Kurdistan Region marks uptick in foreign Business Registration

The number of foreign businesses registering in Erbil for 2019 has already surpassed the number that registered all of last year as the economic, political and security situation improves in the Kurdistan Region.

Better security following the Islamic State's defeat and less regulation caused the increase, according to one Kurdistan Regional Government (KRG) official.

'Improvement of security and economic conditions in the Kurdistan Region, its stability and the reduction of bureaucratic measures in registering companies were the reasons why foreign companies turned to the Kurdistan Region again,' KRG Department for Company Registration head Pishtiwan Warti told Rudaw this week.

Some 28 foreign companies registered in 2018 to conduct business in Erbil. In the first six months of 2019, 33 companies have already registered, Warti revealed. This brings the total of foreign companies registered in the entire Kurdistan Region 3,252, according to Department for Company Registration figures. A majority 2,371 of these companies are in the Kurdistan Region capital of Erbil.  The Kurdistan Region is making a push to improve business ties with the outside world.

On June 30, Turkish business delegates arrived in Erbil for a summit aimed at attracting new investors. Some business people in Kurdistan are optimistic that Turkish companies, which have long exported goods to Kurdistan, will instead consider opening factories in the Region. 'We will be encouraging traders who have been exporting their goods to Kurdistan to bring their factories to Kurdistan and invest from here,' the president of the Kurdistan Association of Importation and Exportation, Gailan Haji Sahid, told Rudaw at the summit. In April, Iranian, Saudi, Turkish and other companies came to Erbil for a KRG-sponsored oil and natural gas fair.

The largest number of companies hails from Turkey, which has 1,421 companies in the Kurdistan Region. Iran followed with 362. The rest of the companies come from Middle Eastern and Western countries with 181 from the United Arab Emirates, 178 from Lebanon, 156 from the UK, 141 from the US, 109 from Jordan, 87 from Germany, 63 from Italy and 42 from Romania.

The Kurdistan Region faced a financial crisis that dragged on for years starting in 2014 amid a budget dispute with Baghdad and subsequent cuts, falling oil prices, and the war with the Islamic State (ISIS) and the influx of 1.8 million displaced Iraqis and Syrian refugees. More than 60 percent of investment projects in education, health, roads and public services have resumed since stopping amid the crisis, however, according to the Kurdistan Investors' Union.

The Kurdistan Regional Government (KRG) is seeking better business ties abroad due to the improved security situation post the Islamic State (ISIS)'s defeat in Iraq and better relations with Baghdad. In late 2017, the federal government imposed an air and diplomatic embargo on the Kurdistan Region due to the Kurdistan independence referendum. Federal forces also retook the disputed territories from the Peshmerga at this time.

Aras Sheikh Raouf, from the KRG Ministry of Trade and Industry, also said the country needs a better banking system to attract investment across multiple sectors. 'In order to draw the attention of foreign companies to invest more in tourism, industrial and agricultural sectors, we should give privileges to them and have an active banking system,' he told Rudaw this week.

Recent improvement in the relationship between the federal government in Baghdad and the Kurdistan Regional Government (KRG) have created an attractive business environment for US companies to invest, a US trade official told Rudaw. 

A memorandum of understanding was recently signed between the US Chamber of Commerce and the KRG to enhance investment and trade relations.

The memorandum “focuses on how can we as two different business communities work together”, Steve Lutes, vice president of Middle East Affairs at the US Chamber of Commerce, told Rudaw's Omar Muradi on June 27. 

“It is all about engagement and exchange. So, some of that is on an information basis. It is letting US companies know what the opportunities are here for investment and commercial activity across the range of the economy. And some of that is also informing businesses here about how they can pursue partners and even opportunities in the United States,” Lutes said. 

“In addition to the information exchange, it is also about what we are doing here, looking to accomplish with our business delegations visit, which is actually bringing people here, business leaders to see things first hand,” he added.

The Kurdistan Region and Iraq are emerging from a costly war with the Islamic State group (ISIS), which seized large swathes of territory in the summer of 2014. Many cities were devastated in the battle to retake these territories. The jihadist group was declared territorially defeated in Iraq in December 2017. Much of the territory previously ruled by ISIS lie in ruins and in dire need of reconstruction and basis services.

Iraq is trying to attract foreign companies to invest in the country. American firms want to expand trade with Erbil and Baghdad, which are slowly rebuilding relations after the Region’s referendum for independence from Iraq in late 2017 led to a brief armed conflict and embargoes on the Region’s trade, travel, and diplomacy.  The crisis further damaged the Region’s economy, already wounded by budget cuts and a financial crisis. 

The improvement in relations between the KRG and the federal government in Baghdad has created good conditions for foreign companies to invest, Lutes said. “We know that Iraq and the Kurdistan Region of Iraq are at a pivotal moment. We think it is an opportune time for American companies to be looking to come in to invest and do business,” the trade official said. “We are hopeful that we will see not only more energy companies, but more healthcare companies, more IT companies, more agriculture companies, running that range of the economy coming here and looking at those types of commercial and investment opportunities.”

