ERBIL (Kurdistan 24) – Kurdistan Regional Government (KRG) President Nechirvan Barzani met on Sunday with the Speaker of Parliament, Rewaz Faiaq, to discuss coordination between the Kurdistan Region’s three presidencies and ongoing talks between Erbil and Baghdad to resolves long-standing disputes.

In the meeting, which took place in Erbil, the two sides highlighted the constitutional rights of the Kurdistan Region in Iraq and the need for further coordination between the three presidencies of the autonomous Kurdish region with Kurdistani political factions in the Iraqi Parliament, a statement on Barzani’s press office read.

The two also underscored the reform process in the KRG and the current political situation in the region.

The drafting of a constitution for the autonomous region is one of the main tasks on the parliament’s agenda; this was discussed in the meeting between Barzani and Faiaq, the statement said.

Regarding the constitution, both sides stressed the importance of preserving the rights of all ethnic and religious groups in the Kurdistan Region, it added.

The leading parties in the Kurdistan Region – the Kurdistan Democratic Party (KDP), the Patriotic Union of Kurdistan (PUK), and Gorran (Change) Movement – want to reach a consensus between all parties by ensuring all sides participate in the process of drafting a constitution.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government’s (KRG) representative in Baghdad announced that a Kurdish delegation would begin its visit to Baghdad on Tuesday to discuss a number of often-contentious issues with the federal government, including the budget the upcoming national census.  

“The Kurdistan Region wants to resolve all its differences with Baghdad,” Fares Isa told Kurdistan 24 in an interview on Sunday. 

The plan for the officials to travel to the nation’s capital to meet with their counterparts in the federal government was decided at a meeting of the regional cabinet on Thursday, but a date had not yet been specified. 

“The KRG agreed to send a delegation to Baghdad to ensure the Kurdistan Region’s interests are represented in the 2020 Iraqi budget,” read a government statement released on Wednesday. 

During a press conference that day, KRG spokesperson Jotyar Adil said the Kurdish delegation would “initiate talks and exchange information regarding [Iraq’s] budget bill” with Iraq’s Ministry of Finance.  

The central government in Baghdad and the KRG have long been at odds over the budget since the fall of Saddam Hussein’s regime in 2003. In the budget passed last year, the Kurdistan Region received only 13 percent of the national share, almost a third less than the 17 percent it had been allotted in previous years. 

Ties between the two have improved significantly since the beginning of 2019, with the formation of a new federal government headed by Iraqi Prime Minister Adil Abdul Mahdi. Diplomacy between the two had reached an all-time low in the aftermath of the Kurdistan Region’s historic independence referendum in September 2017. 

Another controversial issue between the two governments is the planned upcoming census, also scheduled for 2020.  

Iraq’s last census was held in 1997 and did not include the Kurdistan Region. More recent counts generally estimate population based on statistics provided by the national food ration program and have often been incomplete in disputed territories.  

A full accounting of regional populations is crucial for planning and budgeting in any nation. In Iraq, where mass displacement and campaigns of ethnic cleansing have been endemic to conflict for decades, such a survey takes on political significance. 

Lack of reliable statistics has fueled discord between rival populations claiming majorities in various regions of Iraq, most notably in the oil-rich province of Kirkuk, adding to the difficulty of addressing fundamental disagreements. 

On Thursday, President of the Kurdistan Region Nichervan Barzani met with Nouri Sabah al-Dulaimi, Iraq’s planning minister. In Iraq, the Ministry of Planning is responsible for conducting the census. 

In the meeting, Barzani and Dulaimi discussed preparations being made, with a KRG statement stressing that “cooperation and coordination between the federal government, the KRG, and the international community in the process,” was essential.

ERBIL — All the political parties in Kurdistan Region will meet later this week to discuss the concerns over the upcoming provincial elections, especially in the disputed Kurdish province of Kirkuk.

Khasraw Goran, a senior member of ruling Kurdistan Democratic Party (KDP) told BasNews that the meeting comes as an urgent discussion on the concerns related to Kirkuk and the provincial elections scheduled for April 2020.

The KDP has already appealed to the federal court for an amendment to the provincial election law, which it believes deprives tens of thousands of Kurds from their right to vote as they are currently displaced.

The source said in a press statement that "President Barham Saleh will visit Erbil today, while going to the Speaker of the House of Representatives, Mohammed Halbousi, and Finance Minister, Fuad Hussein, to the same province tomorrow."

ERBIL (Kurdistan 24) – Iraqi President Barham Salih and Iraq’s Finance Minister Fuad Hussein arrived in Erbil on Tuesday to meet with senior Kurdish officials and address the outstanding issues between the Kurdistan Regional Government (KRG) and the Federal Government of Iraq, including the KRG’s share of the federal budget and Iraq’s upcoming national census.

The officials were received at Erbil International Airport by Kurdistan Region President Nechirvan Barzani, Minister of Interior Rebar Ahmed, and Erbil Governor Firsat Sofi.

Upon their arrival, the Iraqi finance minister met with his Kurdish counterpart, Awat Janab, and the Kurdistan Region’s Minister of Planning, Dara Rashid.  

KRG Spokesperson Jutyar Adil described Tuesday’s meetings as “positive.”

“We will combine all our efforts to reach mutual solutions on the outstanding issues” between Erbil and Baghdad, Adil told Kurdistan 24.

“There are a lot of details to discuss for the 2020 budget bill draft, and we will continue to communicate until we further develop the shared vision between Erbil and Baghdad.”

Iraq’s Parliament Speaker Mohammed al-Halboosi is also set to arrive in the Kurdistan Region on Wednesday and meet with top KRG officials.

