ERBIL - A delegation from Iraq is expected to visit the Kurdistan Region in the near future to discuss the subjects of oil and budget, a Kurdish lawmaker revealed on Monday.

Talking to BasNews, Mohammed Amin Fars, a Kurdish MP at the Iraqi Parliament, said that the delegates are invited by the Kurdistan Region's Parliament presidency for talks on the issues of oil and Erbil's share from the federal budget for the year 2020.

Earlier the day, the Kurdistan Regional Government (KRG) said in a statement that Baghdad has cut part of Erbil's share from the budget as the federal government accused the Kurdistan Region of not handing over 250,000 barrels per day to Iraq based on a previous agreement between the two sides.

In a statement to reporters on Monday, KRG spokesperson Jutyar Adil said that the Kurdistan Region's annual share from the budget is IQD 12.84 trillion, while the central government sends only IQD 5.44 trillion.

Fars, however, said that the region is prepared to send the requested 250,000 barrels per day in hopes of address the remaining disputes between Erbil and Baghdad.

Thanks for the articles DV, I have been following Article 140 since 2015 and it is greatly appreciated. All the news brought me back from just lurking. This all was on my Checklist from 2015 and it looks like it coming to fruition now.

I was looking for certain things back then and knew it would take a long time too, even though I really can not check it off the list just yet, it is looking really good, in the right direction.

 

They are fighting corruption, country is secure as they can be, , and they seem to be reconciling now. The investment is setup to come to the country and the banking system is just waiting in place I believe. They are not of the woods just yet, I am still very cautious and ready for a nothing burger anytime still. Btw Chuck, good seeing you, it has been awhile since I said hello, hello my friend.

ERBIL — A delegation for Kurdistan Region’s parliamentary committee for the Kurdish areas outside the jurisdiction of the KRG is preparing to visit Baghdad soon where they will discuss the deteriorating situation across the contested Kurdish territories.

Since October 2017, the Iraqi government controls Kirkuk, Tuz Khurmatu and many other disputed Kurdish territories, which are being constantly challenged by the remnants of the Islamic State.

The parliamentary committee in Kurdistan Region held a meeting on Tuesday to discuss the challenges. It is now planning field visits to Makhmour, Sinjar, and Nineveh Plains to prepare a comprehensive report on the security situation across these areas.

The committee will later visit Baghdad to submit the report to the Iraqi parliament and relevant authorities at the federal government of Iraq.

“Iraq did not abide by any legal responsibility toward the Kurdistan Region as they owe Kurdistan a lot of money when they cut its budget share for almost five years,” Najar told Kurdistan 24.

Baghdad has continuously neglected Article 140 of Iraq’s Constitution related to the status of disputed areas, has not recognized Kurdish as the second formal language in Iraq, has not provided Peshmerga their rights, and not allocated four years’ worth of payment to farmers in the Kurdistan Region.

Another shortcoming from Baghdad is the lack of security in disputed territories. Instead of implementing joint security between Peshmerga and Iraqi forces to address the security void, the Iraqi government blames the Kurdistan Regional Government (KRG) for failing to deliver oil to Baghdad.

“Misunderstandings between Erbil and Baghdad have taken things toward a bad turn,” Hasan Ali, another Kurdish lawmaker in Iraq from the Patriotic Union Party (PUK), told Kurdistan 24.

“The KRG has initiated many attempts for an agreement with Baghdad on the disputes among them; however, each different Iraqi administration has been less than shortcoming toward the Kurdistan Region,” Ali added.

Relations between Kurdistan and Iraq weakened after the federal government cut the region’s share of the national budget in 2014, and worsened in the aftermath of the KRG’s historic independence referendum in 2017.

Tensions have since decreased after the exchange of delegations from both sides following the autonomous Kurdish government’s continuous calls for dialogue to resolve all problems peacefully.
