ERBIL - Kurdistan Region President Nechirvan Barzani received on Wednesday a US diplomatic delegation led by Deputy Chief of Mission in Iraq, Brian McFeeters, for talks on the relations between Erbil and Baghdad and other related political affairs.

Apart from the relations between Washington, Iraq, and Erbil, Barzani and McFeeters also shed light on the subjects of oil, the disputed areas between the Kurdistan Region and Iraq and their stability, and the peaceful dialogue between the regional and federal governments, according to a statement by Barzani's office.

During the meeting, where US Consul General in Erbil Steven Fagin was present as well, McFeeters expressed delighted to have visited the Kurdistan Region, reaffirming Washington's commitment to cooperations with Erbil and Baghdad to eliminate terrorism and bringing back stability to the country, the statement added.

The Kurdish president additionally briefed the US delegation with the latest political developments in the region and pointed out that both Erbil and Baghdad are willing to address their disputes.

The relationship between the Center and the region has seen many points of contention since the formation of modern Iraqi governments after 2003 and until the present time. Topics of the independence of Kurdistan and the province of Kirkuk and the oil wealth of the political scene for years, has achieved amazing gains due to the division of political parties on the one hand and political savvy in the exploitation of weaknesses existing in the management of the state on the other.

There is a relative stalemate in the subject of Kirkuk and the independence of the Kurds (especially after the failure of the referendum of the region at the end of September 2017 to achieve the Kurdish dream). However, the file of oil and energy and the region's share of the general budget is still the subject of renewed conflict between the federal government and the Kurdistan Regional Government and is raised annually when voting on the budget and also implementation.

The federal budget of the Government of Iraq in 2019 dealt with the ongoing dispute between the Center and the region on the issue of oil exports through the text of Article (10) in the Federal Budget Law for 2019 and published in the Gazette No. 4529 on 11/2/2019. Which is presented as follows:

Article 10: First: Settlement of dues between the Kurdistan Region and the Federal Government for the years 2004 to 2018 after being audited by the Federal Financial Supervision Bureau by calculating the share of the Kurdistan Region in the light of the actual expenses of previous years shown by the final accounts approved by the Federal Financial Supervision Bureau.

Second: The Kurdistan Regional Government is committed to exporting at least 2,500,000 barrels (two hundred and fifty thousand barrels) of crude oil a day from crude oil produced from its fields to be marketed through SOMO and provided that the oil revenues shall be delivered to the State Treasury.

B - Allocate a percentage of the allocations of federal forces to the Iraqi army to the salaries of the Peshmerga forces to the said forces as part of the Iraqi security system.

(C) The Federal Government shall pay the dues of the Kurdistan Region, including compensation for the employees of the Region, and shall deduct the amount of the damage from the share of the Region in the event that it is not delivered to the prescribed share of oil in item (a).

(D) The Federal Government and the governorates of the Kurdistan Region shall, upon an increase in the exported quantities mentioned in Article (1-I-B) of the Budget Law, commit to deliver the revenues actually earned to the State Treasury.

Despite the existence of an agreement between the House of Representatives and Prime Minister Adel Abdul Mahdi to deduct the share of Kurdistan in the budget in the event did not commit the region to pay for the imports of Kurdistan oil. However, the federal government did not deduct anything from the share of the region until the month of August, although the region did not send oil export amounts since the first of December last until now, note that the Kurdistan government exported nearly 480 thousand barrels per day and not 250 thousand, according to the latest statement by the Minister of Oil Iraqi Thamer Ghadban.

Who is responsible for violating the General Budget Law?

Existing violations of the text of Article (10) of the Federal Budget Law of 2019 in force are concentrated with a number of points, most notably:

  1. Violation of the Kurdistan Region to the text of article (10 / second / a) in the federal budget law for 2019, which is not to deliver the sumo company agreed quota of 250 thousand barrels per day.
  2. ERBIL (Kurdistan 24) – Discussions of how to boost foreign investment and private sector job opportunities led a meeting on Thursday between President of the Kurdistan Region Nichervan Barzani and Nouri Sabah al-Dulaimi, Iraq’s planning minister.

