An Iraqi official in the office of Prime Minister Adel Abdul-Mahdi said that 30 percent of the projects were sponsored by the Americans, and that there were various American officers and rings during the occupation.

The government official, who spoke on condition of anonymity because he was not authorized to speak to the media, said that the remaining 70 percent of the mock projects took place during the time of successive Iraqi governments after the departure of the Americans. The report seemed to disappear from a few sites very quickly. So, I am not sure. It surprised me how quickly some of those sites came down, but the 'news' didn't really spread widely, which surprised me. So, it's anyone's guess. 

Other than the dinar sites, this was one of the few places left with the story, below, but it is difficult to believe that it is true as the story didn't travel widely, unlike reports of Maliki's 'personal' wealth.

ERBIL (Kurdistan 24) – Local sources said on Monday that law enforcement authorities had arrested the mayor of Kirkuk, Falah Yayjli, on corruption-related charges.

Yayjli was reportedly detained following an official complaint that accused the local Turkmen official of failing to stop the seizure of state property by other actors.

The sources told Kurdistan 24 that Kirkuk District’s Directorate of Youth and Sports had filed a complaint with the Integrity Commission, claiming abuses and seizure of public property located in the al-Ihtifalat square of central Kirkuk city and under the management of the directorate.

Kirkuk is an ethnically diverse province which consists of Turkmen, Arabs, Christians, and Kurds, who make up the majority of the population. It is one of the areas disputed by the Kurdistan Regional Government (KRG) and the Federal Government of Iraq.

The Turkmen Front, the largest umbrella party for the ethnic group in Iraq, criticized the arrest of Yayjli, demanding his release and that a case be opened to investigate alleged corrupt dealings.

The head of the Turkmen Front in the Iraqi Parliament, MP Arshad al-Salhi, claimed in a statement that “the issue of violation [of property] in Kirkuk dates back to 2003 by influential political actors...and the mayorship has no power to stop them in light of the complex political situation” in the province.

He warned that “the patience of the people of Kirkuk and the Turkmen, in particular, will run out,” adding that the situation would "push the people to take to the streets.”

Iraq ranks high on Transparency International’s Corruption Perceptions Index amid the continued waste of public funds.

He explained that "the judiciary had a prominent role in rebuilding the new state of Iraq after 2003 based on the principles of democracy and freedom and respect for the Constitution and the law through the issuance of thousands of sentences against terrorists, criminals and corrupt people who tried to hinder the building of the state," pointing out that "the judiciary is a safe haven for all Any person who violates the law, regardless of his job position and social position, shall have the right and accountability according to the evidence presented to the judiciary and required by the law to convict any accused therein.
The statement stressed that "the judiciary has not and will not fear the right to blame the evidence of confronting terrorism courageously despite the brutality of terrorists, so he is not afraid of confronting the corrupt and criminals, but according to the evidence and evidence required by law."
