"The Census Bureau concluded, on the basis of experience, that its administrative records permit the identification of the nationality of about 90% of the US population, and hereby instructs all departments to provide the information requested by the Ministry of Commerce }, In the largest size permitted by law. " Trump ordered the creation of a special working group to study access to information in order to determine the nationality of 100 percent of the country's population. The United States Supreme Court earlier blocked the inclusion of the question of citizenship in the census list, stating that "the administration has not provided sufficient arguments to justify the necessity of this step." The US president has previously announced that this document will allow the Ministry of Commerce access to the databases of the Department of Homeland Security and Social Security Department. Trump decided to resort to issuing this decree after reaching the conclusion that the continuation of his administration's efforts to grant her the right to include the question of nationality in the next census will not allow this goal to be achieved on planned dates. Critics of the decision argue that including the question of nationality in the census will avoid millions of people participating in the census for fear of recognizing that they do not have US citizenship.