In the meeting, which took place in the Kurdistan Region's capital of Erbil, Barzani and Dulaimi both stressed the necessity of initiatives that would spur growth in the economies of Iraq and the Kurdistan Region, according to a statement released afterward by the Kurdistan Regional Government (KRG).

Both stressed “careful planning, better policies, and reorganizing economic administration for a better and more developed fiscal future.” 

They also addressed preparations for the national census, set to take place in 2020, saying that “Cooperation and coordination between the federal government, the KRG, and the international community in the process,” was essential. 

The meeting concluded with a discussion on Iraq’s 2020 budget bill and the process of rebuilding areas damaged as a result of the past takeover by, and conflict with, fighters of the Islamic State.

The KRG and the federal government of Iraq have multiple longstanding and often seemingly insurmountable disagreements related to the budget, oil and gas, and the nation's disputed territories.

Ties between Erbil and Baghdad were strained considerably in late 2017 following the Kurdistan Region’s independence referendum, which saw a landslide majority favoring statehood.

Following the formation of the new Iraqi government led by Prime Minister Adil Abdul Mahdi in late 2018, relations between them have improved significantly.

The Kurdistan Regional Government, in partnership with the parliament, is forming a national body to deal with problems with Baghdad.
The delegation of the Government of the region, consisting of the President of the Cabinet and the Secretary of the Council of Ministers visited the Kurdistan Parliament and met with a number of parliamentary committees concerned with oil, financial and geographical problems in the region.

It is scheduled to visit a delegation from the Kurdistan Regional Government this week the federal capital Baghdad to discuss the draft federal budget law for next year.

The representative of the regional government in Baghdad, Fares Issa, said in a statement to the Kurdistan Democratic Party website today, that the delegation of the Kurdistan government will visit Baghdad on Tuesday to hold dialogues on the draft budget for 2020, noting that the delegation will meet with the Iraqi political and parliamentary blocs.

He added that as a representative of the regional government, he wrote an official letter inviting the oil and gas committee, the finance committee, and the legal committee to visit Kurdistan and meet with the head of the regional government.

The Council of Ministers of the region has decided in a meeting held last Wednesday to send a government delegation to Baghdad, to discuss and exchange information on the financial budget file and the involvement of the region in the preparation of the draft draft by the Federal Ministry of Finance, with an invitation to the committees of finance, oil and gas, legal and parliamentary to visit Territory.

Deputy Prime Minister for Energy and Oil Minister Thamer Abbas Ghadhban said Saturday he was optimistic to reach an agreement with the Kurdistan Regional Government on the export of crude oil.
"We are attending and sponsoring the fifth Iraq Energy Forum in Baghdad," Ghadhban said. On behalf of Prime Minister Adel Abdul Mahdi that "crude oil production in the Kurdistan region reaches the highest rate of 500 thousand barrels per day, but it does not reach anything to the federal government."
He added that "the past period has seen constructive dialogues between Erbil and Baghdad with regard to the export of oil in the region and we hope to reach an agreement soon," adding that the rate of production will reach four million and 500 thousand barrels per day in the event was agreed with the region.
The Ghadhban said that "optimistic to reach an agreement between the two sides," stressing "We and the Kurdistan region in one ship, and we should reach an agreement."

Erbil-Baghdad Oil Agreement to Impact Iraq’s 2020 Budget Bill: Minister

ERBIL — Any future agreement between the Kurdistan Regional Government (KRG) and the federal government of Iraq on oil revenues and exports would influence the budget bill for 2020, said Iraqi oil minister.

Speaking to reporters on Saturday, Minister Thamir Ghadhban said Erbil and Baghdad continue negotiating on the submission of 250,000 barrels of oil daily by the former to Baghdad.

He said they expect the talks to reach a conclusion in the near future, which would most likely have an impact on the 2020’s budget bill.

According to the minister, Iraq has set the price for a barrel of crude at $50 in the budget bill for the next year.
