The International Gold Council announced on Wednesday, 10 July 2019, that Iraq has maintained its position 38 and the world's fifth largest Arab reserves of gold for July, indicating that the United States is still on the largest reserves of the world gold.

The Organization of the Petroleum Exporting Countries (OPEC) and producers of allies led by Russia agreed earlier this month to extend oil production cuts in an effort to support crude prices as the global economy slows and US production rises.

Two years after a failed independence bid plunged Iraq’s Kurdistan Region into months of instability, the new regional prime minister said his priority was strengthening ties with Baghdad, signaling dreams of self-rule should be put on hold.

Masrour Barzani, sworn in as regional prime minister on Wednesday, told Reuters in an exclusive interview that under his leadership, the Kurdistan Regional Government’s focus would be to establish a “strong and constructive” relationship with Baghdad, leaving the question of independence aside for now.

“This (independence referendum) happened in the past and it’s a reflection of the enduring aspiration of a nation,” said Barzani, speaking at his palace in the hillside village of Salaheddine, near regional capital Erbil. “However, the focus of my government will be how to build a stronger relationship and partnership with Baghdad,” he said, adding he would look to fix “those issues that were actually keeping us apart.”

The independence bid was led by Barzani’s father Masoud, who stepped down as Kurdish president in 2017 after the referendum backfired and prompted a military offensive from Baghdad. At stake for the new premier are long-running disputes over independent oil exports, revenue sharing, security, and territory which have plagued ties between Erbil and Baghdad since a U.S.-led invasion toppled Saddam Hussein in 2003.

Barzani was instrumental in orchestrating the September 2017 referendum, which was held over the objections of Baghdad and regional powers. It was seen as the culmination of years of oppositional politics by the semi-autonomous region. The backlash was swift and pushed the country to the brink of civil war, threatening to undo the years of unprecedented autonomy the region had enjoyed. Relations eventually improved, cemented by a change of government in both capitals.

‘A WIN-WIN SITUATION’

The region’s oil exports have long been a source of contention with Baghdad. The Kurds, who control Iraq’s only northern pipeline, had been exporting oil independently since 2013. Exports were restarted in 2018, after a year-long freeze amid post-referendum disputes.

As part of the 2018 and 2019 budgets, the Kurdistan Regional Government (KRG) agreed to send 250,000 barrels per day (bpd) to federal authorities in exchange for Baghdad paying civil servants’ salaries. However, Iraqi officials, including the prime minister, complain that the KRG has not kept up its end of the bargain, having not sent a single barrel to Baghdad.

Barzani said negotiations on oil and gas were already underway and he sees room for “quick progress” on the file. “There is great potential for a win-win situation,” he said. “Working together in cooperation with each other, we can increase the production of oil.”

Mutual benefits for both sides is a theme Barzani echoed regarding regional security. Nearly two years since Iraq declared victory against Islamic State militants, the country has seen a deterioration in security in the areas bordering the Kurdistan Region.

SECURITY


Barzani, formerly the region’s security chief, said the threat from Islamic State isn’t yet over. The group exploited the rift between the Kurds and Baghdad, he said, who fought side by side to defeat the militant group in 2017. He is looking to establish a joint security mechanism in the so-called disputed territories, areas claimed by both Baghdad and Erbil, “to close that gap”.

Masrour is the latest Barzani to head the regional government. His father Masoud, himself the son of a veteran Kurdish leader, still holds considerable sway over its politics. His cousin Nechirvan held the premiership until last month when he was sworn in as president, following a regional parliamentary election in September 2018.

The Barzanis are one of two families that have dominated regional politics for decades. Though they enjoy continued support among their respective bases through extensive patronage networks, their continued grip on power has opened them up to allegations of mismanagement and corruption from voters, many of whom are owed years of back pay from the government. Barzani said winning back hearts and minds was therefore a leading priority, as was tackling graft. “I’d like to see reform,” he said. “To make sure that people have more trust in the government.”

To this, the provincial government promised that it will compensate the Kurdish martyrs and victims of Anfal and affected by the former Baath regime in line with Article 132 of the permanent Iraqi constitution.

It is noteworthy that the Parliament of Kurdistan, granted on Wednesday (10 July 2019), confidence for the ninth cabinet of the Kurdistan region, and became pleased Barzani, Prime Minister of the Territory, and Qubad Talabani as his deputy, and led with 21 ministers right after the parliament vote to give them confidence.

