Al-Sadr demands PM to punish people with foreign affiliations, says silence is corruption

muqtada-al-sadr Iraq's populist Shia cleric Muqtada al-Sadr has tweeted a set of “brotherly advices” to Prime Minister Adil Abdul-Mahdi that would aid him in his work.

Sadr said these advices are popular demands that both his Sadrist movement and Iraq citizens have been calling.

The Iraqi cleric demanded Abdul-Mahdi to stick to dependency and avoid inclining towards other parties, or Iraq will be turned into a deep state.

He called upon the Prime Minister to pay extra attention to the services improvement file that is still is still lagging and almost non-existent.

He further called Abdul-Mahdi to follow up on the corruption fighting plan, pointing out that silence over corruption is deemed a contribution to this corruption.

Finally, Sadr stressed that preserving the stature of the state, its security foundation and the dependency of state decisions will boost the Iraqi sovereignty significantly, stressing that figures with foreign affiliations must be punished.

Parliamentary Reform: Anti-Corruption Council at stake

Parliamentary Reform: Anti-Corruption Council at stake

Baghdad / Al-Ghad Press:

The head of the parliamentary reform and reconstruction bloc, Sabah al-Saadi, warned on Saturday that the Anti-Corruption Council is at stake because it has not disclosed so far the major corruption files, calling for the need to expedite the announcement of the results of investigations into corruption files, especially forty files.

"The formation of the Supreme Council for Combating Corruption, which was called the Joint Anti-Corruption Council, which was established at the end of 2006 under the chairmanship of the Parliamentary Integrity Committee, was intended to follow up the major corruption files," Saadi said in a statement received by Al Ghad Press.

He pointed out that "the Council today, headed by Prime Minister Adel Abdul Mahdi, and is at stake in showing the results of major corruption files, especially with the approaching end of the first year of the government."

He added that "this file has not been presented clearly and tangibly, despite the passage of more than seven months since its official announcement and identify the files on which it is supposed to announce the results of major corruption files such as: the sale of major positions in the state and appointments in positions and special grades."

Abizaid and "the smuggling of oil and licensing rounds, corruption in the ration card, the production of electric power, building schools (iron structures) and the project of two thousand schools and others."

"The construction of hospitals (ten medical cities), the sale of foreign currency and the smuggling of funds outside Iraq, the sale and acquisition of state property, and investment projects lagging and delusional (6000 projects lagging or imaginary)."

Al-Saadi said, "The construction of residential complexes in various provinces, armament and major deals such as Russian, Ukrainian, Czech and US program (FMS) and others in addition to the file space in all the different security institutions, and the file corruption in the secretariat of Baghdad."

He pointed out that there are "a lot of corruption files in the sectors of industry, agriculture, municipalities and services, some of which were announced by the Prime Minister at the first session of the House of Representatives in the second legislative term on 9/3/2019 and promised to announce the results soon."

Saadi said that "the success of the government in the fight against corruption is conditional in the announcement of the results of these files and other files and accountability and prosecution of corrupt or covert them, because of the government and the Supreme Council against Corruption of the great and unlimited power, law and power to access information, documents, facts and documents and this is lacking All other parties are all responsible for achieving a serious government will to fight corruption, expressed repeatedly by its Prime Minister, Mr. Adel Abdul Mahdi. Wajih Abbas, a member of the parliamentary legal committee, said Tuesday that the move by the speaker of parliament to lift immunity from a number of deputies represents a "parliamentary precedent that has not happened before," noting that this decision gave "power" to the Speaker of the Council Mohammed Halbousi.

Abbas said in an interview with Alsumaria News, that "Article 63 of the Constitution, which was repeated in Article 20 of the rules of procedure of the parliament referred to two cases in which the first immunity is lifted, may not be arrested during the legislative term unless he is accused of felony and the consent of members and the majority Absolute vote of 165 deputies or if caught by the crime during the moment of the commission of the crime, "indicating that" the second case is to lift the immunity of the member outside the legislative chapter if he is accused of a felony with the consent of the President of the House of Representatives for lifting immunity. "

"The lifting of immunity at this time without the parliament knowing what kind of charge it was lifted gives him an opportunity, perhaps to dilute the issue," Abbas said. He stressed that we "with the lifting of immunity because the law above all and the lifting of immunity is a moral issue and will not reduce the personality of the member of parliament, nor is it a confirmation of the charges, but a step to give judicial proceedings its role in the case."

"If the speaker had waited until the start of the next legislative term and the decision was left inside the parliament, the decision would have been stronger and more important," Abbas said.

After being stripped of immunity, MP claims Iraqi speaker abused his power

After being stripped of immunity, MP claims Iraqi speaker abused his power

ERBIL (Kurdistan 24) – The Iraqi parliament announced on Monday that it had stripped a lawmaker of his legal immunity as he faces charges of corruption and extortion.

Parliament Speaker Mohammed al-Halbousi was responsible for making the decision, according to a statement signed by him and directed to Iraq's Higher Judicial Council (HJC).

The MP in question is Talal Zubaie, himself the former chairman of parliament's Integrity Committee. He is part of the Sunni al-Qarar (Decision) coalition, which is under the parliamentary Islah bloc, an alliance led by firebrand cleric Muqtada al-Sadr’s Sairoon Coalition.

Halbousi’s move came at the request of the HJC in late July. The statement claimed that parliament had received several “corruption” complaints against Zobaie while he was heading the Integrity Committee in the previous term.

This marks the current term of Iraqi parliament’s first instance of lifting the immunity of one of its own members, with Halbousi claiming he had followed proper procedures. Article 63 of the Iraqi Constitution stipulates that the action can be taken against a lawmaker if he/she is facing felony charges and "Council of Representatives members consent by an absolute majority to lift his immunity," but also states it can be carried out "with the consent of the speaker of the Council of Representatives."

On Tuesday, Zubaie criticized the decision in a statement, as reported in local Iraqi media, claiming that Halbousi had exceeded his authority with the amount of information he had included in the response letter to the judiciary.

“He was supposed to answer the document according to what was requested," it read, but Halbousi "violated the law” by going further to include that the legislature had received complaints against Zubaie.

Zubaie also asserted Halbousi was abusing his position's authority by only approving the HJC’s requests against him only while ignoring “more than ten others.”

Successive Iraqi federal governments have failed to effectively confront the nation's rampant corruption. The current administration, which ran on a reformist platform, continues to struggle to address the widespread mismanagement of public funds while facing strong resistance to such efforts from within its own institutions.

The embattled Middle Eastern nation continues to rank high on integrity watchdog Transparency International’s list for corruption, fraud, and mismanagement of state institutions, some of the most significant challenges facing the country since the fall of the former regime in 2003.

According to the organization’s 2018 Corruption Index, Iraq ranks 168th, the 12th most corrupt country out of a total of 180.
