Royal Dutch Shell said on Wednesday that all its employees in Iraq were safe and that operations in the country were proceeding normally after a rocket landed on a headquarters of several foreign oil companies near the southern Iraqi city of Basra.

"We will remain vigilant and will continue to monitor the security situation and communicate with local authorities," a Shell spokesman told Reuters.

The Iraqi army said the rocket hit a housing and operations center belonging to a number of large international foreign oil companies, including Exxon Mobil, the US giant early on Wednesday, wounding three people.

Iraqi Oil Minister Thamir al-Ghadhban on Wednesday warned of the risk of a rocket attack on the headquarters of oil companies in Basra. The incident was "individual and not significant".

Al-Ghadhban told Kuwait News Agency (KUNA) that he believes the incident will not be repeated again, adding that the Iraqi government is serious about achieving security and peace throughout the country.

Iraqi police have announced that three Iraqi employees of the drilling company owned by the Iraqi Ministry of Oil were injured in a rocket attack targeting the sites of oil companies in Basra province, southern Iraq.

He explained that the target location in the Burjisiyah area also includes the work and housing of several foreign companies, including Exxon Mobil American.

Exxon Mobil returned a few days ago to Iraq, after they were dragged on the back of security threats.

Iraq has pledged to secure the company's location in oil fields in the southern part of the country and to deploy more security units near its headquarters.

IMHO, I I think it will be a very good effect on the dinar. Everyone knows Iran has been one of the biggest obstacles of  the RV.  Iran has backed themselves into a corner now and the leadership is about to be terminated. This will release the hold that Iran has had for decades in Iraq. I personally am convinced that the Iraq he's I want this as much as we do.

But according to government officials in Iraq, a combination of contractual wrangling and security concerns, fueled by rising tensions between neighboring Iran and the United States, is helping to derail the deal.

Four Iraqi officials involved in the talks, speaking on condition of anonymity because of the sensitivity of the issue, said the negotiations had been stalled by clauses of a contract opposed by Baghdad.

They said the main sticking point was the way Exxon proposed to recover its own development costs, with the company targeting to share oil produced from two fields, which Iraq rejects, saying it represents an infringement on state ownership of production.

An Iraqi negotiator said Baghdad would not sign anything on the current items proposed by Exxon.

Exxon declined to comment on the terms of the contract or negotiations. "In terms of habit, we do not comment on trade talks," a spokeswoman for the company said in Texas.

"The talks are continuing and we expect an agreement to be reached soon," said Fayyad Nima, Iraq's undersecretary for upstream affairs, on Wednesday.

Abdul-Mahdi is directing the prosecution of those behind the firing of missiles

BAGHDAD / Al-Masala: Prime Minister Adel Abdul-Mahdi, on Thursday, military and security leaders to mobilize their field and intelligence efforts to detect and prosecute those behind the firing of missiles.

Abdul-Mahdi's office said in a statement that "the National Security Council held its regular meeting, Thursday, under the chairmanship of the Prime Minister and Commander-in-Chief of the Armed Forces, Adel Abdul Mahdi." 

"The Council discussed the efforts of the armed forces and the security services to strengthen security and stability, respect for the rule of law and to respond with all force to any attempt to tamper with the security and interests of the country," the statement added. 

"The military and security leaders are alerting their efforts in the field and intelligence to detect and prosecute those behind the firing of missiles in the provinces of Nineveh and Basra, wherever and wherever and to intensify the work to prevent the recurrence of criminal attacks aimed at destabilizing security and stability." 

The National Security Council discussed "the issues on the agenda concerning the mechanisms for implementation of the proposed treatments on the security situation in Nineveh province."

The agency quoted four Iraqi officials involved in the talks as saying the negotiations had been stalled by clauses of a contract opposed by Baghdad .

They said the main sticking point was the ways Exxon proposed to recover its own development costs, with the company targeting the sharing of oil produced from two fields, which Iraq rejects, saying it is an infringement on state ownership of production, Reuters said .

The agency noted that an Iraqi negotiator said that Baghdad will not sign anything on the existing items proposed by Exxon .

Exxon declined to comment on the terms of the contract or negotiations. "In terms of habit, we do not comment on trade talks," a spokeswoman for the company said in Texas .

Iraq's undersecretary for upstream affairs Fayyad Nima said on Wednesday talks were continuing and he expected an agreement soon .

Negotiations have also been hampered by separate operations to evacuate Exxon staff from Iraq as a result of mounting regional tensions between the United States and Iran .
