KUWAIT CITY, Aug 15: Although the export of Iraqi gas to Kuwait is just around the corner following an agreement between the two countries on all details related to this file, Kuwait’s Ministry of Oil is still waiting for the final approval of its Iraqi counterpart to press ahead with the project, reports Al-Rai daily quoting sources.

 

Sources elaborated that the Kuwaiti side is waiting for the response of Iraqi Minister of Oil Thamer Al-Ghadban as the project was confirmed during the tenure of former minister Abduljabbar Al-Laeibi. Sources explained the implementation of the agreement has been delayed due to change in the Iraqi government after the two sides had long discussions on the quantity of gas to be exporter to Kuwait – 50 million cubic feet daily – at the initial stage.

The Bloomberg News reported on the development of political and economic relations between Kuwait and Iraq, referring to the visit of His Highness Sheikh Sabah Al-Ahmad Al-Ahmad to Baghdad earlier this summer, which was preceded by Iraqi President Barham Saleh's first visit to Kuwait last winter, and then the positive statement made by Iraqi Prime Minister Adel Abdul Mahdi said last month that the prospects and opportunities between the two countries are far greater than fears and obstacles.

Building diplomatic confidence between the two countries is a major strategic goal for Iraq, which has faced regional crises as well as geopolitical tensions in the region. Iraq recognizes Kuwait as a relatively safe haven, as it maintains friendly relations with various countries and influential parties in the region. It is allowed to deepen economic relations with Iraq without raising doubts or uncomfortable positions.

Investment opportunity

As for Kuwait, the agency said that Iraq has long been a huge market and investment opportunity at the doorstep of Kuwait, as well as being away from other tensions in the Arabian Peninsula, where Kuwait feels that Iraq is one of the places in the region where it can extend the scope of its foreign policy.

Bloomberg said that this overlap of interests is already bearing fruit for both countries, where they are planning to develop joint oil fields, one of them in the Safwan area.

Kuwait is also helping Iraq develop gas fields in southern Iraq. For Baghdad, these projects have the potential to develop a hydrocarbon strategy that is independent of the oil interests of other countries in the region.

Kuwait promised to invest heavily in rebuilding Iraq's war-affected cities, as well as plans to create special economic zones on the border, allowing each side free access to the other's markets, a Bloomberg News report said. Trade in both countries last month was a potential location in Safwan for one of these planned areas. FYT

They are probably fighting over what iraq government official is going to get a bigger cut of the revenue.

Draft Iraqi-Kuwaiti agreement It is strange that the Iraqi side has no remarks on them except to make the name of the Republic of Iraq on the right and not on the left !!!!!

The agreement serves Kuwait as much as it serves Iraq by a very large margin as follows:

1. Iraq does not export goods to Kuwait and the first beneficiary is the supply of Kuwaiti production to Iraq 

2. Customs exemption beneficiary Kuwait because Iraq does not export any goods to Kuwait, therefore, Iraq will be deprived of a non-oil financial resource to support the state budget, especially as customs revenues amounted to two billion dollars last year and aims to reach from eight to ten billion dollars at least estimates

3. The most serious of article 3 and article 7 in addition to paragraph 2 of article 1 is the killing of the Iraqi national production where it stressed that the free zone is subject to non-tariff restrictions and if Iraq prohibits the import of any article to provide the national product does not apply this restriction on the free zone possible for Iraqi merchant import Any article preventing Iraq from importing through the free zone and even in the case of flooding the Iraqi market with Kuwaiti materials, Iraq is not entitled to reduce or prevent it only with the consent of the Kuwaiti side (!!!!!

4. Iraqi ports will be damaged and Iraqi traders will change the import policy and shift to the free zone by using industrial fraud by changing the brand of goods from a foreign industry to a Kuwaiti industry, as is currently the case through the Tarbeel port with Jordan to benefit from the tax exemption. It will change the course of ships to Kuwaiti ports instead of Iraqi ports, and Iraq will lose the wages and revenues of ships, the revenues of maritime agencies and the revenues of maritime services. These revenues will be transferred from our ports to the benefit of Kuwaiti ports. Aq also a lot of jobs for workers loading and unloading in favor of Kuwait Ports

5. Opening the transit of Kuwaiti trucks by road is no less dangerous than granting railway link to Kuwait. This will damage Iraqi ports and transit serves Kuwait more than Iraq. Therefore, we suggest diverting the truck header in the border with an Iraqi truck head to avoid increasing the unemployed Iraqi truck drivers.

6. This agreement will lead to the migration of Iraqi capital to Kuwait in order to obtain the privileges of the agreement granted in favor of Kuwait and will therefore damage the national industry and agriculture and cause increased unemployment in Iraq 

7. The agreement can not be canceled or amended except by agreement of the parties, ie, Iraq is not entitled to amend or cancel it only with the consent of Kuwait during the period of the agreement specified three years or after three years is automatically renewed unless Iraq submitted a request six months before the expiry date !!! ?? 
Accordingly, 
we call on the negotiating team of Iraq to sign this agreement and take the above observations into consideration.

Unveiling an agreement soon between Iraq and Kuwait to resolve the file of joint oil fields

Kuwait - Mubasher: The Minister of Oil and the Kuwaiti Minister of Electricity and Water commented on the developments of the issue of oil extraction in the border area with Iraq .

On the agreement between Kuwait and Iraq to choose an international consultant to study the border area between the two countries and oil extraction, Khalid Al-Fadhil said on Wednesday that "an agreement was signed between the two countries and the selection of an adviser," according to Kuwait News Agency (KUNA ).

The Minister pointed out that the study is still ongoing, and that Kuwait is awaiting the results of that study to hold sessions to consider the process of oil extraction in the common fields .

The senior undersecretary of the ministry Fayyad Nehmeh Hassan in a statement reported by the official newspaper "morning" and seen by "economy news", that "Iraq has opened over the past few years, channels of dialogue with Kuwait and Iran to develop and invest common fields and cross-border with these countries, as there are many of them It is with Iran and like Kuwait with the southern fields of Rumaila and Zubair. ”

Iraq and Kuwait had concluded a joint contract in early August with a global company to prepare studies for the optimal investment of border fields common between the two countries, as the contract provides for the company to prepare technical and reservoir studies for the common border fields, namely, fields (Dome of Safwan - Abdali), and ( Southern Rumaila - Rattaka - Al - Ritqa field), as a prelude to organizing, exploiting and investing in a way that guarantees the right of each party to it in addition to signing an agreement with the Iranian side in this regard.
