The leader of the Patriotic Union of Kurdistan (PUK), Ghayath al-Surji, said on Saturday that a government delegation will travel to Baghdad after the end of the Eid al-Adha holiday to discuss controversial issues with Baghdad.

Al-Surji said that "a high-level Kurdish delegation will visit Baghdad after the Eid al-Adha holiday, to search for solutions to the contentious issues between the governments of Baghdad and the Kurdistan region," noting that "the delegation will carry some proposals to resolve those differences."

He added, "The Kurdish delegation is made up of representatives of the ministries of the region and does not represent parties."   He pointed out that "the most prominent files to be discussed are the file of oil and oil exports in the budget and the file of disputed areas."

A delegation from the central government in Baghdad, visited the province of Arbil on July 24 last year, and discussed the outstanding contentious issues between Erbil and Baghdad and the oil file in particular. Finished 8

The Kurdistan Democratic Party bloc on Saturday, demanded the government to apply Article 140, pointing out that the article in force and constitutional application.

"The Federal Court has decided that Article 140 is in force and is still in place," Sabri told The Glamish Press, stressing the need for "the government to implement Article 140 because it is constitutional and binding within Iraqi legislation."

She pointed out that "there is a committee in the Council of Ministers called the Article 140 Committee and its activation is very important in addition to the parliamentary committee, which came within the rules of procedure of the House of Representatives," stressing that "the Federal Court confirmed that Article 140 is valid and did not end."

She added that "there is a high committee between the government and the region to resolve the outstanding problems between the parties and they are discussing all outstanding issues, including Article 140."

Article 140 of the Iraqi Constitution provides for a three-stage mechanism: the first is normalization, which means addressing the changes in the demographics of Kirkuk and the 'disputed' areas during and after the former regime, and the second census in those areas, the last referendum to determine what its population wants. Before 31 December 2007.

Can't help asking myself if anyone in Baghdad is listening. Indeed things are different this year that need no explanation ( unless you've been living under a rock ).

In some respects 2019 feels much like the previous (at least) decade.

He also pointed out that his government seeks to strengthen its ability to combat common threats and address security variables in the disputed areas and ensure the inclusion of peshmerga in the defense system of Iraq, pointing out that "one of the priorities of his government to resolve the issue of disputed areas in line with the road map stipulated In Article 140 of the Constitution until the implementation of this map must be the priority of joint security and administrative coordination with the federal government in the disputed areas.

 

Barzani explained, "We will work to strengthen our political cooperation with the government in Baghdad, while emphasizing the principles of partnership, consensus and balance on which the Constitution is based."
