The representative of the Fatah Alliance Amer al-Fayez, on Tuesday, the House of Representatives received the curricula vitae of candidates for 8 degrees, where he is scheduled to vote on them, while confirmed that the candidate of Prime Minister Abdul Mahdi for the post of governor of the Central Bank will also gain confidence. 

Al-Fayez said in a statement that the Presidency of the Council of Representatives received the names of 8 candidates with their curricula vitae to fill eight grades, especially the governor of the Central Bank

He added that "the political agreement and according to the agenda provides for the passage of candidates during the session today," noting that "the parliament will also discuss the validity of the membership of some of the deputies as well."

The Minister of Commerce, Dr. Mohammad Hashim Al-Ani, on Monday, an expanded meeting to discuss the implementation of the government program and assess the achievements of the departments and companies, as well as discuss topics related to obstacles to work and ways to address them.

Al-Ani stressed during the meeting on the need to adhere to and follow-up the implementation of paragraphs of the program prepared by the Iraqi government, which is the real criterion for assessing the work of the ministry and the need to accomplish it in an optimal manner and at the specified time, where he instructed the Minister to buy archiving devices to the registration of companies as soon as possible, "By supporting its plans and putting in place the solid mechanisms that accompany its work, it is our primary goal that we seek to achieve by setting indicators on fault centers and addressing them."  "Al-Ani also urged all departments and companies to provide achievements and proposals and improve performance to be included in the annex to the government program."

He added that, "In addition to discussing the activation of the work of the International Trade Point in the Department of Private Sector Development, there are (51) investment projects distributed for the years (2019-2022) in coordination with the General Company for food trade and grain manufacturing company and grain trading as future investment projects. 

He explained that "in addition to that there are projects will be added and approved by the General Secretariat of the Council of Ministersthe most important of which is the development and activation of economic relations with all countries of the world and the completion of the files of Iraq's accession to the World Trade Organization."

Iraq seeks to create a "port" Mali allows him to continue to buy electricity and gas from Iran and vital to circumvent US sanctions imposed on Tehran. 

"The Special Purpose Mechanism" allows Iraq to pay the price of imported Iranian energy in the Iraqi dinar, which can be used by Iran exclusively for the purchase of humanitarian goods, the agency quoted three Iraqi officials as saying.

"The Iraqi government will continue to pay the price of gas to Iran by depositing funds in a private bank account inside Iraq with the Iraqi dinar," an official said. "Iran will not be able to withdraw funds, but it will be able to use them to buy goods from outside Iraq."  He pointed out that this mechanism is the result of months of talks between Iraqi officials, Iranians and Americans. 

This alternative solution will allow Baghdad to continue the import process and to avoid popular protests resulting mainly from the lack of electricity, without being subject to US sanctions.  To overcome the chronic shortage of energy, Iraq imports up to 28 million cubic meters of natural gas from Tehran to its factories and directly buys about 1,400 megawatts of Iranian electricity. This dependence is uncomfortable for the United States, which sought to curtail Tehran's influence and re-impose sanctions on Iran's financial institutions, shipping lines, the energy sector and oil products. 

Washington re-imposed sanctions on Iran's energy sector last November after it pulled out of the 2015 nuclear deal, but gave Iraq several temporary exemptions to continue buying Iranian energy until next October.  The United States insists Iraq should stop its dependence on Iranian energy, but Baghdad says it could take up to four years to buy at least Iranian gas.

Customs records a significant increase in the volume of revenues at their customs centers

The General Administration of Customs (GCA) announced Tuesday a significant increase in revenues at its customs centers. 

"The customs centers registered a significant increase in the volume of revenues achieved during the past months of 2019, the latest of which is the customs centers of Umm Qasr al-Shamali and Umm Qasr al-Sharq, who on Monday recorded daily revenues exceeding two billion Iraqi dinars," the authority said in a statement received by". 

