ERBIL, Kurdistan Region – The Kurdistan Regional Government (KRG) and the Government of Iraq (GOI) on Thursday reached an agreement on visa issuing powers and on the lifting of entry fees imposed on Iraqis entering the Kurdistan Region. 

Delegations have traveled back and forth between Erbil and Baghdad in recent months as relations between the KRG and the GOI continue to improve. 

Iraq’s recently appointed Minister of the Interior Yassin al-Yasseri arrived in the Kurdistan Regional capital on Wednesday accompanied by high ranking civilian and security officials. 

On Thursday he met with his KRG counterpart Rebar Barzani. 

“Important topics were discussed concerning the work of the two ministries,” Yasseri told a joint press conference following the meeting. 

“The first topic was the topic of passports, visas, citizenship documents, and identity cards, and opening a number of national card bureaus to get this vitally important project done in the Kurdistan Region,” he added. 

Saad Maan, spokesperson for Iraq’s Ministry of the Interior, said the minister “authorized” the KRG to issue visas for tourism, short visits, and emergency cases that would apply to all Iraqi provinces. 

Work and business visas would therefore appear to be excluded. 

No timeframe was given for when this could be implemented. There were also no details on the cost or any restrictions.

The KRG interior ministry is yet to issue a statement of its own. 

Previously, the KRG and the GOI operated rival visa policies. Foreigners coming to the Kurdistan Region would be granted a visa that was only recognized inside the Region but not in the rest of federal Iraq.

Foreigners holding a visa from Baghdad also had a hard time coming into the Region because the KRG did not recognize it. 

The dispute over visa recognition may now be resolved. 

“We also discussed the lifting of the 10,000 [entry] fee [into Kurdistan Region], and the brothers promised us to remove the fee and facilitate the entry of Iraqi brothers into the Kurdistan Region,” Yasseri told the press conference. 

Iraqi Arab tourists visiting the Kurdistan Region had to pay an entry fee of 10,000 Iraqi dinars at the Erbil-Kirkuk checkpoint.

Iraqis have regularly complained the fee is uncalled for since the Kurdistan Region is part of Iraq.

Maan said the KRG Prime Minister had given the agreement his blessing after meeting with Yasseri.  

Both ministers for the interior are part of a committee formed between Baghdad and Erbil to address the issue of security and administration in the disputed territories claimed by both Baghdad and Erbil.

However, the issue of the disputed territories does not seem to have featured in Wednesday’s discussions.

The ministers did however discuss cooperation in the implantation of arrest warrants that would see arrested individuals sent to Baghdad to be tried in the federal courts.

Erbil-Baghdad relations have generally improved since Iraqi Prime Minister Adil Abdul-Mahdi took office in late 2018.

Ties between the two sides suffered a blow on October 16, 2017, when Iraqi forces led an offensive into the disputed territories, forcing the Kurdish Peshmerga to withdraw.

Several outstanding issues remain over independent oil sales, the KRG’s share of the federal budget, and the administration of the disputed territories.

Improvements in the relationship were noted by Jeanine Hennis-Plasschaert, the UN Special Envoy to Iraq, in her quarterly briefing to the UN Security Council.  

Hennis-Plasschaert told the Security Council she is hopeful the two sides can resolve their differences now that both governments have been formed.

This has created a positive momentum to advance negotiations between Baghdad and Erbil, also demonstrated by the establishment of a High-Level Joint Committee,” she said.

“And I cannot deny: the expectations are high, in particular on key files – including Kirkuk, Sinjar, and revenue sharing,” she added.

The decision of the Parliamentary Finance Committee Ahmed al-Saffar, Thursday, that the Kurdistan region is waiting for news from Baghdad in order to hold meetings between the Center and the region on resolving the differences and outstanding issues between the parties, pointing out that the 2020 budget will face difficulties if the parties do not reach a solution to the outstanding problems.

Al-Saffar said in a statement to the information, that "the issue of resolving differences and the formation of negotiating committees between the Center and the regions are not related to the deputies, but the region formed two specialized delegations, one concerned with financial issues and border ports and financial issues between Baghdad and Erbil , and the other delegation concerned with the oil file and Article 140."

He added that "Kurdistan is waiting for news from Baghdad in order to hold a meeting between the negotiating committees between the Center and the region, to resolve the contentious issues between the parties."

The Prime Minister of the Kurdistan Region Masrour Barzani on Thursday stated his government has decided to lift fees on tourists from central and southern Iraq visiting the autonomous Kurdish region.


