The Prime Minister, Adel Abdul-Mahdi, on Tuesday, the Kurdistan Regional Government, to abide by the federal budget law.
"It is the duty of the Kurdistan region to deliver 250 thousand barrels of oil per day to Baghdad, according to the budget law," he said, calling for "compliance with the federal budget law."
"The government has developed a program to develop state institutions at specific times," he said.
On the tensions in the Middle East, because of the escalation between Iran and the United States, Abdul-Mahdi said that "Iraq does not want any action in the region," stressing that "Baghdad with peaceful solutions to the crises in the region."
"Iraq needs a loophole to enter negotiations and prevent tensions in the region," he said.
On Tuesday, the Cabinet holds a regular session, chaired by its chairman, Adel Abdul Mahdi, to discuss and vote on a number of laws on its agenda, while Abdul Mahdi will hold a press conference to talk about the latest political, security, social and economic developments.

Prime Minister Adel Abdul-Mahdi said on Tuesday that the central government will hold ongoing meetings with the Kurdistan region to settle outstanding issues between the two sides.

"The central government is determined to hold ongoing meetings with Kurdistan to settle all outstanding issues between the region and the center," Abdul Mahdi said in his weekly press conference.

He pointed out that "the duty of the region to deliver 250 thousand barrels of oil according to the federal budget," stressing that "everyone must abide by the federal budget law."

Regarding the tense situation in the region, the prime minister stressed that "Iraq does not want any escalation in the region, and that it has the right solutions to end the conflicts."

The Cabinet voted on a number of important decisions, including voting on the Council of Ministers to vote on a number of Directors General.

The Cabinet held its regular session Tuesday under the chairmanship of Prime Minister Adel Abdul-Mahdi, and discussed the issues prepared for its agenda, and issued several resolutions.

The Council approved the installation of public directors in state institutions in accordance with the provisions of Article (58) of the Federal Budget Law for the fiscal year 2019, where the Council of Ministers voted unanimously on the first meal.

In the area of housing, the Council approved the recommendations of meeting No. (15) of the National Council for Housing, in addition to agreeing to resolve the dispute on the implementation of the Council of Ministers Resolution No. (394) for the year 2012 on determining the price of land allowance allocated for the construction of residential complexes.

The Council approved the installation of free lecturers on the grades resulting from the movement of owners in the provinces.

The Council approved the recommendations of the minutes of the consultative meeting on the discussion of paragraph (4) of the Council of Ministers Resolution (42 of 2017).

In preparation for the examinations, the Council agreed to cut off the Internet during the hours of the examinations for the purpose of the success of public examinations in all governorates of Iraq.

The Council of Ministers agreed to authorize the Minister of Education the power to contract directly with public sector printing presses for the purpose of implementing curriculum titles.

In the area of functional rights of components, the Council of Ministers approved the inclusion of the sons of the components (Sabean, Shabak and Failian Kurds) by the Council of Ministers' Resolution No. (86) for the year 2018 on compensation of career grades for the movement of owners to leave the job, retirees and resigners.

The Council approved an exemption from electricity wages and the continuation of the previous decision in this regard.

The Council of Ministers decided to approve the extinguishment of the proportion of the sale of the sold role in accordance with the decision of the Council of Ministers ((198 for 2011) belonging to the local administration in the province of Maysan.

The cabinet agreed to settle the claim of Turkish company Baytur on the condition that this protocol would not be contrary to the Paris Club.

ERBIL - Iraqi PM Adil Abdul-Mahdi has reaffirmed his government's commitment to resolving the remaining disputes between Erbil and Baghdad, noting that meetings in this regard will be continued between the sides.

The Iraqi premier made the comments during his weekly press conference on Tuesday, where he also argued that based on the 2019 federal budget, the Kurdistan Region is expected to export a total of 250,000 barels of oil per day.

He, however, reminded that Baghdad is determined to continue to hold meetings with Erbil to solve the issues between the two sides.

Earlier last week, Kurdistan Region President Nechirvan Barzani paid a visit to Baghdad and met with PM Abdul-Mahdi, both sides stressing on solving the disputes through peaceful dialogue.

I will point you to a quote reported back on October 29, 2014, after Maliki suppressed the Delete the Zeros Project in 2012/13.