Lutes said US companies can also help modernize Iraq’s antiquated financial sector. “Modernizing the banking system in Iraq is one of the most important things that we as the business community, as a business advocacy organization, should be focusing on,” he said.

The number of foreign businesses registering in Erbil for 2019 has already surpassed the number that registered all of last year as the economic, political and security situation improves in the Kurdistan Region.

Better security following the Islamic State's defeat and less regulation caused the increase, according to one Kurdistan Regional Government (KRG) official.

'Improvement of security and economic conditions in the Kurdistan Region, its stability and the reduction of bureaucratic measures in registering companies were the reasons why foreign companies turned to the Kurdistan Region again,' KRG Department for Company Registration head Pishtiwan Warti told Rudaw this week.

Some 28 foreign companies registered in 2018 to conduct business in Erbil. In the first six months of 2019, 33 companies have already registered, Warti revealed. This brings the total of foreign companies registered in the entire Kurdistan Region 3,252, according to Department for Company Registration figures. A majority 2,371 of these companies are in the Kurdistan Region capital of Erbil.  The Kurdistan Region is making a push to improve business ties with the outside world.

On June 30, Turkish business delegates arrived in Erbil for a summit aimed at attracting new investors. Some business people in Kurdistan are optimistic that Turkish companies, which have long exported goods to Kurdistan, will instead consider opening factories in the Region. 'We will be encouraging traders who have been exporting their goods to Kurdistan to bring their factories to Kurdistan and invest from here,' the president of the Kurdistan Association of Importation and Exportation, Gailan Haji Sahid, told Rudaw at the summit. In April, Iranian, Saudi, Turkish and other companies came to Erbil for a KRG-sponsored oil and natural gas fair.

The largest number of companies hails from Turkey, which has 1,421 companies in the Kurdistan Region. Iran followed with 362. The rest of the companies come from Middle Eastern and Western countries with 181 from the United Arab Emirates, 178 from Lebanon, 156 from the UK, 141 from the US, 109 from Jordan, 87 from Germany, 63 from Italy and 42 from Romania.

The Kurdistan Region faced a financial crisis that dragged on for years starting in 2014 amid a budget dispute with Baghdad and subsequent cuts, falling oil prices, and the war with the Islamic State (ISIS) and the influx of 1.8 million displaced Iraqis and Syrian refugees. More than 60 percent of investment projects in education, health, roads and public services have resumed since stopping amid the crisis, however, according to the Kurdistan Investors' Union.

The Kurdistan Regional Government (KRG) is seeking better business ties abroad due to the improved security situation post the Islamic State (ISIS)'s defeat in Iraq and better relations with Baghdad. In late 2017, the federal government imposed an air and diplomatic embargo on the Kurdistan Region due to the Kurdistan independence referendum. Federal forces also retook the disputed territories from the Peshmerga at this time.

Relations have improved under Iraqi Prime Minister Adil Abdul-Mahdi, however, who took office last year. In January, the Iraqi parliament passed budget measures to pay public sector employees in the Kurdistan Region.

US business delegates believe now is an opportune time for American companies to invest in the Kurdistan Region and Iraq, even as the US maintains a security warning for its citizens looking to travel to Iraq amid tensions between with Iran. 'We think it is an opportune time for American companies to be looking to come in to invest and do business,' VP of Middle East Affairs at the US Chamber of Commerce Steve Lutes told Rudaw in an interview this week.

Both Kurdish and foreign officials say there is room for improvement in the business sector in the Kurdistan Region and Iraq, however. Lutes expressed the banking sector needs to be updated. 'Modernizing the banking system in Iraq is one of the most important things that we as the business community, as a business advocacy organization, should be focusing on,' he said.

Aras Sheikh Raouf, from the KRG Ministry of Trade and Industry, also said the country needs a better banking system to attract investment across multiple sectors. 'In order to draw the attention of foreign companies to invest more in tourism, industrial and agricultural sectors, we should give privileges to them and have an active banking system,' he told Rudaw this week.

Recent improvement in the relationship between the federal government in Baghdad and the Kurdistan Regional Government (KRG) have created an attractive business environment for US companies to invest, a US trade official told Rudaw. 

A memorandum of understanding was recently signed between the US Chamber of Commerce and the KRG to enhance investment and trade relations.

The memorandum “focuses on how can we as two different business communities work together”, Steve Lutes, vice president of Middle East Affairs at the US Chamber of Commerce, told Rudaw's Omar Muradi on June 27. 

“It is all about engagement and exchange. So, some of that is on an information basis. It is letting US companies know what the opportunities are here for investment and commercial activity across the range of the economy. And some of that is also informing businesses here about how they can pursue partners and even opportunities in the United States,” Lutes said. 

“In addition to the information exchange, it is also about what we are doing here, looking to accomplish with our business delegations visit, which is actually bringing people here, business leaders to see things first hand,” he added.

The Kurdistan Region and Iraq are emerging from a costly war with the Islamic State group (ISIS), which seized large swathes of territory in the summer of 2014. Many cities were devastated in the battle to retake these territories. The jihadist group was declared territorially defeated in Iraq in December 2017. Much of the territory previously ruled by ISIS lie in ruins and in dire need of reconstruction and basis services.