Minister of Planning Rashid told Kurdistan 24 that Halbousi’s meeting would aim to find a common understanding on the issue of oil between Erbil and Baghdad, noting that both sides want “to avoid the problems we faced with the 2019 budget bill.”  

Oil revenues, the status of disputed territories, and the KRG’s share of the federal budget are some of the outstanding issues between Erbil and Baghdad.

Ties between the two governments have notably improved since the beginning of 2019, with the formation of a new federal government headed by Iraqi Prime Minister Adil Abdul Mahdi. The governments had fallen out of favor in the aftermath of the Kurdistan Region’s historic independence referendum in September 2017.

ERBIL, Kurdistan Region – Iraqi President Barham Salih arrived in the Kurdistan Regional capital Erbil on Tuesday evening at the head of a delegation sent to discuss oil, the budget, and territorial disputes – hot topics that have long caused ruptures between the semi-autonomous region and the federal government.

Delegations have shuttled back and forth between Erbil and Baghdad in recent months as relations between the two continue to improve after hitting their lowest ebb in late-2017.

Erbil and Baghdad have formed committees for talks on the joint administration of the disputed territories, the Kurdistan Regional Government (KRG)’s share of the federal budget, and the touchy subject of independent oil sales.

President Salih, accompanied by Iraq’s Kurdish finance minister, Fuad Hussein, was met at Erbil International Airport on Tuesday afternoon by Kurdistan Region President Nechirvan Barzani.

During his stay in Erbil, Salih will hold talks with his Kurdistan Region counterpart, Prime Minister Masrour Barzani, and Kurdistan Democratic Party (KDP) chief Masoud Barzani to further mend fences.

Fuad Hussein will meanwhile meet with the KRG’s finance ministry to discuss the budget issue.

Baghdad cut the KRG’s share of the budget from 17 percent to zero in 2014 in response to the Region’s independent sale of oil. Coupled with a costly war with the Islamic State (ISIS) and the collapse of global oil prices in 2016, the Region was plunged into a financial crisis.

The KRG’s share of the budget was reinstated in 2018, but at the reduced rate of roughly 12 percent. 

Under the 2019 budget, the KRG agreed to send 250,000 barrels of oil per day to Iraq’s state oil marketing body SOMO in exchange for its share of the budget. Although Baghdad has delivered funds to Erbil’s central bank, the KRG is yet to send a single barrel of oil. 

Omed Sabah, Chairman of the KRG Council of Ministers, told Rudaw the Ministry of Finance has prepared a report outlining the KRG’s requirements from the 2020 federal budget.

“The KRG finance ministry aims to discuss the demands of the KRG from the 2020 federal budget and hand over a detailed report on this case,” Sabah said.

Mohammad al-Halbousi, Iraq’s parliamentary speaker, is also scheduled to visit Erbil on Wednesday to discuss the federal budget.

Jutiar Adil, the KRG spokesperson, told Rudaw the regional government is optimistic about the talks with the Iraqi delegation.

“In general, the Iraqi delegation is in Erbil to discuss the unresolved issues between Erbil and Baghdad,” Adil said. “There are very positive talks between Erbil and Baghdad, and more talks are underway to reach an agreement with the Iraqi government.”

Safin Dizayee, head of the KRG foreign ministry, visited Baghdad on Sunday for talks with top Iraqi officials including President Salih.

Dizayee told Rudaw the new positive atmosphere in meetings between Erbil and Baghdad officials means the two sides can tackle points of conjecture “more efficiently”.

Erbil-Baghdad relations have generally improved since Adil Abdul-Mahdi became prime minister in late 2018. 

As an independent technocrat with historically good relations with the Kurds, Abdul-Mahdi has presided over a thawing of the tensions between the two, which reached their peak under his predecessor Haider al-Abadi.

Already strained relations collapsed on October 16, 2017 when Iraqi forces and Iran-backed militias launched an offensive into the disputed territories, forcing the Kurdish Peshmerga to withdraw.

Improvements in the relationship were noted by Jeanine Hennis-Plasschaert, the UN Special Envoy to Iraq, in her recent quarterly briefing to the UN Security Council.   

Hennis-Plasschaert told the Security Council she is hopeful the two sides can resolve their differences now that both governments have been formed.

“This has created a positive momentum to advance of negotiations between Baghdad and Erbil, also demonstrated by the establishment of a High-Level Joint Committee,” she said.

“And I cannot deny: the expectations are high, in particular on key files – including Kirkuk, Sinjar, and revenue sharing,” she added.

The failure of both sides to cooperate on security in the disputed territories has contributed to a resurgence of ISIS, which has exploited the security vacuum between Peshmerga and Iraqi lines – particularly in the hotly disputed and oil-rich province of Kirkuk. 

In late August, Iraq’s Interior Ministry reached an agreement with its KRG counterpart on visa issuing powers and on the lifting of entry fees imposed on Iraqis entering the Kurdistan Region.  This followed the suspension of internal customs duties.

ERBIL - The Kurdistan Region's Minister of Finance and Economy, Awat Janab, received his Iraqi counterpart, Fuad Hussein, in the capital Erbil on Tuesday evening.

Kurdistan Regional Government (KRG) Spokesperson Jutiyar Adil said in a statement that during the meeting, where Kurdish Minister of Planning Dara Rasheed was also present, officials shed light on a range of issues in hopes of addressing the remaining disputes between Erbil and Baghdad.

He noted that there was "a positive atmosphere" in the talks.

Concerning the issue of the Iraqi budget for the year 2020, over which the Kurdistan Region has been concerned about its share, the spokesperson pointed out that discussions would be ongoing on the subject to find a resolution to the issue.
