Although more than nine months have passed since the formation of Prime Minister Adel Abdul Mahdi's cabinet, the Iraqi government has so far failed to deliver on any promises it has made to the Iraqi people: to provide public services, improve living conditions, and rebuild cities that It has been devastated by the war on IS, because the sectarian "quota system" that governs the composition of Iraqi governments is a stumbling block in finding a solution to the problems of the Iraqi people.

BAGHDAD - The
Committee to monitor the implementation of the government program and strategic planning, on Thursday, that the completion rates in the government program of Prime Minister Adel Abdul-Mahdi is poor compared to the broad objectives, calling for reconsideration of the government program and take a number of deterrent measures against the reluctant parties in the completion of projects.
In a statement received by Mawazine News, Al-Khuzaie said that "after the media uproar of Prime Minister Adel Abdul-Mahdi's government program and the broad objectives he puts the country from one event to another, the semi-annual follow-up report was disappointing and confirming the criticisms leveled." It has previously focused on the unreality of the axes and details of the current situation of Iraq.
She added, "The achievement rates were meager compared to the broad objectives of the program as well as most of the paragraphs of the government program was a repetition of the previous government programs and development strategies and derivative of them, and therefore should be paragraphs of the new program to measure the potential available and the current situation of the country."
She explained a member of the Monitoring Committee for the implementation of the government program and strategic planning for the parliamentary bloc Sairon, that "the semi-annual follow-up report included on the other hand a series of divergence, which focused on the weakness of coordination between the ministries of the Iraqi government, especially for the Ministry of Planning and the Ministry of Finance and its relationship with other ministries."
Al-Khuzaie pointed out, "the negative impact of the weak political performance, especially with regard to the Center's relationship with the region on the implementation of the government program due to a shortage of government revenues resulting from the failure of the region in the delivery of oil to SOMO despite receiving its share of the budget, in addition to the absence of deterrent penalties for ministries and backward On the completion of projects on time, which hindered the implementation of the program themes in a timely manner. "
"As for the obstacles of financial allocation and speeding up the disbursement of investment projects, it is a repetition of justifications every year, which the government invokes in order to justify the failure of ministries and local councils to complete investment and service projects within the specified time limits."
Al-Khuzaie called on the Prime Minister to "reconsider the government program and make it more realistic for implementation and take a number of controls and measures deterring the right of reluctant parties to accomplish projects and implement the implementation of the government's program budget and performance for 2020 as a guarantor and supporter of the implementation of the government program." Baghdad - Mawazine News
/ Mawazine News /, Thursday, the most prominent observations of the Committee to monitor the implementation of the government program.
The committee said in a press conference held in the House of Representatives, followed by / Mawazine News /: "Based on the announcement of the Secretariat of the Council of Ministers to issue a report showing the implementation of the government program (2018-2022) for the first six months of the formation of the Iraqi government, being the body responsible for following up the program and Ensure the accuracy of data and analysis and diagnose deviations and lag in the implementation of paragraphs of the program.
She added: "For the national responsibility towards our dear people, the National Wisdom Movement examined the semi-annual report and reviewed its paragraphs by commissioning specialized technical committees from the current men and independent experts. The work concluded to prepare an analytical study of the government report and found that there are many disadvantages that must be stopped." Then the government must be addressed.
She explained that "the rate of completion of up to (79%) in the overall targets of the ministries projects without addressing the mechanism of calculation, which indicates ambiguity in one of the most important outputs of the report and concluded the stream of wisdom that the completion rate of the government program does not exceed (32%) at best in the absence of Full transparency in the government program in addition to the tragic reality, which is reflected on the suffering of all categories of people in various provinces.
The committee pointed out that "accordingly has been installed many of the Almkhadat in the analytical study of the current wisdom and approach the Secretariat of the Council of Ministers officially for more than ten days did not receive any comment from the Secretariat in particular."
 The most important observations:
- The lack of numerical weights for each paragraph of the government program to calculate the percentage of completion of projects where the report gave one value regardless of the size of the project, where an electronic archiving project in the Ministry of Commerce is equal to the project of establishing Karbala refinery.
- The apparent weakness in coordination between the ministries that developed the plans and the Ministry of Planning responsible for approving the plans. This weakness is a serious indicator for the continuation of projects in the interest of the citizen in providing services.
- The existence of many projects within the report did not achieve any achievement because of the lack of financial allocations to him, and this is a clear indicator of the delay in the process of distribution of resources provided for in the budget approved by the Iraqi parliament.
The committee pointed out that the report lacks reference to important issues that were priorities of the new government, which the citizen anxiously awaits, such as:
- ration card
- outputs of anti-corruption cases
- Not addressing the outstanding issues between the Center and the region

"