"This boom in the volume of revenues realized as customs duties on imported goods comes in line with the directives adopted by the customs administration to combat corruption, address cases of manipulation and avoidance of payment of fees, as well as facilitate the completion of customs transactions which encouraged traders to increase imports of goods and goods, Reflected positively on the increase in revenues of all US centers."
 
The Authority explained that "its revenues are included in the account of the Ministry of Finance with the Central Bank of Iraq registered the highest revenue to replenish the state budget after oil revenues despite the challenges and constraints and the acute shortage of qualified personnel and the lack of minimum requirements and means of customs work.

The Iraqi economic council said Tuesday that the government's payment of salaries through resettlement is a good step to break the stalemate of Iraq's banking system. 

"The decision of the Iraqi government to pay the salaries of employees through government and commercial banks is an important step in its way to break the deadlock of the Iraqi citizen in dealing with local and international banks," said a member of the Iraqi Economic Council Baqir al-Mashat in a press statement read by Al-Ghad Press.

He pointed out that "the step of Emiratisation will contribute to enhancing the confidence of citizens in the banking sector in order to reduce the dependence on banknotes that are about 1500 years old." 

He Mashat within 20 or 30 years, the local currency will disappear and become part of history and replaced by credit card." 

He continued, "The main objective of the localization of salaries followed Rafidain and Rasheed Bank and private banks is a culture of dealing with banks among Iraqis."

The governor of Baghdad, Falah al-Jazairi, announced on Tuesday the completion of the lists of names of applicants on the appointments of education, pointing to waiting for a decision of the Council of Ministers to proceed with its announcement, delaying the announcement to issue instructions to fair applicants in addition to the financial allocations and the availability of them. 

"The province of Baghdad is part of this system and is concerned with the file of appointments for education and that the governorate and the education directorates have been to receive applications and organize them as well as the ongoing contacts of the central government in order to expedite the launch of such appointments," the Algerian said in a statement received, Likely "the announcement of appointments during July after the issuance of a decision of the Prime Minister so."

He added that "the province has financial allocations for the establishment of nearly 200 schools included in this year's plan will be launched soon to contribute to solve the problems of swirls bilateral and tripartite," stressing that "the province is determined to bring about a change in the reality of education in the capital."

The deputy of the alliance of Abbas Abbas Aliawi, on Tuesday, that everyone is waiting for the prime minister to put the new candidate for the post of Minister of Education for passing within the parliament, pointing out that differences within the Sunni component and the lack of consensus prevented the passage of former candidates.  "The political differences between blocks of the Sunni component prevented the passage of the prime minister candidates for the post of Minister of Education, where there was no consensus within the blocks of one component on the candidates." 

He added that "everyone in parliament is waiting to submit a new name for the post of Minister of Education provided that he has the qualifications necessary to fill this post, in order to pass in the House of Representatives in the coming days."

He said Aliawi, "The blocks are going and Fatah and blocs have a majority within the parliament and can pass the personality to be put to vote, but there are meetings between the heads of parliamentary blocs before the meetings, where determines the mechanism of voting or not on the candidates."

Parliament Speaker Khadija Ali confirmed on Tuesday that the House of Representatives extended its legislative term to end the file of the Ministry of Education and positions administered by proxy, explaining that the extension only needs to be voted by members of Parliament on the subject.

"Parliament's legislative recess is supposed to be extended from July 3 to September 3, but the parliament is still continuing its work due to the failure to resolve the post of minister of education," Ali said in a statement.

She added that "the portfolio of positions by the agency was scheduled to end this file on June 30, but he did not complete this file, another reason for the continuation of the work of Parliament," indicating that "the Prime Minister and despite the names of candidates for office, but did not get approval Parliament because of the lack of CVs of candidates for government positions administered by proxy." 

Ali pointed out that "the extension of the legislative age of the parliament needs to vote members of parliament to extend the period of work to end all outstanding issues, including cabinet cabins and positions administered by proxy."

Parliament Voted to Complete Iraq’s Cabinet: What’s Next?

