ERBIL (Kurdistan 24) – Erbil and Baghdad have reached an agreement for the Kurdistan Region to have official representation alongside Iraq in international diplomatic conferences and convoys, a Kurdish lawmaker said on Saturday. 

The Kurdistan Region’s Department of Foreign Relations (DFR) announced an agreement on Saturday between the Kurdistan Region Government (KRG) and the Federal Government of Iraq which would allow the DFR to join the Iraqi Ministry of Foreign Affairs in diplomatic meetings abroad.

Dana Jaza, a Kurdish parliamentarian in Iraq who serves as a member of Iraq’s foreign relations committee, noted that Iraq has participated in international meetings in the past without Kurdish representation.

“That is why our priority was to establish that presence,” he told local media. “Now, both Baghdad and Erbil have agreed on the Kurdish representation in any official foreign meeting.”

Jaza described the move as “a crucial one” because it would “enable the Kurdistan Region to establish stronger bases for ties with other countries, especially economically and politically.”       

Barzan Jawher, an international relations expert, told Kurdistan 24 the agreement would include the autonomous Kurdish region in international agreements between Iraq and foreign countries.

The KRG established its foreign relations department in 2006 to foster and improve ties with the international community in accordance with the region’s legislation and the Iraqi Constitution.

There are currently about 40 consulates or other foreign representative offices in the autonomous Kurdish region.

The KRG, meanwhile, has diplomatic missions in 14 countries across the world, including all five permanent members of the United Nations Security Council: the United States, the United Kingdom, China, Russia, and France.

Kurdish MP Dana Jaza, on Sunday, Baghdad and Erbil have agreed to diplomatic representation in official foreign meetings. 
"Iraq participated in international meetings in the past without any representation of the region," said Kurdish parliamentarian Dana Jaza. 
"Our priority was to prove this presence and now, Baghdad and Erbil have agreed to represent the Kurds in any formal external meeting." 
He continued, "This step is critical, and that this will enable the Kurdistan region to establish solid bases in relations with other countries, especially in the economic and political side."

“Energy security” is a bridge to define and review the relationship between national security of states and the energy issue. Therefore, the success of countries in providing energy security, and its position in the security of the countries of the world is one of the main necessities of economic growth. States' perceptions of energy security vary depending on whether they are importers or exporters of energy and how they access international markets for the sale or purchase of energy.Thus, by familiarizing themselves with the energy policies or conditions of the counterparty, they can formulate their policies in general or their policies towards a party. 

Iraq is located in a region rich in natural resources, especially oil and gas, and has long been the economic link between the West and the East, and the Kurdistan region is an important part of the economy and security of Iraq, and we will talk here about the location of the Kurdistan region in this context and ways to strengthen this relationship.

Energy sources in Iraq are as follows: 

Crude Oil: Iraq is an oil exporting country and is a founding member of OPEC. Million barrels of oil to exceed six million barrels per day. However, achieving this goal requires a set of projects and reforms in the infrastructure of the Iraqi oil sector, such as the provision of more than three million barrels of water per day to be pumped into oil wells to raise the pressure in the wells of southern and southeastern Iraq.

Oil revenues have an important place, especially in the Iraqi economy and the public budget.In 2017, oil revenues accounted for more than 37% of the GDP of Iraq and this percentage in 2011 was more than 50% and the reason for this difference was the decline in oil prices and not economic reform. Of 85% of the Iraqi public budget from oil revenues 

Oil refining and fuel security: Iraq (including the Kurdistan region) has the ability to refine 1 million barrels of oil, but 60% of this capacity was eliminated due to the ISIS war and its repercussions. Fuel annually.

Natural gas: Iraq's natural gas reserves are estimated at six trillion cubic meters of natural gas, and the bulk of this reserve is located in the Kurdistan region. However, Iraq burns more than 62% of the associated gas resulting from oil wells due to lack of investment in this sector, while importing the gas needed for power plants from Iran. 

Electricity: Due to the destruction of the bulk of Iraq's electricity infrastructure, after 2003 and the ISIS war, Iraq is only able to produce 50% of its electricity, and imports electricity from the Kurdistan Region and Iran (over 1,200 MWh). He intends to link the national electricity grid with Jordan and then with Kuwait and Saudi Arabia.

The Iraqi national electricity distribution network is very obsolete, causing the loss of between 35 and 50% of the electricity produced in that network, the highest percentage of losses in the transmission network of electricity after Libya, at the level of Arab countries. 

The need for electricity is expected to double in ten years and by 2030, and as a result of the absence of urgent plans and the lack of budget, the electricity deficit will be more pronounced in the coming years. 

Water: Due to the low mountain areas and low levels of snow and rain in Iraq, it relies heavily on the waters of the Tigris and Euphrates that flow in Turkish territory, and when Turkey build a dam or reserve water or reduce the proportion of water coming to Iraq, Iraq is at risk Water scarcity.

Iraq relies on contact with the outside world in the field of buying and selling energy on the water borders of Basra province overlooking the Gulf, which is only 58 kilometers long, and its land borders with Iran, Kuwait, Saudi Arabia, Jordan, Syria and Turkey (through the Kurdistan Region), and no longer its borders. The land with Syria, Saudi Arabia and Jordan is as effective as it should be as a result of the Syrian crisis and ISIS war and its aftermath. This means that the bulk of Iraq's trade and energy exchange takes place through the water borders of Basra and the land borders with Iran and Turkey. 

The Kurdistan Region has more than 29% of Iraq's crude oil reserves and more than 60% of Iraq's natural gas reserves. It also has a pipeline to the Turkish port of Mersin that can export 700,000 barrels of oil per day (and there is a plan to raise this pumping capacity to one million barrels per day).

The Kurdistan Region can filter about 150 thousand barrels of oil per day (about 30% of the total domestic filtering capacity of Iraq) and power plants in the Kurdistan Region can generate more than 6000 megawatts of electricity, and more than 50% of Iraq's water passes through the territory Kurdistan. In addition, the Kurdistan region is the only way to export Kirkuk oil and import oil products from Turkey to Iraq. Part of Iraq's energy needs (fuel and electricity) are also provided from refineries and plants in the Kurdistan Region. Together, these have provided the Kurdistan region with an important position in the field of Iraqi energy security.

However, because the effects of the factors controlling energy security are not permanent, it is imperative that the Kurdistan Region work to strengthen those factors that have elevated its position in Iraqi energy security, and consolidate and strengthen its relationship with Iraqi energy security in such areas as raising the level of oil and gas production, increasing filtering capabilities Electrical power, increased pumping capacity through its pipeline, export of energy to other parts of Iraq and development of energy exchange with Iraq.
