WASHINGTON (Reuters) - The United States on Wednesday imposed sanctions on Iran's foreign minister, Mohammad Javad Zarif, targeting the country's main spokesman, likely to hurt prospects for diplomatic dialogue amid escalating tensions between Washington and Tehran.

The US sanctions on Zarif made a clear message to Tehran to stop false diplomatic propaganda by polishing the image of the mullahs' regime before the international community.

Observers believe that the US sanctions against Iran's foreign minister come for his role in implementing the "reckless" agenda of the supreme leader and spreading propaganda of the Iranian regime.

Zarif, a key figure in Iran's nuclear deal with world powers in 2015, rejected the measure and said it would not affect it.

Last year, US President Donald Trump announced his country's withdrawal from the deal and decided to tighten sanctions to pressure Iran's economy.

"Jawad Zarif applies the reckless agenda of Iran's Supreme Leader, the main spokesman for the regime around the world," US Treasury Secretary Stephen Menuchin said in a statement. The United States sends a clear message to the Iranian regime that its recent behavior is totally unacceptable. "

The sanctions freeze any property or interests of Sharif inside the United States but the minister said he had nothing there.

In its response to the sanctions against Zarif, the Iranian Foreign Ministry considered that the reason for the United States sanctions against Foreign Minister Mohammed Jawad Zarif is that Americans fear his negotiating skills.

"The Americans are very afraid of Zarif's logic and his negotiating skills," the spokesman of the Islamic Republic of Iran (IRNA) quoted Abbas Mousavi as saying.

But Americans say the diplomatic image of Zarif as a moderate by being fluent in English and studying in the United States, along with his sense of humor, does not reflect the truth. 
They point out that the main issue is that he had the ability to deceive, by presenting himself as an honest and logical interlocutor on behalf of the Iranian regime.

Zarif commented on the sanctions by saying that they would not affect him since he does not have assets outside of Iran.

"The reason (of the United States) to include (in sanctions) is that I am Iran's main spokesman around the world," Zarif wrote on his Twitter social networking page. Is the truth really so painful? "It has no effect on me or on my family because I do not have property or interests outside of Iran."

Fears of a direct confrontation between the two countries have risen since May after several attacks on oil tankers in the Gulf, Iran's downing of a US reconnaissance aircraft and a US plan to launch air strikes against Iran last month that Trump retracted at the last moment.

US National Security Adviser John Bolton said the administration of US President Donald Trump would continue to impose the toughest sanctions on Iran, stressing that Washington was continuing to press Tehran to stop its aggressive behavior.

Bolton repeated the assertion that Trump repeatedly stated that he would not allow Iran to acquire nuclear weapons.

According to a report, the state of Iran has released one of the two British vessels held by it.

US Secretary of State Mike Pompeo said on Friday that the United States will continue to impose sanctions on Iran, while Iranian President Hassan Rowhani expressed optimism about the outcome of negotiations with European countries.

The United States justified its latest decision by saying that Zarif was acting on behalf of the Supreme Leader.

Iranian optimism 
In Iran, Iranian President Hassan Rowhani said negotiations with European countries could reach positive results in the coming weeks.

In his speech in the northwestern city of Tabriz, Rowhani said his country would implement the third step of reducing its commitments to the nuclear agreement if European countries did not present acceptable and balanced proposals.

The Iranian president stressed that Tehran will continue its negotiations with the European parties, and that the government runs the country on the basis of not achieving any result in the negotiations, stressing that the Iranian people are able to defend the economy of his country.

Millions of barrels of Iran's oil sitting in Chinese ports, could disrupt markets

Iranian oil tankers have been quietly offloading their supply into Chinese ports, according to ship tracking data, despite US sanctions on crude from Iran.

These flows, which experts say show no sign of stopping, could seriously disrupt US-China trade talks as well as oil markets if Beijing decides to actually use them.

Estimates as to the volume of Iranian crude that’s made its way to China between last January and May vary from 12 million to 14 million barrels, an amount that market watchers say could dramatically impact the price of oil.

“If China were to aggressively purchase Iranian crude oil and/or draw down on these stored volumes, oil prices would likely fall by $5.00 to $7.00 per barrel,” John Kilduff, founding partner of energy trading firm Again Capital, told CNBC on Thursday. “It would be a meaningful outlet for Iranian supplies that have been severely crimped by the sanctions.”

Stephen Brennock, an analyst at PVM Oil Associates, agrees. “It’s fair to assume that global oil prices would come under pressure if China decided to draw on the Iranian oil stored in its ports,” he said. “It would also likely trigger a harsh response from the [President Donald] Trump administration.”

But there is at least one reason Washington hasn’t sounded the alarm over these Persian barrels. China keeps them in what’s called “bonded storage,” which means the oil has not been cleared through Chinese customs and is not being used, therefore not actually violating US sanctions. Kilduff estimates that another 20 million barrels are “en route, likely headed for this bonded storage.”

