I have also read about the 2 year window where the high value notes will be running concurrent with the lower ones.

Also read that the debt ceiling in America has been extended for 2 years ? ?  no limit on spending and borrowing for 2 years .

 

They know something big is going down soon.

 

I also wonder if it will be held off until the English get the Brexit debacle sorted ?

 

I know President Trump is happy with Boreus Johnstone as English PM.

{International: Euphrates News} signed on Monday, the Iraqi Securities Commission with the Organization of the Iranian Stock Exchange, a memorandum of understanding for cooperation between the two sides.
The signing ceremony was attended by the head of the Iranian Stock Exchange and Securities Organization, Shaabur Mohammadi, his aides and members of the board of directors of the organization, the head of the Securities Commission in Iraq, Alaa Abdul Hussein Al Saadi, and the Iraqi ambassador to Tehran Saad Jawad Qandil.
The creation of a branch of the commodity exchange in Iraq and the provision of an appropriate platform for the export and import of goods on this road, and consultations on the legal and technical issues related to the capital market are among the main axes of the memorandum of understanding.
The two sides also agreed to strengthen consultations and exchange of views in the field of upgrading financial knowledge, cooperation in the field of training and financial awareness, as well as setting up joint exhibitions in this regard, establishing a virtual hall for the Iranian Stock Exchange (IRVEX), publishing books on the capital market in Arabic, And the establishment of courses in Iraq on the management of business in the capital market (MBA).
On the sidelines of the ceremony, the head of the Bourse and the Iranian Stock Exchange pointed to the two sides' determination to develop the Islamic financial markets. He said that the establishment of IT infrastructure in the capital market and the establishment of mutual investment funds for the development of Islamic markets are among the most important aspects of the memorandum of understanding Signed between the two sides.
For his part, the Chairman of the Securities Commission in Iraq expressed the hope that the bilateral memorandum of understanding will expand the horizons of cooperation between the two countries in financial fields.
He pointed to the good economic relations between the Iraqi and Iranian peoples. He added that Iraq looks forward to benefiting from the valuable Iranian experiences in the field of financial markets, enhancing the exchange of information and enhancing the level of specialized information in this field.

Prime Minister Adel Abdul Mahdi, on Monday, that the government will enter the electronic census in the census scheduled for next year, while called on the House of Representatives and the concerned bodies to interact with the project.
"This celebration is a gateway for the launch of the next census of the population next year and we appreciate the international support for Iraq in important aspects such as the population and there is technical and technical support by the UN Fund," he said in a ceremony marking the establishment of the United Nations Housing Fund in Baghdad and attended by Mawazine News. The victory coalition revealed on Monday the names submitted by the General Secretariat of the Council of Ministers to the Parliament to vote on the names of candidates for positions of special grades, including the Governor of the Central Bank to the House ofRepresentatives after the approval of the Council of Ministers.

Iraq spending spree questioned

Iraq has been warned that its fiscal position is expected to deteriorate without policy changes as it continues to face “daunting” challenges.

The IMF has said the country’s 2019 budget will reverse recent progress in reducing vulnerabilities, with current spending expected to increase by 27% year-on-year.

The fund is encouraging authorities to seize opportunities presented by an improved security situation and higher oil prices in order to implement reforms aimed at ensuring stability.

In an ‘Article 4’ report taking stock of Iraq’s economic performance, the Washington-based organisation has said the country has benefited from an improved security situation and a recovery in oil prices.

Large fiscal and current account surpluses in 2018 – at about 8% and 6% of GDP, respectively – allowed the government to reduce domestic debt and accumulate fiscal buffers, with gross international reserves reaching $65bn by the end of the year. 

However, post-war reconstruction and economic recovery have been slow, the IMF said, and non-oil GDP rose by only 0.8% year-on-year in 2018. Overall GDP contracted by about 0.6% as oil production was cut to comply with an agreement by the OPEC+ countries. 

The 2019 budget implies a sizeable “fiscal loosening” that will reverse the recent reduction in vulnerabilities, the IMF has said, with current spending set to increase by 27% largely due to higher public sector wages, and revenues dampened by the abolition of non-oil taxes. 

As a result, the budget is projected to shift to a deficit of 4% of GDP in 2019, and reserves are projected to decline, falling below adequate levels. 

In its assessment, the IMF said that while it was encouraged by how Iraq’s economy had strengthened, the country continued to face “daunting challenges”.

Its report stated: “Social conditions remain harsh, post-war reconstruction progress is slow, development needs are large, and institutional weaknesses are significant. 

“Volatile oil prices and a difficult regional and geopolitical environment pose additional difficulties.”

IMF economists are recommending that Iraq’s economic policymakers strengthen fiscal buffers with broader reforms to manage oil revenue more effectively and encourage growth.

Efforts to contain primary spending and boost non-oil revenues are essential for maintaining fiscal and debt sustainability, they argue, and recommend that spending measures should give priority to containing the growth in wage bill and lowering electricity subsidies.

They have stressed the need to strengthen public financial management to ensure public spending is appropriately monitored and to reduce corruption.

Interior Minister Yasin Taher al-Yasiri, on Sunday, reduced the routine and facilitate the procedures for carrying out transactions of citizens in the departments of the ministry in the province of Basra.
"Interior Minister Yasin al-Yasiri conducted an inspection tour of the Civil Status, Passports, Residence and Traffic Departments during his visit at the head of a high-level security delegation to Basra province," a ministry statement said.
The statement added that "Yasiri met with the directors of these departments, directed to the importance of providing services to citizens and reduce the redundant routines and provide everything that would provide services to them and facilitate the procedures to complete their transactions."