Barzani delivered the news during a meeting with a high-ranking delegation led by Iraq’s Interior Minister, Yassin al-Yasiri, in Erbil.


The Iraqi minister welcomed the positive atmosphere Erbil and Baghdad are currently enjoying, commending the Kurdistan Regional Government (KRG) and Iraqi federal ministries’ mutual understanding, according to the readout of the Prime Minister’s press office.


Yasiri stressed that all outstanding issues should be resolved in “accordance with the Constitution of Iraq.”


During the meeting, the two sides touched on the issue of the entry fee of 10,000 Iraqi dinars (US $8) levied from Iraqi tourists when they enter the Kurdistan Region.

The Kurdish official explained that the entry stamps required of Iraqi citizens “was to protect the security of the Kurdistan Region” and that the fees were not imposed “on the basis of nationality,” but rather “included all citizens“ living outside the Kurdish region. 


He also pointed out the mechanism for issuing an entry pass to Iraqi tourists would change to a ‘security guarantee’ card, and that the fee would be lifted, the statement added.


Annually, millions of tourists enter the autonomous Kurdish region to enjoy its many tourist destinations, historical sites, security, and its comparatively cool summer weather. Most visitors are Iraqis.


The meeting came one day after the Iraqi delegation landed in Erbil and met with Interior Minister of the KRG, Rebar Ahmed.


Yasiri on Thursday also met with Masoud Barzani in Erbil, the President of the leading Kurdistan Democratic Party (KDP) and the former President of the Kurdistan Region.

Both sides discussed the latest developments in the country and acknowledged improving relations between Erbil and Baghdad, which they believe presents “a good opportunity to resolve outstanding disputes,” according to a statement released by Barzani’s office.


They also underlined the importance of better coordination between Erbil and Baghdad in ensuring the security and stability of the country as they continue to combat persisting terrorism threats.

The leader of the Kurdistan Democratic Party, Majid Shankali, Saturday, that the referendum can not be canceled by anyone, stressing that any political official in the Kurdistan region can say that the referendum has been canceled. 
"The referendum cannot be canceled by anyone, and this practice represents the wishes of citizens who came out and gave their opinions," Shankali said. 
He added: "I do not think that any political official in the Kurdistan region can say that the referendum has been canceled, because at that time this person will be considered a defender of the defense of 93 percent of the population of the region voted for the referendum," saying that "a state of despair will affect those if their demands are abandoned ". 
He explained, "The application of this result and activation depends on the circumstances, the results may be frozen, and may be activated after a long period," noting that "this is not in the hands of citizens, but in the hands of leaders."
He stressed, the need to "resolve any issue, whether the referendum or otherwise, in agreement with Baghdad, because everyone knows that the Kurdistan region is part of Iraq, and will not do anything except in agreement with Iraq," stressing that "activation of the results of the referendum due to internal balances Regional and international. Earlier, MPs revealed a "serious fraud" in the general budget, which was approved in the House of Representatives, because of a "disastrous paper" added to the budget items relating to Kurdistan without passing on the members of parliament.

ERBIL (Kurdistan 24) – Ties between Erbil and Baghdad, as well as security in the region, led discussions in a meeting on Sunday between the Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani and Jon Wilks, the British Ambassador to Iraq.

During the meeting, Wilks relayed the United Kingdom’s optimistic position and positive support toward the Kurdistan Region’s ninth cabinet, led by Prime Minister Barzani, a statement from the Kurdish prime minister’s press office said.

“The Kurdistan Region is developing, and we are pleased that the Erbil-Baghdad ties are parallel with that development,” Wilks said, according to the statement.

For his part, Prime Minister Barzani highlighted the recent developments of “mutual understanding” between the KRG and the Iraqi government on the outstanding issues between the two sides. He reaffirmed that the ongoing disputes are being solved on a constitutional basis.

In another part of the meeting, both sides discussed the process of British visa issuance in the Kurdistan Region and Iraq. Wilks reassured “further facilitation to accrue visa procedures in Kurdistan and Iraq,” the statement said.

The ambassador also expressed British companies’ readiness to invest in the autonomous Kurdish region.

On the ongoing war with the so-called Islamic State, both Barzani and Wilks discussed the rise in the terror group’s activity and its toll on people in the region.

The meeting concluded with both agreeing on the need for further coordination and cooperation between Iraq and the Kurdistan Region’s security forces to overcome security obstacles that threaten the region.