This benefits both Iran and China in a few ways.


A win for Iran?

Iran’s onshore and floating storage is rising in inventory due to reduced exports — but it can’t just stop pumpingoil because its export capacity has plummeted. That’s because leaving the oil underground could lead to permanent damage to its oil wells. So, in the words of one analyst, “They need to tuck that oil away instead of endangering the future output of their oilfields.”

Putting it in Chinese bonded storage offers Iran a convenient solution, and one that means it doesn’t have to use so many of its tankers as floating storage facilities.

The setup also advantages Iran, Kilduff says, “because it gets its oil pre-positioned in the key Asian market, ready for sale, if sanctions get eased, a financial work-around is struck, or via barter transactions, where the oil is traded for goods.”

Meanwhile, the situation advantages China because it gets a major discount on the oil and it functions as payment for work that Chinese companies are doing in Iran, analysts say.

“These risky barrels are heavily discounted by the Iranians,” Kilduff said. “So, it’s a good deal.”

Chinese storage is “a convenient place to store and gives the Iranians and Chinese options, especially if theChinese wish to flout US sanctions,” Richard Nephew, program director at the Center on Global Energy Policy at Columbia University, told CNBC. “Neither likes the US and private sector ability to track tankers. This helps to address that problem, even if we can also all see how storage is tapped.”

The Trump administration re-imposed heavy sanctions on Iran last year and tightened the noose on its oil exports last May after ending sanctions waivers that let some of the world’s largest buyers of Iranian oil keep importing it. That waiver list included China.

The new sanctions came after Trump withdrew the US from the 2015 Iranian nuclear deal in May of 2018, which was meant to offer economic relief to Iran in exchange for limits to its nuclear program. Tensions have skyrocketed between the two countries as Tehran starts to roll back its nuclear enrichment limits under the deal.


Risk to US-China trade tensions

But the crude stockpiles also present a liability for China, analysts say — not least because of its more than year-long trade fight with the Trump administration.

The Iranian oil stored in China’s bonded tanks is still owned by Tehran, specifically by the state-run National Iranian Oil Company, so therefore doesn’t yet breach any sanctions.

“However, such a move risks Washington’s wrath,” said PVM’s Brennock. “US sanctions on Chinese entities would inevitably be imposed which, in turn, would add some spice to their long-running trade battle.” TheChinese economy has already suffered due in large part to the trade war with Washington, hitting its slowest pace of growth in 27 years during the second quarter of 2019.

The Trump administration to date has put tariffs on $250 billion worth of Chinese products, while China has retaliated with $110 billion in levies on US goods. The American president has most recently threatened new tariffs of 10% on $300 billion in Chinese goods.

“It is a liability for China because running afoul of the US sanctions is serious business,” Kilduff said. “China’s very large, state-owned refiners are major international players in the global oil and refined products market. They cannot and will not risk being cut off from the US financial system. The US could easily determine that ‘bonded storage’ is a euphemism for landed supply.”

Meanwhile, the only liability for Tehran is that they have to “seriously discount” these suspect barrels, Kilduff added. “The economic squeeze is considerable.”

According to Kilduff and Again Capital, there are another 20 million barrels headed for China’s bonded storage. What the Chinese decide to do with those barrels may determine whether they prove to be a wrench in trade war discussions, a bargain buy for China, or a ticking time bomb for oil markets.

Iran is continuously reducing its commitments to the 2015 nuclear deal amid sanctions imposed by the US

GENEVA: Iran will take a third step to reduce its commitments to a landmark 2015 nuclear deal within the framework of the pact, Iranian Foreign Minister Mohammad Javad Zarif said on Saturday, according to parliamentary news agency ICANA.

Iran has repeatedly said it will reduce its commitment to the nuclear accord in stages and may even withdrew from the pact altogether unless the remaining signatories find ways to shield its economy from U.S. sanctions. Washington pulled out of the deal last year.

"The third step in reducing commitments to (the nuclear deal) will be implemented in the current situation," he said.

"We have said that if (the deal) is not completely implemented by others then we will also implement it in the same incomplete manner. And of course all of our actions have been within the framework of (the deal)."

Last month, Iran threatened to restart deactivated centrifuges and ramp up enrichment of uranium to 20% purity in a move away from the nuclear deal. Iranian officials have said that all of Tehran's moves in reducing its commitments to the nuclear deal are reversible as long as the remaining signatories uphold their commitments.

Fears of a Middle East war with global repercussions have risen since U.S. President Donald Trump withdrew last year from the 2015 deal and revived a panoply of sanctions meant to push Tehran into wider security concessions.

The United States on Wednesday imposed sanctions on Zarif himself, blocking any property or interests he has in the United States, although Zarif said he had none.
He added at a charity event on Friday night that he is proud to be sanctioned by America for defending the rights of Iranian people, the IRIB news agency reported.