Iran still needs to get their behind out of Iraqi politics (will never happen) and if an incident were to occur between the US and Iran, this could be an excuse to put this on hold. A grain of sand could move and the Iraqis would find an excuse to delay then go have a holiday until the political tryst between the US and Iran settles down. Let's see what the IMF has to say because it could lead to Iraq going into Art. 8 and the dinar being reinstated on the Global Currency market before the Iraqi Oil and Gas Law is passed.

A statement issued by the Secretariat General of the Council of Ministers received the agency {Euphrates News} copy of it today that "the Council of Ministers, agreed to install free lecturers on the degrees resulting from the movement of owners in the provinces," adding that "the Council agreed to install public directors in state institutions, {58} of the Federal Budget Law for the fiscal year / 2019, where the Council of Ministers unanimously voted on the first meal.

Former Turkmen MP Fawzi Akram on Wednesday sent an important Turkmen message to parliamentarians Mohamed Halboussi and ministers Adel Abdul Mahdi. 
Akram called on the two houses of parliament and ministers to "approve the inclusion of (Turkmen) sons of the third basic nationalism, like the Shabak, Sabians and the elephants and Kurds on the decision of the Council of Ministers No. 86."

ERBIL, Kurdistan Region- Erbil-Baghdad outstanding issues can be resolved if there is willingness, the Iraqi Prime Minister said on Tuesday during his weekly press conference, amid pressure on his administration to force the Kurdistan Regional Government (KRG) to handover oil to the State Oil Marketing Company (SOMO).

 

“We have a budget [bill] agreement. The budget agreement stipulates that it is the duty of the Region to hand over 250,000 barrels of oil,” Iraqi PM Adel Abdul-Mahdi told reporters on Tuesday night in his weekly press conference.

On June 20, Nerchirvan Barzani met with the central government’s prime minister, president, and speaker of the house. The meeting included discussions on the pending disputes over the 2020 budget. The KRG has so far failed to keep its side of the deal agreed in the 2019 budget to deliver 250,000 barrels of oil per day to central government in exchange for its share of the federal budget.

However, Abdul-Mahdi said the meeting with Barzani was “very important” and that the KRG President showed willingness to hold up the Kurdistan Region’s end of the deal and transfer the allotted barrels of oil. 

The PM said that dialogue could as soon as tomorrow, or take some time, but reiterated that either way, the government was “committed to implementing the law”. 

“The budget law says that the KRG must handover the 250,000 barrels, “otherwise a proportionate amount will be cut from the Region’s budget share. And this is what we are doing”, said Abdul-Madhi. 

 

Since the implementation of the 2019 budget, KRG hasn’t handed over any oil, and a proportionate amount. Baghdad re-started sending full salaries to the Region, since 2014.   
According to Abdul-Mahdi, while Baghdad can take legal action, the governments should rather work to find a solution.

“It is also our duty as the children of one country to invest, harness, and use any indication of good will to find solutions”, he said.

“These topics can’t be solved based on attacks, speeches through satellite channels, or journalists. They need to be dealt by  officials responsible for the matters putting forth solutions”, the PM added.

Political groups exaggerate issues in media to “make it difficult” for the public to correctly understand the issues, the PM argued.

The PM is particularly feeling the heat coming from former prime minister Haider al-Abadi, who has set his eyes on a second term. Abadi’s Nasr bloc in the parliament has been an ardent critic of the KRG failing to hand over oil and has threatened action.

Abdul-Mahdi said rather that the problems could be resolved “if there is goodwill” and if the main points, are agreed upon, within the framework of Iraqi unity and the constitution. 

“Everything has a solution. There is nothing that can’t be resolved.”

Dr. Bashir Haddad, Iraqi parliament’s second deputy speaker, appearing on Rudaw TV on Tuesday night, said that there is a "very constructive atmosphere" now for resolving issues between Baghdad and Erbil. 

They have created a "wide network of relations" with other Iraqi Arab blocs, whether Shiites or Sunnis, and have visited major political figures to "calm Erbil-Baghdad" relations.

A delegation from the Kurdistan Region will visit Baghdad in the coming days, for a meeting on "all issues", said Dr. Haddad.