Since the ratification of Iraq’s constitution in 2005, the government formation has been an excruciatingly protracted process. While the constitution does not require a specific distribution of appointments by sect or ethnicity, the multitude of political blocs and the ethno-sectarian interest networks forced an allotment of cabinet positions among the diverse components of the Iraqi population. While inclusive governance is an admirable goal, it can be a formula for failure when merit is sacrificed for the sake of meeting ethno-sectarian quotas. With only a few exceptions, Iraqi ministries have been treated as fiefdoms to be controlled by the ministers or their parties and face little accountability or transparency requirements. Even in the few cases when ministers have resigned—or were removed from office for proven corruption or mismanagement of public funds—they later returned to senior political positions or left the country unscathed. For this reason, filling cabinet posts has turned into ferocious horse-trading among influential Iraqi leaders. 

The last government formation was no exception. To their credit, some political blocs gave Prime Minister Adil Abdul-Mahdi liberty to choose professional technocrats for their shares of ministry posts, which he ably did, but others insisted on presenting their own nominees in continuation of the entrenched interest-based tradition. Prime Minister Abdul-Mahdi secured parliamentary confidence in his cabinet in October 2018, but eight ministries remained unfilled because no consensus was reached on the proposed names. Four ministers were subsequently confirmed, while four others, including the powerful ministries of interior and defense, lingered in the parliament for eight months. On June 24, parliament voted to confirm the ministers of interior, defense, and justice. The candidate for the Ministry of Education was rejected and a new candidate needs to be nominated.

Now that the government is almost fully formed, the prospects of good governance still remain subject to many variables. As the summer heat scales up to unbearable degrees, the most important indicator of popular satisfaction will be the electricity supply. The current government inherited a depleted electricity system and a ministry with a longstanding record of corruption and incompetence. Several helpful measures were taken in the past few months to address the ministry’s structure and raise capacity, including the completion of a few previously unfinished projects that added to the power supply as well as the signing of a new contract with Siemens to make some cross-sector improvements in power generation, transport, and distribution. The renewal of the US waiver to continue importing gas and electricity from Iran until September also aided Prime Minister Abdul-Mahdi’s government. If the electricity supply improves noticeably this year, and a satisfactory trajectory is established for the coming years, this will increase the likelihood that Iraq’s government will be viewed as effective.

Gathering Storm Clouds: New Opposition Afoot

Despite the positive developments on the electricity front, there is a gathering storm in Iraqi politics that has vaguely begun taking shape following the Al-Hikmah Movement’s announcement that it is an opposition party; the group is led by Sayyid Ammar Al-Hakim, whose family is prominent in the clerical ranks and the opposition to Saddam Hussein’s regime. In principle, this is a very welcome development as successful parliamentary systems need an opposition to monitor and act as a check on the party in power. But only time will tell if the Al-Hikmah Movement will play this role or turn into another spoke in the wheel of the Iraqi political process. Although Al-Hikmah does not have enough votes to force a no-confidence vote in the parliament to overthrow the government, it is working toward forming a larger parliamentary coalition to achieve this trump card. Given that Prime Minister Abdul-Mahdi was appointed as a compromise independent candidate, his lack of strong party affiliation may open him up to attacks from the strongest contender if the opposition storm gathers more strength. In this scenario, it could be impossible to sustain a government with a strong opposition in the absence of a ruling party.

The Need for Reconstruction and Unlocking Human Potential

In the meantime, post-conflict reconstruction remains a major challenge in Iraq. Almost two years since Iraq declared victory over the Islamic State of Iraq and al-Sham (ISIS) and reclaimed all lost territories, many war-torn towns are still waiting for serious reconstruction efforts and for their displaced population to return to normal life. This is not due to the government’s lack of will, but is rather due to a lack of resources. Iraq remains a rentier state, with oil revenues making up almost the entire annual budget. At the current level of oil exports, there is not enough money to run the state and pay the reconstruction bills. Iraqi leaders must develop serious plans for creating a diversified, vibrant economy with an effective private sector to unlock human potential. If public sector hiring continues at the current high levels, the state will collapse before it can absorb a fraction of the unemployed Iraqi workforce. Many potential sectors where serious economic gains can be made that so far remain abandoned can be revitalized by Iraq or with help from the international community; agriculture, tourism, transportation, trade, services, and the full utilization of human capital, to name a few.

