turkey directly. 

Erbil and Oil Minister Adel Abdul Mahdi, who became prime minister, reached an agreement, but it has not been fully implemented. The Kurdistan authorities demand a larger share of the federal budget. 

What is the situation today ?: The 

Kurdistan region produces between 400 to 500 thousand barrels per day. But officially, it has to produce 250 thousand barrels per day through the company "Sumo" government oil, and to pay the revenues resulting from the remaining to the federal budget. 

In return, Baghdad should pay about 12 per cent of its federal budget to Erbil ($ 8.2 billion).

The Secretary-General of the Ministry of Peshmerga in the Kurdistan region, Jabbar al-Yawar, on Sunday, the agreement with the Federal Ministry of Defense on 8 paragraphs, including the formation of a joint force in areas outside the administration of the region.
"The meeting of the ministries of defense and the Peshmerga in the Kurdistan Regional Government, on 28 June last, dealt with 8 paragraphs, including the formation of a joint force in areas outside the administration of the Kurdistan region to ensure Safety and stability ".
He added that "this joint force extends from Mosul to Khanaqin," explaining that "a high delegation of the Federal Ministry of Defense was scheduled to visit Arbil for the period of 10-15 of this month, and we are still waiting for his arrival to complete the talks."
He explained that "the previous meeting between the two sides, discussed the formation of a coordination center to roll back remnants in the areas of Nineveh, Diyala and Kirkuk," stressing that "work is continuing to reach the mechanism of implementation of paragraphs that have been agreed previously."
