"The meeting discussed the need to complete the vote on the cabinet cabins and special grades and the end of the file of the State Administration by proxy." 
For his part, al-Kaabi during the meeting, that "the current legislative term will see the legislation of a number of important laws that have been completed reading, a second reading."
He pointed out that "the House of Representatives will continue to hold its meetings during this period until the completion of the adoption of the most prominent legislation, and relevant decisions in the developments in the political arena, which concern the interests and affairs of the people."

Al Halbusi said: "Those who have been replaced by the Federal Supreme Court do not enjoy any rights to members of the House of Representatives after the issuance of the decision to replace them, including financial rights, but the period of their work from the moment of their constitutional oath until the moment of their departure in accordance with the provisions of opposition and replacement provided for in Article (52 / First and second) of the Constitution, are deputies and enjoy the rights of the deputies and their duties, both in terms of legislation or control.
He added: "Here it is necessary to emphasize that neither current deputies nor former deputies have any privilege in the rights of retirement, and that what applies to any employee in the Iraqi state applies to the members of the House of Representatives. Everyone is subject to the provisions of the unified pension law, (140) and its unity (141/2018) on the occasion of the appeal against the unconstitutionality of articles in the Law of the House of Representatives and its Formations No. (13) for the year 2018 on 23/12/2018 and this should be explained to the people. " 
And between the: "The meaning of their rights (Deputies Deputies) is their rights as deputies from the moment of the constitutional oath to the moment of exit only, and does not mean granting them pension benefits and therefore required clarification of this matter."
With reference to the fact that the Federal Supreme Court ruled earlier in its ruling No. (28/2018) that its provisions are binding and binding on all authorities on the basis of Article (94) of the Constitution from the date of issue unless the provision provides another date of entry into force.

Parliament Speaker Mohamed Halaboussi on Saturday issued a clarification on the deputies who have been replaced, noting that neither the current deputies nor the former deputies have any privilege of retirement rights.

"According to the ruling of the Federal Supreme Court No. (57 / T / 2018) of 19/8/2018, which approved the results of the elections of the House of Representatives in accordance with Article (73 / VII) Of the Constitution, it has become all those who have been approved deputies, which means that all the winners of the elections who swore in accordance with the Federal Supreme Court said that the nose, which was approved the election results are deputies until they exit the House of Representatives.

Presidency of the Council of Representatives held a meeting of heads of parliamentary blocs and committees to accelerate the passage of important laws

Mr. Mohamed El Halaboussi, Speaker of the House of Representatives, attended by Mr. Hassan El Kaabi, First Deputy Speaker of the House of Representatives and Dr. Bashir Haddad, Vice President of the Council, on Saturday 22-6-2019, a meeting of heads and representatives of parliamentary blocs and committees to discuss mechanisms to expedite legislation of important laws.

President Halabousi stressed the importance of speeding up the legislation of the important laws and presenting the completed ones to vote during the remainder of the current legislative term, reviewing the laws that have been completed the first reading of the 32 draft law and proposed laws that have been completed reading The second of which has 12 law and the need to speed up its offer to vote.

The Speaker of the House of Representatives  stressed the keenness to respond to the desire of the religious authority to speed up the adoption of important laws, calling for not to proceed any hosting within the parliamentary committees until after the completion of the second reading with the need to isolate the political vision of the professional vision during the discussion of laws, announcing the formation of a committee in the Council Deputies to organize and arrange the process of hosting ministers and officials and send parliamentary questions to ministries, independent bodies and other bodies.

President Halabousi expressed the Council's desire to extend the current legislative term by one month to complete the important laws and to host the Prime Minister in a session of the Council before the end of the current legislative term to clarify the implementation of the government program, calling for the need to resolve the nomination of new ambassadors candidates before the end of this month, Foreign Affairs, directed to hold a meeting of the Presidency of the Council with the Committee on Foreign Relations in the presence of heads of parliamentary blocs exclusively tomorrow to resolve the issue of new ambassadors.

For his part, the First Deputy Speaker of the House of Representatives, Mr. Hassan Karim Kaabi in his speech during the opening of the meeting  that the current legislative term will see the legislation of a number of important laws that have been completed reading a second reading, explaining that the Council will continue to hold its meetings during this period until the completion of the adoption of the most prominent legislation And relevant decisions in the developments in the political arena, which concern the interests and affairs of the people.

Mr. Al-Kaabi noted the necessity of evaluating the work of the parliamentary committees during the previous period and laying down a clear road map, clear course of action and a comprehensive strategic vision for the coming period.

In turn, Dr. Bashir Haddad, Deputy Speaker of the House of Representatives stressed the importance of maturing and discussing the draft laws and proposals within the committees before putting them on the agenda of the meetings, calling for activating the legal procedures in meetings of the committees and take action against the deputies absent from meetings of the committees.

"The parliament also ended the first reading of the draft law on the accession of the Republic of Iraq to the statute of the Hague Conference on Private International Law," the source added. 
He pointed out, "the end of Parliament from the first reading of the proposed amendment to the Third Law of the inclusion of medical and health professionals No. (6) for the year 2000. 
The source added that "the House of Representatives has also completed the first reading of the proposed law of the first amendment to the law of transplantation of human organs and the prevention of trafficking by No. (11) for the year 2016."