Now that Prime Minister Abdul-Mahdi’s government is complete—except for the Ministry of Education, which is now ably run by the Minister of Higher Education—it is time to move ahead with improved governance, anti-corruption measures, and a serious focus on the economy. One prudent departure from the previous administrations would be to change the philosophy of governance from unachievable elaborate plans and adopt a new style of governance that establishes a proven record of sustained small, but significant, accomplishments to restore public confidence in the government. A well-designed infrastructure program that is compatible with the capacity and resources of the government with a reasonably quick timeline and with clearly defined, achievable goals is the only realistic path for Iraq in the foreseeable future. If elaborate, long term projects must be pursued, they should be broken into stages to ensure efficiency and transparency.

International oil prices rose on Tuesday as OPEC agreed to extend production cuts until March, although prices are under pressure on fears that demand may be weak amid hints of a global economic slowdown.

By 0600 GMT, London Brent crude for September delivery was up 34 cents, or 0.5 percent, at $ 65.40 a barrel,after falling earlier to $ 64.66 a barrel.  US crude futures for August delivery rose 18 cents to $ 59.27 a barrel after hitting their highest level in more than five weeks on Monday. 

The Organization of the Petroleum Exporting Countries (OPEC) agreed on Monday to extend oil production cuts until March 2020, as members of the Organization overcame differences in an effort to support crude prices.  Opec is scheduled to meet with Russia and other producers, in an alliance known as OPEC +, later Tuesday to discuss supply cuts amid rising US production. Russian President Vladimir Putin said on Saturday he had agreed with Saudi Arabia to extend global production cuts until December 2019 or March 2020. 

Meanwhile, a preliminary poll by Reuters showed on Monday that US crude inventories are expected to fall for a third week in a row.  But concerns remain that the weakening of the global economy will negatively affect oil demand, curbing price gains.  While the United States and China agreed at the latest summit of G-20 leaders to resume trade talks, signs of factory contraction across most of Europe and Asia in June as US manufacturing activity slows down pressure on oil prices.

He extols the potential gains from investing in Iraq, as a vast influx of oil revenue leads to colossal expansion from a low base in sectors such as telecoms and consumer goods.

In the energy sector, Andy Lenihan, Senior Consultant at Turner & Townsend discusses the challenges of delivering services to major international oil companies, in the complex operating environment of southern Iraq. He describes the importance of a solid, long term localisation strategy.

For Patient Investors, Iraq Represents Vast, Untapped Potential

Iraq is potentially one of the richest countries on earth, and one of the fastest growing important economies in the world. Iraq is the world’s fourth largest oil producer and number two in OPEC. Of these, it’s the only producer with a realistic likelihood of doubling its production over the coming decade. The inbound investment for this alone will be north of $150b.

Iraq’s greatest resource is its population of 38 million, 65% below the age of 25. Iraqis, famously well-educated, are tough, resourceful, and enterprising. The entrepreneurialism is amazing—we see this sophisticated, globally connected, youthful population designing apps, starting thriving retail businesses, launching IT incubators. Baghdad feels like the most exciting city in the Arab world right now.

The rise of the Iraqi middle class is a remarkable phenomenon. Consumer products, financial services, private healthcare and education, food and beverages, mobile phone usage—all these are growing fast.

The Iraqi Stock Exchange

The ISX has 104 listed companies. Total market capitalization is $11.6b and daily volumes are still very low- less than $1m. The great majority of investors are local retail as foreign investors and local institutions have yet to enter the market. The exchange is fully electronic using a state of the art NASDAQ-OMX platform but new investors will find the market can be bureaucratic, illiquid and expensive.