Kurdistan Democratic Party (KDP) President Massoud Barzani on Monday expressed his full support for the governor of Nineveh province and his administration, stressing the importance of coordination with the region to improve the situation of citizens, during a meeting held in Erbil between the Kurdish leader and the governor of Nineveh.

A statement from Barzani's office received a copy of the news, "During the meeting discussed the administrative and service conditions and living conditions of the residents of the city of Mosul and the general population of Nineveh province, and discussed the situation of the displaced and ways to return to their areas of origin."

He pointed out that "Barzani announced during the meeting his full support for the management of Mosul and its tasks and activities that serve the citizens, and in improving the living conditions of the displaced."

The statement continued, "It was during the meeting the need for permanent coordination between the Kurdistan region and the province of Nineveh."

Iran Jumps Into Crucial KRG-Iraq Oil Negotiations

Iran has entered the ongoing negotiations over the on-off budget disbursements-for-oil deal between the Federal Government of Iraq (FGI) in Baghdad and the government of the semi-autonomous region of Kurdistan (KRG) in Erbil, OilPrice.com can exclusively reveal. Along with the build-out of the Common Seawater Supply Project (CSSP), Iraq’s ability to achieve its new oil production targets of 6.2 million barrels per day (bpd) by end-2020 and 9 million bpd by end-2023 is dependent on the inclusion of oil production in the Kurdistan Region of Iraq (KRI) in the north.

The longstanding framework for this was the deal struck between the two sides in November 2014 in which the KRG agreed to export up to 550,000 bpd of oil from its own fields and Kirkuk via Baghdad’s State Oil Marketing Organization (SOMO). In return, Baghdad would send 17 per cent of the federal budget after sovereign expenses per month in budget payments to the KRG. This agreement was superseded by another in October 2018 that required Baghdad to transfer sufficient funds from the budget to pay the salaries of KRG employees in exchange for the KRG handing over the export of at least 250,000 bpd of crude oil to SOMO. Since the beginning of this year, the FGI has purportedly delivered on its side but the KRG has not.

 

 

Previously, Iran played a pivotal role on the side of Baghdad in ensuring that the KRG at least partly toed the unity line. The most notable recent example of this was just after the KRG’s independence vote in September 2014 that saw over 93 per cent of the 3.3 million eligible ballots across the voting areas of the disputed region of Kirkuk and Makhmour in the north, Sinjar in the northwest, and Khanaqin in the east vote for independence from the rest of Iraq. Although the vote was not legally binding, the result understandably led to increased pressure from the KRG on Baghdad for a better deal on the budget for oil deal and increasing Kurdish unrest across the region. In response to a direct invitation from the then-Iraq prime minister, Haider al-Abadi – who had called the vote “unconstitutional” – Iran’s top general, Major General Qassem Soleimani, had moved Iranian troops into key choke points in and around the Kirkuk oil field area.

He, personally, had also “had a serious chat with [then-KRG President] Massoud Barzani about his future,” a senior source who works very closely with Iran’s Petroleum Ministry told OilPrice.com. The contents of this ‘chat’ included allegedly hard evidence of long-running bribery and corruption at the cost of his Kurdish people. In essence, Soleimani and Iran’s senior intelligence personnel said, Masoud Barzani and his son, Masrour (then de facto head of the KRG’s intelligence services and now prime minister) had stolen 28 per cent of all of the KRG’s entire oil export stock.

The resulting funds had then allegedly been ultimately deposited in an account in a bank in Northern Cyprus under the name of Masrour’s then-mistress, who, Iran said, was connected to Russia’s SVR [the Sluzhba vneshney razvedki foreign intelligence agency of Russia]. Shortly after this chat, Russian oil behemoth, Rosneft, signed a deal that basically gave it control over the KRI’s oil industry and Masoud Barzani announced that he would be stepping down as President and leaving frontline politics altogether. 

Now, though, Iran’s view has shifted to one in which it is deemed necessary for the time being to be more helpful towards the KRG and, in so doing, put pressure on the FGI in Baghdad. “In recent weeks, Baghdad has become a lot more open to the idea – at least overtly – of increased U.S. involvement in Iraq,” said the Iran source. “It may just be purely for show, of course, designed to get Exxon[Mobil] back to its previous commitment to build-out the [CSSP] and to get more money out of the U.S. for various development projects but Iran can’t afford to take any chances with its neighbour falling back into the U.S. sphere of influence, so it is using the KRG problem as leverage to keep Baghdad on side,” he added.

 

 

Iran’s other motive for this volte-face in siding with the KRG is to keep its own very sizable and vocal Kurdish population (around 9 per cent of the total) away from any broader-based move to support independence for the entire 30 million or so Kurdish population scattered across Iraq, Iran, Turkey, and Syria.