Iraq is trying to attract foreign companies to invest in the country. American firms want to expand trade with Erbil and Baghdad, which are slowly rebuilding relations after the Region’s referendum for independence from Iraq in late 2017 led to a brief armed conflict and embargoes on the Region’s trade, travel, and diplomacy.  The crisis further damaged the Region’s economy, already wounded by budget cuts and a financial crisis. 

The improvement in relations between the KRG and the federal government in Baghdad has created good conditions for foreign companies to invest, Lutes said. “We know that Iraq and the Kurdistan Region of Iraq are at a pivotal moment. We think it is an opportune time for American companies to be looking to come in to invest and do business,” the trade official said. “We are hopeful that we will see not only more energy companies, but more healthcare companies, more IT companies, more agriculture companies, running that range of the economy coming here and looking at those types of commercial and investment opportunities.”

Lutes said US companies can also help modernize Iraq’s antiquated financial sector. “Modernizing the banking system in Iraq is one of the most important things that we as the business community, as a business advocacy organization, should be focusing on,” he said.

What I meant and mean is that Baghdad - Erbil relations are key to socio-economic stability and a functional government, IMO.

The importance of the Iraqi currency and its impact on the Iraqi economy in light of the current changes The Department of Economic Studies in Beit al-Hikma held a scientific symposium entitled (Change the value of the Iraqi currency .. benefits and costs) with the participation of financial and economic experts in the public and private sectors.

The symposium was moderated by Dr. Falah Hassan Thwaini, supervisor of economic studies at Bayt al-Hikma last weekend, with the participation of the financial adviser to Prime Minister Dr. Muthahra Mohammad Saleh, as well as Professor Dr. Mahmoud Mohammad Dagher, Director of the Department of Financial Operations and Debt Management of the Central Bank of Iraq.

The participants dealt with the reality of changing the value of the Iraqi currency and the reduction of the Iraqi dinar, and its impact on the Iraqi economy, some describe this reduction as a support for the global economy and some see the deterioration of the purchasing power of the Iraqi individual.

New policies
Dr. Mohammed Saleh spoke about the policy of the Central Bank since its establishment so far in a concise and clear way as the bank's goal is to manage the monetary expectations and how Iraq's oil revenues from 2003 to 2014 are improving continuously. 
He pointed to "the role of Iraq and the agreements signed with the International Monetary Fund and its impact on the Iraqi economy," and the importance of the need for new policies are consistent with the policy of the Central Bank to reach solutions.
 
Cash balances
Dr. Mahmoud Mohammed Dagher discussed the current exchange rate regime for two years in Iraq and mentioned facts about the Iraqi economy for 2019. 
The decision to devalue the Iraqi currency is effective in all the monetary and real balances of the Iraqi economy, because one of the causes of inflation, which ignites expectations and pressures towards the continuation of its decisions subsequent reductions.

One of the most important international drawbacks to the administrative performance that makes Iraq at the bottom of the international rating and classification lists in this area is our lack of quality management systems according to the ISO international view, which includes 80 standards.

This phenomenon is one of the reasons for making the environment of Iraq an investment repellent and not to abuse the major international companies with Iraq, despite the considerable privileges enjoyed by the country to have the most investment opportunities at the international level, because of facing difficulties in performance and administrative handling and routine killer.

In order to improve the administrative performance of the "administrative reform", it is necessary to adopt the serious international quality systems and standards based on the houses of expertise and prestigious and thus can get out of the dilemma of chaos administrative, economic and organizational.

Years ago, attempts were made by the executive branch through the streamlining of government procedures to eliminate the routine. For this purpose, committees have been set up to follow up, audit and evaluate implementation, and the fact that this program has achieved many achievements in the field of procedures and related transactions.

But the efforts quickly disappeared and the chaos of procedures and routines, which can only be interpreted as a tool to establish an unhealthy situation, has returned.

The world is making great strides in administrative systems using modern systems and technology.

In developed countries, the most complex administrative transactions are accomplished through computer technology and the Internet, within an hour or two at the most, to complete any transaction.

While the individual spends in Iraq days, hours and months to complete a traffic transaction, for example, passport or tax accounting, and ask Lamwat's writings spent decades for the purpose of liquidation of a legacy.

The importance of administrative reform in investing time is an optimal investment so that everyone will turn to rebuilding the nation of war, crises and underdevelopment.

It is inconceivable that we are on the threshold of the twenty-second century and we are still drawing the left thumb on many transactions.

We hope that the next phase will be a stage of sound administrative construction in order to achieve other reforms with one basket.

It is enough for us to move towards building an Iraq parallel to its potentials and resources, and to rise to the ranks of the most prestigious and advanced countries.

The bottom line is that we need administrative reform and its requirements to adopt performance quality standards, since any international standards are the only solution to reclassify Iraq at the top of the list of developed countries administratively and encourages international companies to enter their funds and investments. Thus, administrative reform is the entry feature and here lies its importance.