Growth in the consumer sector is well represented on the ISX. The share price of Asiacell, a mobile phone carrier majority owned by Qatar’s Ooredoo, was up over 40% last year and paid a 12% cash dividend. The local Pepsi bottler was up over 30% with a 2.5% dividend. For companies like these, coming from a very low base, the excitement has barely begun.

Untapped Potential

In a massive and growing export economy like Iraq’s, we see the currency as a positive for investors. Dollars are pouring in from oil exports, to the tune of over $7b per month right now, and likely to rise over time. The dinar appreciated slightly against the dollar in the last year. The Central Bank is independent and technocratic and works closely with the IMF; they have been very successful in keeping the dinar stable.

The market’s at a very early stage, and still down over 50% from its peak in 2014, just before the IS crisis hit and the oil price collapsed but is starting to recover. According to the database BarclayHedge, our fund IIPI was the best performing emerging markets hedge fund in the world in May 2019 with an increase of 13.57%.

One good way to measure the potential of Iraq’s stock market is to look at market capitalization-to-GDP ratio, in other words the size of the local market compared to the size of the economy. In Iraq it is 5.5%. In the closest “comp”–neighboring Saudi Arabia, with a smaller population and similar oil reserves, the ratio is 72%. (It’s 77% in Kuwait, 23% in Iran, and 55% in Jordan.) This would imply 13x growth in the market just to keep up, but we can’t forget that in Iraq the denominator, the GDP itself, is also growing rapidly.

 

Partnering with Local Talent is Key for Sustaining Growth

Localisation

The term ‘localisation’ can have negative connotations for an expat due to fears they will be replaced with a local national. A much more realistic view of this issue would see localisation as a fundamental part of achieving an organisation’s vision. The main objective of a good localisation strategy should be to acquire, retain and develop local talent, and deliver world class quality projects using local resources. Through a combination of meaningful transformation, localisation and delivery of world class service, we believe it is possible to make a difference to business in the regions and sectors where an organisation operates.

There is much that expats bring to the table with their experience, and ensuring that this knowledge is passed on to the pool of talented Iraqis available in our industry is key to enabling growth, the well-being of citizens and the health of the local economy. We have recently employed our first Iraqi National into our team as a Quantity Surveyor (QS) and we are currently in discussions with the RICS Recruit on how we can develop and support a structured training programme for the local talent pool.

Security

Arriving in Iraq as an expat is definitely daunting at first. BAGHDAD, Iraq -

The Iraqi Ministry of Defense announced on Monday the discovery of two possible sites for the remains of Kuwaiti prisoners, while confirming that it will provide the Kuwaiti authorities samples of all remains. 

The ministry said in a statement received by Iraq today that "two presumed sites of Kuwaiti prisoners' residences were found in Al-Muthanna province - the Neka Al-Salman road." The two sites were found in cooperation between the Iraqi and Kuwaiti authorities and the International Committee of the Red Cross. 

The Iraqi Ministry of Defense added that "the remains of the prisoners were removed from the sites and deposited with the Department of Forensic Medicine in Baghdad, to extract the genetic map and match them with the DNA of the families of the missing." 

He concluded the statement by saying: "The Kuwaiti authorities will be provided with samples of all the remains that have been extracted, to complete the procedures for DNA testing. Kuwait said the number of its missing since 1990, when the Iraqi army entered Kuwait, was 320 missing, while Iraq said that more than 5,000 Iraqis are still missing since that year.Baghdad and Kuwait resumed their relations in 2003, following the overthrow of Saddam Hussein by US-led international forces.

Parliament extends its legislative term for one month and ends reading and adjusting the budget of 2019 {expanded}
 
(Baghdad: Al Furat News) The House of Representatives in its thirtieth session held under the chairmanship of Mohammed Halboussi, the President of the Council, on Tuesday, 2/7/2019 and in the presence of 172 deputies, read five laws between them proposed the First Amendment Law of the Budget Law Of 2019 and extended the current legislative term by one month.