The Association of Iraqi Private Banks organized a conference on digital transformation in the financial sector in cooperation with the Jordanian-Jordanian Economic Association and with the participation of more than 20 Jordanian companies and the presence of prominent personalities, including Minister of Communications Naeem Al-Rubaie, Jordanian Minister of Digital Economy and Central Bank Governor Ali Al-Alak

"The digital transformation of financial operations in the Iraqi banking sector is a cornerstone of economic growth as well as contributing to creating new jobs that enable individuals and companies to access useful financial products and services at prices that meet their needs," said Al Ali. In a responsible manner

"Digital financial technology will help expand access to financial services, especially those that are difficult to access by banks or financial institutions, as well as the potential positive growth of digital banking services in the banking industry and the enhancement of financial inclusion," he said

"The coming period will witness a remarkable development in the field of financial technologies based on solid foundations of legal and regulatory frameworks, adoption of rules of governance and adherence to international standards as well as IT infrastructure

"We welcome the brothers from Jordan in their second country," said Ali Tarek, Executive Director of the Association of Iraqi Private Banks. "I would like to meet with you today to discuss ways of cooperation and challenges facing our two countries in the process of digital transformation. , As the governor pointed out two years ago at a conference organized by the Association of Iraqi Banks on Banking Technologies that we are in a race against time and that survival is faster

"The efforts of all the banking sector and the direct support of the Central Bank of Iraq have led to an acceleration in the banking sector to cope with the digital transformation and development of its infrastructure and the preparation of its human cadres and technical systems in order to achieve the desired goal to be our main support sector and strategic partner sectors Where the payment process is the most important challenge of digital transformation for all sectors

"In the light of the vast development in the world of Internet and information technology and the urgent need for innovation, creativity and financial leadership, we are working today to support and motivate Iraqi youth to enter this world through ideas that support the transformation through financial technologies," he said

On his part, the Chairman of the Jordanian-Iraqi Economic Association, Khaled Tayseer Kanaan stressed the importance of building real and equal partnerships between the Iraqi and Jordanian institutions in order to ensure continuity and sustainability and create job opportunities for youth in both countries

He also stressed the readiness of the Jordanian private sector to extend all the support in the field of technology to their counterparts in the Iraqi private sector

"The digital transformation is a transformation in all sectors, including humanity, not just electronic services," said the chairman of the Jordanian production association Bashar al-Hawamdeh. "Our association has great experience in the field of intellectual property protection and how to operate proprietary systems "We are now putting our expertise as Jordanian companies in the service of Iraq, because we have been able in a number of Arab countries to apply e-government and digital transformation in terms of technology and thought

The conference consisted of three sessions on the topics of digital transformation in the financial sector, regulations and laws related to digital transformation in the banking sector, as well as the promotion of digital transformation through information technology, with the participation of Iraqi Minister of Communications Naeem Al-Rubaie and Jordanian Minister of Digital Economy and Entrepreneurship Muthanna Gharaibeh with the participation of about 20 companies Jordanian and Iraqi

At the end of the conference, an agreement was signed between the Association of Iraqi Private Banks and the Jordanian-Iraqi Economic Association and the Production Association, whereby the parties involved in the field of transfer of expertise and technical and technical consultations will cooperate through meetings, conferences and symposia, which will raise the level of technology and implement training programs in the field of information technology and digital transformation in Iraq

A Kuwaiti newspaper reported on Thursday that Iraq and Kuwait are close to completing the final touches before signing the agreement to start the establishment of the Kuwaiti-Iraqi free market. 

"The Minister of Commerce and Industry and Minister of State for Services Khaled Al-Rawdan will lead a high-level delegation to meet with an Iraqi government delegation next week in the area of Safwan-Abdali port to complete the finalization," the Kuwaiti newspaper Al-Qabas said in a news item. Before the signing of the agreement on the start of the establishment of «Kuwait-Iraq free market», near the international borders of the two countries. 

She added that the Kuwaiti delegation headed by Rawdan will be represented by the highest level of the Commission for the encouragement of direct investment, the General Administration of Customs, in addition to other related parties. According to the newspaper, "the idea of the free zone Kuwait-Iraq back to 2010, where the governments of the two countries, at the time, the initial approval to establish a joint market near the port of Safwan - Abdali, but some obstacles prevented it.