“The 2017 vote in the KRG stoked the already separatist-minded Kurds dispersed across the borders towards finally gaining their own independent state, as would have originally occurred back in 1920 with the referendum promised in the ‘Treaty of Sèvres’,” said the Iran source. “This was again promised by the U.S. as the reward for Kurdistan’s Peshmerga army taking on the boots-on-the-ground fight with Islamic State when it was clear that the voters in the U.S., U.K., and the rest of Europe had no interest in sending large numbers of their own soldiers to the Middle East again,” he added.

Turkey’s President, Recep Tayyip Erdo?an, had also viewed the KRG referendum result with a similar degree of horror at the time - around 18% of its population being Kurds in the east of the country – and threatened to invade the northern part of Iraq in which Kurdistan is situated.

As it stands, the deal that the KRG does not accept looks like a very bad one from Kurdistan’s perspective. Rather than the previous 17 per cent share of the FGI’s budget in exchange for a full quota of oil coming from the KRG, the offer from Baghdad was for just 12.67 per cent. Baghdad said this figure was more in line with the percentage population of the KRG area in Iraq’s as a whole.

In response, OilPrice.com understands from various sources in Iraqi Kurdistan, the KRG has increased the volumes of oil that it is shipping and selling illegally as far as Baghdad is concerned, although the actual legal position is debatable. According to the KRG, it has authority under Articles 112 and 115 of the Iraq Constitution to manage oil and gas in the Kurdistan Region extracted from fields that were not in production in 2005 - the year that the Constitution was adopted by referendum. Baghdad, however, believes that under Article 111 of the Constitution, oil and gas are under the ownership of all the people of Iraq in all the regions and governorates. 

As such, privately, Baghdad has told the KRG that it may start to bring legal action against the KRG’s independent sales of oil again, much of which is sent to China and Israel, and to oil-needy Eastern European states, such as Croatia, Bosnia and Herzegovina, and Kosovo, among others, OilPrice.com understands. The last shipment of oil to leave the KRG was going East (to China, specifically), and was sold for US$69 million, OilPrice.com was told last week. Such actions are par for the course with Baghdad, particularly at times when it is looking to make a new deal with the KRG on budget payments for oil.

Back on May 23, 2014, just before the original deal was reached, SOMO filed an arbitration claim with the International Chamber of Commerce claiming: “By transporting and storing crude oil from Kurdistan, and by loading that crude oil onto a tanker in Ceyhan, all without the authorisation of the Iraqi Ministry of Oil, Turkey and [Turkey’s state owned pipeline operator] BOTAS have breached their obligations under the Iraq-Turkey Pipeline Agreement [ITP].” Baghdad also initiated proceedings against the oil tanker United Kalavrvata in respect of its Kurdish oil cargo on July 28, 2014 in the US District Court for the Southern District of Texas, whereupon an order was initially made in favour of SOMO and U.S. Marshalls were instructed to take possession of the cargo.

Under the advice of Iran, the KRG is now offering as a starting point in the new negotiations with the FGI in Baghdad that the Kurdistan area receives 40% of the revenues for the oil that it sends to the south. Also, the KRG is suggesting an additional sliding scale of further payments to compensate it for the security for the fields that will be provided by the Kurdish Peshmerga. “This would bring the total up to between 55 and 58 per cent for the KRG,” said the Iran source. “Iran has also offered to put some of its own security forces into the KRG area, along with supplying the Peshmerga with 400 Iranian artillery pieces,” he concluded.

The leader of the Kurdistan Democratic Party (KDP), Fian Dakhil, said on Monday that the Kurds "are beginning to feel their partnership in the decision" in the current government headed by Adel Abdul Mahdi, stressing that the Kurdish blocs have a "good" relationship with the rest of the blocs in Baghdad.

Kurdish leadership: the regional government will hand over oil revenues and ports to Baghdad
The leader of the Patriotic Union of Kurdistan, Rizan Sheikh Delir, an agreement within the Kurdistan Regional Government, to deliver oil revenues and revenues of the border outlets of the federal government in Baghdad.
Daleer said in a press statement, "The relationship now between the governments of Baghdad and Erbil is positive, and it can yield important results. 
She added that "the main Kurdish parties, the Kurdistan Democratic Party, the Patriotic Union of Kurdistan, and the Movement for Change, agreed to strengthen the relationship with Baghdad and end all convulsions and the delivery of oil imports and customs."