According to the statement of the Information Service of the Council, received {Euphrates News} copy of it, that "at the beginning of the meeting opened by the first deputy speaker of the House of Representatives Hassan Karim Kaabi, the vote was postponed on appeals filed on the validity of the membership of some deputies because of the availability of a two-thirds majority of the members of the Council." 

The Council voted to proceed with the report and discuss the proposed amendment to the First Law of the Federal General Budget of the Republic of Iraq for fiscal year 2019 No. (1) for the year 2019 and submitted by the Finance Committee. 

The interventions of the deputies need to submit a financial proposal for the law of the conditions of office positions away from quotas and the legislation of the Federal Service Council and the statement to the existence of a violation of the law concerning the uncles of the Secretariat of the Council of Ministers for the continued issuance of orders from the incumbents of the proxy and the issue of national balance of all the Iraqi people in the reasons Positive to the proposed law.

The Presidency of the Council decided to extend the current legislative term for a period of one month in order to complete the important laws that contribute to enhancing the reality of the citizens, provided that the supervisory role of the ladies and gentlemen in their parliamentary committees continues in addition to their work in their governorates.

The President Halabousi, based on the interventions of a number of deputies on the implications of the transfer of ownership of more than 16 thousand acres of land surrounding the Baghdad International Airport, hosting the concerned parties in the relevant committees or in meetings of the Council and stop the government's actions in this regard and follow up all the priorities related to the subject. 

Halaboussi also invited the ladies and gentlemen to support the efforts of the Ministry of Culture to add the Babylonian monuments to the World Heritage List.

The Council completed the first reading of the draft law on survivors of Yazidiyat, submitted by the committees of martyrs, victims, political prisoners, human rights, women, families and children. The crimes committed by the terrorist groups against the Isidin amounted to genocide according to international standards. These crimes resulted in psychological, social and health damage to those abducted by women and children Addressing the negative effects of women survivors and granting them the necessary rights and integration into society and rehabilitation for the purpose of returning to normal life practiced by women.

The Council completed the first reading of the draft law on the ratification of an agreement on the Global Alliance of Drylands submitted by the committees of foreign relations, agriculture, water and marshes in order to promote food security in member countries and to face the dangers of food shortages and to achieve joint cooperation in the face of acute emergency crises in this regard. On the establishment of the Global Drylands Alliance. 

During the meeting, which was chaired by Vice President Bashir Haddad, the council ended the reading of a report and discussion of the draft law for the first amendment of the law of agricultural quarantine No. (76) for 2012 submitted by the committees of agriculture, water, marshes, health and environment. 

The MPs' interventions focused on the necessity of maintaining the application for health leave from the importing person and increasing the allocations of quarantine staff.

The Council concluded the discussion of the draft law of the Information and Communication Authority, submitted by the Committees of Services, Reconstruction, Culture, Information, Tourism and Antiquities. 

The interventions included giving the government companies the first round of licenses, and the need to legislate the law on communications and informatics before starting to legislate this law and benefit from the expertise of specialists, and call for the integration of the Information and Communications Authority of the Ministry of Communications to reduce administrative dispersion.

In another matter, the investigative committee of the displaced women's home in Adhamiya recommended in its report on the fact that a criminal complaint should be filed and that the perpetrators should be referred to the judiciary for acts of a criminal nature that indicate the existence of criminal behavior that led to a fire in the house. The Council also completed the first reading of the draft law to address the violations of housing provided by the committees of services, reconstruction, legal, security and defense in order to address the abuses of housing on land owned by the state or municipalities within the limits of the basic designs before the date of entry into force of this law and correct the legal status of those who exceeded the rent of land over which to build residential homes and for the purpose Preventing the encroachment on real estate belonging to the state and municipalities and the removal that they have obtained.
