Prime Minister Adel Abdul Mahdi, the commander of the armed forces, issued the Diwani Decree No. 237 stating that all popular mobilization forces should be part of the Iraqi armed forces and be appointed by the commander-in-chief of the armed forces. .

The armed factions must be integrated into regular forces, all armed units should be cut off from any political affiliation, and armed factions that choose political action should be prevented from carrying arms.

Diwani is required by all armed factions to implement the new regulations by July 31.

3. These units, individuals and formations, shall sever any political or administrative affiliation from the previous organizations referred to in paragraph (2) above.
4 - factions that do not join the armed forces to become political organizations subject to the laws of parties and laws and controls of political and community work prevailing, and prevents the carrying of weapons only a permit and the requirements of the protection of civilian headquarters and leaders, as is the case with the rest of the political organizations.
5. The concentration camps of the popular mobilization forces shall be determined exactly as they are for the rest of the armed forces, and the areas of presence of the crowd shall be subject to the battle regime adopted in accordance with the established contexts of the armed forces.
6 - All the headquarters of the faction of popular crowd groups are closed, both in cities and outside.
7. The presence of any armed faction operating in secret or in public outside these instructions shall be prohibited and considered out of law and prosecuted under it.
8 - Close all economic offices or controls or presence or interests established outside the new framework for the work and formations of popular mobilization as an institution considered part of the armed forces.
9. The date of 31 July 2019 shall set a deadline for the finalization of the work under these controls.
10 - Orders will be issued later to the structure of the People's Assembly and its composition.

BAGHDAD (Reuters) - Iraqi Prime Minister Adel Abdul Mahdi's decree on organizing the work of the Popular Popular Forces came in response to the desire of the supreme Shiite authority in the holy city of Najaf, represented by Ayatollah Ali al-Sistani.

The move comes in the context of a maneuver to spare these militias any direct confrontation with the United States, and to show the Iraqi prime minister as a strong figure with the ability to military groups loyal to Iran. But this maneuver raises fears in the Iraqi street that it leads to the conversion of militias to a secret mobilization within the institutions of the state, which retains all its entities and loyalties.

Iraqi observers unanimously agreed that the new government directives did not include a fundamental amendment to the law passed by the Iraqi parliament three years ago to regulate popular mobilization and subsequent instructions to implement the law, but highlighted the problematic nature of the force for the Iraqi government.

For many in Iraq, many grass-roots factions operate outside the Iraqi government's authorities and have no right to account or even move them. This is a major embarrassment to Baghdad in its relations with neighbors in the region, as well as the United States and the West.

Observers warn of over-optimism about the impact of the government's direction on the country's landscape, with close ties between the powerful factions in the popular crowd and Iran, giving it political momentum, perhaps the official institution in Baghdad can not survive.

If the government intends to impose its authority on this influential force, this would entail taking into account the armed confrontation with it, an option the United States strongly encourages Iraqi leaders to adopt.

But a confrontation of this kind must take Iran's response into consideration. Tehran will not allow Baghdad to liquidate an ally of this kind at a time of great escalation between the United States and Iran.

Many believe that Sistani's entry into the support line to curtail the power of popular mobilization in Iraq would strengthen the government's ability to move ahead with its plans, amid observers questioning the ability of the prime minister himself to go too far in the face of the crowd.

The fate of Abdul-Mahdi political support provided by the parliamentary bloc bloc, which represents most of the popular forces in the House of Representatives led by Hadi Amiri, close to Iran.

The Iraqi political community is waiting for a new Danish order from Abdul Mahdi, who has explicitly stated this in recent directives.

In the event that the new order includes detailed decisions affecting the entity of influential forces in the popular mobilization, by directing the transfer of headquarters or the replacement of their leaders, or integration into existing security organs under official leadership, there may be a frank confrontation in Iraq between the government and the allies of Iran, .

Observers reduce the risk of a clash between the crowd and Abdul Mahdi, believing that the Iraqi prime minister is maneuvering to show his power in front of Washington, but knows that any confrontation with Tehran and its allies will not be for his benefit, so what is happening closer to the joint maneuver between him and Tehran to absorb the American anger on the militias and the exclusion of the hypothesis the war.

He predicted that the movement of a number of armed factions, "marginal" factions, which are not part of the basic force of the popular mobilization, will be announced. This will benefit the two parties, the government that will appear to have influence and the popular mobilization that will get rid of the burden of these factions.

In accordance with the duties of the Central Bank of Iraq provided for in its law and in order to ensure the stability of the banking sector and increase confidence in it, this bank announces the approval of the company registration department in the Ministry of Commerce to establish the Iraqi Deposit Insurance Company / mixed contribution according to the provisions of Article 19 of the Companies Law No. 21 of 1997 .
 
The Iraqi Deposit Guarantee Company was established with the participation of 42 banks, including 6 government banks, 21 private Iraqi banks, 15 Arab and foreign banks, the National Insurance Company and the State Pension Fund, with a capital of KD 100 billion.

Deposit insurance companies have been found to support efforts to stabilize the financial and banking system.

Right, gonna throw a wee bit of a spanner in the works. I STREE THIS IS NOT MY VIEW POINT. Had a friend in another group advise that he has spoken to folks in Kurdistan media company who claim their is no plans to RV anytime because the dinar is not ripe for forex investment and for over the last 10 years it has not moved much against the dollar. This person does not now believe it will ever rv?

However, my argument would be they have been under sanctions for over a decade approximately and during this time the dinar was never viable for the forex. Given the huge progress they have made over the years and particularly since the ? imf said they had to free their currency and PROTUS kicked them in the knackers they have been moving at lightening speed. Why would you do all that not to have a currency of value?
