Political sources have revealed major differences that could delay the voting on the cab and the special grade file to the next legislative term. 
The sources said that "the political blocs, including the opposition is fighting for a war to obtain special grades and is doing the opposite of what is announced in the media," pointing out that "these blocs want positions even if announced their transformation to the opposition."

Halaboussi said in a statement to the House of Representatives on Saturday that the members who were replaced by the Federal Supreme Court do not enjoy any rights to members of the House of Representatives after the decision to replace them, including financial rights.

The Speaker of the Council added that the term of the deputies from the moment of assuming the constitutional oath until the moment of their departure in accordance with the provisions of the objection and replacement provided for in Article (52 / I and II) of the Constitution are deputies and enjoy the rights of the deputies and their duties, whether in legislation or censorship.

He continued: "Here it is necessary to emphasize that neither the current deputies nor the former deputies have any privilege in the retirement rights, and that what applies to any employee in the Iraqi state applies to the members of the House of Representatives. Everyone is subject to the provisions of the unified pension law, Talk about equality among Iraqis. "

He added that besides the ruling of the Federal Supreme Court (140 and its unification 141/2018) on the occasion of the appeal against the unconstitutionality of articles in the Law of the House of Representatives and its Formations No. (13) of 2018 on 23 December 2018, this should be explained to the people.

Halaboussi explained that the meaning of their rights (Deputies replaced) is their rights as deputies from the moment of the swearing-in to the moment of their departure only, does not mean the granting of pension benefits and therefore required clarification of this matter.

According to the statement, the Federal Supreme Court ruled earlier in its ruling No. (28/2018) that its provisions are binding and binding on all authorities on the basis of Article 94 of the Constitution from the date of issue unless the provision provides another date of entry.