"Tehran will continue its nuclear activities in accordance with the declared policies with all strength and power," Hosseini said in a tweet via Twitter. 
"It is the Europeans who have to think about what they have to do because otherwise they will be left behind," he said.

At least 12 Iranian tankers are still transporting Iranian oil to various parts of the world despite Washington's efforts to cut oil exports to Tehran, the New York Times reported on Saturday. 
The newspaper said in a report published today that it "traced the movements of more than 70 Iranian tankers since May 2, the date of the cancellation of Washington's exemptions granted to other countries for sanctions against the Iranian oil sector, to reveal that 12 of these vessels transferred shipments of oil to China and the eastern Mediterranean" . 
The newspaper said that "11 of these carriers are owned or managed by the Iranian national carriers listed on the US sanctions list, except for the ship Devrez of Great Sparkle Investments registered in Hong Kong and also has an office in Mumbai, India.
The newspaper said that "some tankers extinguished the system for identification after passing through the Suez Canal, and found that the destination is located in the eastern Mediterranean." 
"The results of the investigation confirm that the real volume of Iranian oil exports significantly exceeds public opinion assessments, which is an indication of the difficulties faced by the administration of US President Donald Trump in the campaign of pressure led against Tehran." 
The newspaper pointed out that "the transfer and purchase of Iranian oil is not a violation of international law, because the US sanctions are unilateral."

DUBAI: Iran’s Revolutionary Guards Corps has seized a foreign oil tanker in the Gulf that was smuggling fuel to some Arab states, Iran’s state TV reported, adding that seven sailors onboard of the tanker had been detained.
“The IRGC’s naval forces have seized a foreign oil tanker in the Arabian Gulf that was smuggling fuel for some Arab countries,” TV quoted IRGC commander Ramezan Zirahi as saying.
“It carried 700,000 liters of fuel. Seven sailors onboard of the tanker, who are from different nationalities, were detained.”
Last month, Iran seized a British tanker in the Strait of Hormuz for alleged marine violations and allowed a second one to proceed after issuing a warning.

Iran's official IRNA news agency confirmed on Sunday that the ship seized by the Revolutionary Guards earlier in the day was an Iraqi named Hita.

The agency said the detention took place 18 nautical miles from the Iranian island of Farsi in the Gulf.

The Iranian Revolutionary Guards announced the arrest of a foreign ship, which he said was smuggling Iranian fuel to Arab Gulf countries, and stressed that he would not retreat a iota from continuing to monitor the Gulf waters and address any operations that disturb security in it.

Iran seizes Iraqi oil tanker smuggling fuel in Gulf: TV

 

DUBAI (Reuters) - Iranian Revolutionary Guards seized an Iraqi oil tanker in the Gulf which they said was smuggling fuel and detained seven crewmen, Iran’s state media reported on Sunday, in a show of power amid heightened tension with the West.

The vessel was intercepted near Iran’s Farsi Island in the Gulf, Iran’s semi-official Fars news agency said. The elite Revolutionary Guards Corps (IRGC) has a navy base on Farsi Island which is located north of the Strait of Hormuz.

“The IRGC’s naval forces have seized a foreign oil tanker in the Persian Gulf that was smuggling fuel for some Arab countries,” the Guards commander Ramezan Zirahi told state TV.

The state news agency IRNA, quoting the Guards, said it was an Iraqi ship that was seized on Wednesday night in the Gulf.

Zirahi said it was carrying 700,000 liters of fuel, without elaborating on the nationalities of the detained crewmen.

TEHRAN (Reuters) - An oil tanker seized by the Revolutionary Guards this morning is an Iraqi tanker, Iranian media reported on Sunday.

The Iranian media, reported earlier on Sunday, that the Revolutionary Guards announced the detention of a foreign ship in the Gulf waters carrying 700 thousand liters of fuel carrying seven sailors.

Quoted " BBC , " about the official Iranian news agency "IRNA", that " the ship seized by the Revolutionary Guard earlier in the Iraqi today bears the name of " Heta ".

Al-Nujaba movement revealed on Sunday that it is monitoring 11 US military bases in Iraq.

Al-Alam TV quoted a spokesman for the movement, Nasr al-Shammari, during a meeting with the adviser to the commander of the Islamic Revolution for Military Affairs, Major General Yahya Rahim Safavi.

"The most sophisticated US military base is in Iraqi Kurdistan," he said.

Iran said Sunday that the oil tanker it seized last week while crossing the Gulf was an "Iraqi" tanker.

"The tanker, which was smuggling Iranian oil through the Gulf, to other countries before it was surrounded and controlled by the Revolutionary Guards on Thursday, is in fact an Iraqi oil tanker," Reuters news agency quoted Iranian sources as saying. Without giving further details.

The Revolutionary Guards confirmed the news through Iran's official IRNA news agency.
