I would say not 100% complete however the Defense and Interior are the most important in the eyes of the world for Security!! My guess is they will get the Education minister still voted in sometime this week they just didn’t agree on that one guy. They are back tomorrow also! This is beyond HUGE News folks and to me we finally have a shot of them increasing the value hopefully by July 1st!! Iraq has been on fire lately getting things done when they need to so let’s Go Iraq you can DO IT!!

If you want to get technical, I would have to agree with blueskyline. But education is a nickel and dime job. It's all about Defense and Interior. Therefore,in the big picture I would say yes. Ed will get done. The major obstacles of Def and Int are done. Smooth sailing going forward.

Sure it’s a possibility Cranman because Shabibi always said he needed a fully seated government and security beforehand! So is there a possibility absolutely but will they do it who knows we can only hope and pray they will since we have had such great news from the CBI leading up to this!

ERBIL, Kurdistan Region – Seven months after establishing a government, Iraqi Prime Minister Adil-Abdul-Mahdi has finally filled the remaining empty chairs around his cabinet table, approving nominations for the ministries of justice, defense, and the interior.

Following weeks of pressure from Shiite party blocs, Iraq’s highest religious authority, and firebrand cleric and kingmaker Muqtada al-Sadr, the PM may have successfully extinguished a political fire that threatened to bring down his administration. 

The Baghdad parliament approved the nominees on Monday afternoon.

Judge Farouk Shawani won parliament’s vote of confidence to become minster of justice. He is a Kurd and a member of the Patriotic Union of Kurdistan (PUK), who won the backing of the Kurdistan Democratic Party (KDP). 

Shawani was however presented by Abdul-Mahdi as an independent, according to Rudaw’s correspondent in Baghdad Mustafa Goran.

Najah Al Shammari, a Sunni politician from the Al-Mihwar al-Watani Alliance, won parliamentary approval to become minister of defense – a post typically reserved for a Sunni candidate.

Yassin Al Yasiri, a Shiite politician from the Bina Coalition, was also approved by the parliament to become minister of the interior – a post typically reserved for a Shiite candidate.

Savana Al Tai failed, a Christian candidate, failed to win parliamentary approval to become minister of education. The post is typically reserved for a Sunni candidate. It is now the only department without a minister.

Parliament’s rival blocs had squabbled over the senior posts for months. Top ministerial jobs are typically divided up on sectarian lines between Iraq’s Shiite majority and its Sunni and Kurdish minorities. 

Abdul-Mahdi, an independent technocrat appointed by President Barham Salih, has tried to balance the demands of Iraq’s deeply divided parties and ethnoreligious groups. 

Although the cabinet dispute appears to be settled, the Iraqi PM is also under mounting pressure to urgently fix the country’s ramshackle infrastructure and address widespread corruption.

Iraq also risks being dragged into a proxy war between the US and Iran. Abdul-Mahdi is pursuing a neutral stance in the tensions and hopes to mediate between Iraq’s allies in Washington and Tehran. 

However, pro-Iran parties and militias are causing the PM problems which rivals may try to exploit

Yasin Yaseri was approved for the ministry of interior and Najah Ali Shamari was given enough votes to become the minister of defence.

The legislative also approved Farouq Amin Shwani, a Kurdish politician, as the minister of justice.

Four ministries were remaining vacant for more than six months at the Iraqi government due to political disputes.

PM Adil Abdul-Mahdi submitted four candidates to the parliament on Sunday.

However, Safa Hamdani, nominated for the ministry of education, was rejected during the Monday parliamentary session.

ERBIL (Kurdistan 24) — The Iraqi Parliament on Monday in a majority vote elected three candidates to key ministerial posts in the government of Adil Abdul-Mahdi, months after the federal election.

The parliament elected Najah Hassan al-Shamari as Minister of Defense, Yassin al-Yasiri for the Minister of Interior, and Farouq Amin Shwani as the Minister of Justice, a lawmaker told Kurdistan 24.

Safana al-Hamdani, a candidate for the Minister of Education, failed to receive enough votes in parliament, the lawmaker added.

Shamari is a Sunni Arab and senior Iraqi military officer who was supported and nominated by Ayad Allawi, the former Prime Minister and vice-President of Iraq.

Yassiri is backed by Ammar al-Hakim, a senior Shia leader, whose parliamentary bloc with 19 seats recently announced they would play the role of the opposition during this parliamentary term.

Shwani is a high-ranking Kurdish judge born in the province of Kirkuk. He was the Patriotic Union of Kurdistan’s (PUK) candidate. His nomination was the result of a PUK agreement with the leading Kurdistan Democratic Party (KDP), which previously insisted on the post and presented a competing candidate. 

Hamdani was the candidate of Iraqi Sunni leader Khamis Khanjar. It is the second candidate for the post backed by Khanjar to be rejected.

The aforementioned posts had been left empty for many months due to disagreements between the major parliamentary blocs.

At the beginning of the meeting, President Halabousi announced the receipt of a letter from the Prime Minister, including his commitment to what was presented in the government program, noting that the Prime Minister gave the names in accordance with the best estimate of compatibility and efficiency, noting that in the event of rejection of the Council some or all names, Others after 3 days as a maximum.
The council completed the vote on the cabinet reshuffle, giving confidence to the success of Hassan Ali al-Shammari, the minister of defense, Yasin Taha Hassan al-Yasiri as interior minister and Farouk Amin Osman Mohamed Shwani as minister of justice.
The Council also approved the request of the Prime Minister to exempt Shaima Khalil Al-Hayali, who had previously won the confidence of the Council for the post of Minister of Education and subsequently applied for exemption from this task.

The deputy chairman of the council, Bashir Haddad, said that the draft law will continue to be discussed in future sessions of its importance.

As they plan to meet Tuesday, Wednesday, Thursday and Saturday (before a loooooong well deserved vacation AGAIN) they should be able to handle it. I, personally, don't see them just dropping the hammer on a rate change by Sunday (end of June). BUT, I do believe with all the COM filled and the activation of the FML, that was passed in late May, the CBI can make their move in July as it starts the beginning of the second half financial year. Fingers crossed.

Extension and positions

Al-Badairi told al-Sabah: "There are big problems around the special grades and there is no agreement on this issue between the political blocs, which gives a clear justification that the special grades will not be passed, like the rest of the ministerial cabin because of the lack of consensus and harmony and the differences deepened one day after else".
He added that "the government towards; and the large political blocs that came the government off, and therefore these data have a significant impact on the completion of the cabinet and special grades also in the future."
He added that "it is possible to vote on some of those special grades to give the impression of the street that the blocks went to vote on them; but in fact there is no seriousness in this regard," noting that "there are conflicts and differences between the blocks to divide these Positions and impossibility to be passed easily. " 
 
Legal opinion
On the other hand, the legal expert Tariq Harb, "The parliament if it wants to extend the special grades, it should be a law is from now, because the ruling was received by law, but the government to address the matter and apply for extension."

"

"
 
Modification efforts
