The journalist is clearly confused on a variety of different issues:

• Illegal immigrants/aliens (NO MATTER WHAT AGE) ACTUALLY do NOT have the same rights and privileges as The United States Of America Citizens JUST BECAUSE THEY ILLEGALLY ENTER The United States Of America AND ARE ON The United States Of America Soil.
• Illegal immigrants/aliens (NO MATTER WHAT AGE) ARE NOT OBLIGATED TO HUMANITARIAN AID OF ANY SORT SINCE THEY ARE ON The United States Of America Soil ILLEGALLY so the NECESSARY detention AND deportation centers CAPACITY FOR "humanitarian" "purpose" CONDITIONS ARE OF THEIR MAKING. NO NUMBER OF detention AND deportation centers CAN MATCH THE DEGREE OF ENTRY OF illegal immigrants/aliens NO MATTER WHAT AGE.
• Child Trafficking IS AN ISSUE THAT FOR illegal immigrants/aliens BEGAN WITH the illegal immigrants/aliens OUTSIDE of The United States Of America WITH THESE illegal immigrants/aliens AND WILL CONTINUED FOR A VAST MAJORITY OF THESE UNDER AGED illegal immigrants/aliens IN The United States Of America.

If I understand correctly, Former President Ronald Reagan granted amnesty to the prior ILLEGAL IMMIGRANTS/ALIENS FOR CONGRESSIONAL PASSING OF REAL IMMIGRATION REFORM THAT CONGRESS NEVER ACTED ON.
