He explained that the joint technical committees between the two countries have made great efforts to reach this agreement after a series of meetings headed by Abdul Mahdi al-Amidi from the Iraqi side and Talal al-Ahmad, head of the Kuwaiti side, and resulted in the agreement to start joint investment of these fields and to strengthen bilateral relations between the two brotherly peoples .

According to previous data, the study will determine the production policy of fields and oil and gas fields and the share of each party.

Iraq and Kuwait have reached an agreement that ends the dispute over the eligibility of either side for oilfield revenues on both sides of the border, as defined by a 1993 UN resolution.

In September 2017, the State of Kuwait issued Amiri Decree No. 217 of 2017 approving the memorandum of understanding between the Kuwaiti and Iraqi oil ministries on the exploitation and development of joint oil fields between the two sides.

Iraq has 24 oil fields shared with Iran, Kuwait and Syria, including 15 fields are not exploited.

Iraq has agreed with Kuwait to appoint British energy advisory firm ERC Equipoise to prepare a study for the development of joint border oilfields, the Iraqi oil ministry said on Wednesday.


A contract is expected to be signed with the company in coming days, a statement from the ministry said. Under the contract, ERC Equipoise will conduct technical studies, such as examining reservoirs, for the Ratqa and Safwan fields.


There are several oilfields in the border area between Iraq and Kuwait, most prominently Ratqa, which is a southern extension of Iraq's giant Rumaila field.


The study will set out the technical and legal mechanisms to invest in oilfields shared by the two countries.


Production from cross-border oilfields has long been a source of tension between Iraq and Kuwait, which are members of the Organization of the Petroleum Exporting Countries.


In the build-up to Iraq's 1990 invasion of Kuwait, Baghdad accused Kuwait of drilling wells that crossed the border and pumped oil from Iraqi territory. Kuwait denied the charge.

BAGHDAD (Reuters) - Iraq on Wednesday agreed with Kuwait to appoint British energy consulting company ERC Equipes to prepare a study on the development of joint border oil fields.

The Iraqi Oil Ministry said in a statement received on July 31, 2019, that "a contract is expected to be signed with the company in the coming days. Under the contract, the British company will conduct technical studies, including the examination of reserves in the fields of Ratqa and Safwan."

KUWAIT-KUWAIT: Kuwait and Iraq signed a technical study on the joint border oil fields in Amman, Jordan .

"The signing of the contract was the culmination of the work of the Iraqi-Kuwaiti committee," an oil ministry statement quoted the head of the Iraqi side, director general of the Petroleum Contracts and Licensing Department at the Ministry of Oil, as saying. The ministry will solve all outstanding issues between the two countries and work to expand the horizons of cooperation between them in all fields, including the oil and energy sector. " 

Al-Ameedi added that "the global consultant will provide us with all the information related to oil reservoirs and the size of reserves and other information, which paves the way for joint investment between Iraq and Kuwait."

Sheikh Talal Al-Fahad Al-Sabah, the Kuwaiti Undersecretary of the Kuwaiti Ministry of Petroleum, praised the bilateral relations between the two countries, praising the role of the joint committee which worked hard for the historic agreement and this important contract with the international consultant. First: The decision-maker is often the minister concerned. Even if he does not go to negotiate, the criteria set by the government must be applied to those he chooses to negotiate.
 Second: Preparing the negotiating documents because the negotiators must be competent and provide the negotiator with correct inputs and information, although the negotiator is skilled.
Third: The support team for the negotiator, no matter how skilled the negotiator is, he needs three advisers, a legal adviser, a technical advisor and a financial advisor. There is no negotiation but it has legal, technical and financial implications for the state. These advisors have no right to interfere in the negotiations. They provide him with the necessary advice.
Now, for the purpose of applying these criteria to each negotiating team, the government should launch a supervisory training program for the negotiating teams through a training office to be affiliated with the Council of Ministers. The task of this office is to train any negotiator to be named even if he is trained to familiarize him with the latest international negotiation standards. Negotiation is not a science but art and negotiation art changes according to developments and global changes. And here we propose the adoption of international experts specialized in the art of negotiation for accreditation in the Institute and can benefit from the training and preparation of good trainers in the event of the expiration of contracts in the future, thus creating a culture of art of negotiation, which is lacking as I mentioned in my previous article. In conclusion, he called for an international expert to read that there are training programs for leaders in Europe and at the level of heads of government, two hours to learn about the latest standards and requirements of negotiations to ensure that they do not fall into the trap of unforeseen mistakes.

AMMAN, Aug 3, (KUNA): Kuwait and Iraq have signed in the Jordanian capital of Amman a contract for conducting a technical study for joint frontier oilfields. Both neighboring countries have picked British energy advisory firm ERC Equipoise (ERCE) to determine the optimal way to invest and tap their shared oilfields.

 

The contract was inked by Acting Undersecretary of the Kuwaiti Ministry of Oil Sheikh Talal Nasser Al-Sabah and the Iraqi Oil Ministry’s petroleum contracts and licensing directorate chief Abdulmahdi Al-Ameedi. Speaking to KUNA following the signing, Sheikh Talal said the agreement came at the behest of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, who had instructed the creation of vistas of cooperation with Iraq.

He added that Friday’s contract with the British advisory firm aims at carrying out a technical study to get the most effective way to capitalize on oilfields, expecting the study to be completed in two and a half years at most. On the British company, he said pursuant to the contract, it would conduct studies on border oilfields between Kuwait and Iraq, and technical and legal mechanisms for tapping and investing these oilfields.

The Kuwaiti official spoke highly of the contract as the “fruit of six years of efforts exerted by both countries’ working teams.” On scheduled meetings by both sides and the British advisory firm on Saturday, he said these technical meetings are mainly intended to mull the scope and mechanisms of working in shared frontier oilfields.

On his part, Iraqi Oil Ministry’s petroleum contracts and licensing directorate chief Abdulmahdi Al- Ameedi said the meetings would be a significant step towards the determination of the optimum means to capitalize on joint oilfields. Speaking to KUNA, the Iraqi official said the available exploitation options include the sole operator, national or foreign companies in both countries as per the agreement.

Upbeat about the deal, Al-Ameedi said thanks to it, both sides would usher in a fresh stage of closer relations, especially in view of joint oil production, with both neighbors’ sovereignty and interests to be kept intact. Also speaking to KUNA, Spokesman for the Iraqi Oil Ministry Isam Jihad commended the agreement as an “unprecedented and significant step”, saying that the British advisory firm was selected from among four multinationals.

He elaborated that the contract states that the firm would carry out technical studies for Ratqa/Rumaila and Safwan-Abdali oilfields. British energy advisory firm ERC Equipoise (ERCE) is a specialist in oil and gas reservoir evaluation.

MP Alia Nassif on Wednesday called for the cancellation of the agreement with Kuwait on the use of joint oil fields, saying that the conclusion of this contract in Jordan "will not benefit in secrecy and not to raise suspicions."

Nassif said in a statement seen by the economy news, "The conclusion of a contract of this level of importance and seriousness with a country with bad precedents with Iraq is an affront to the Iraqi people and waste of wealth, especially as Kuwait is overtaken on Iraqi territory, meaning that most of these fields are mainly Iraqi and not common He pointed out that "the conclusion of this contract in Jordan will not benefit in secrecy and not to raise suspicions."

Nassif added that "an international crisis has occurred in the past because of Kuwait bypassing the common oil fields, and today we come to easily contract with Kuwait to invest," wondering about the "role of the prime minister and the regulators, activists, intellectuals and opinion holders."

The economic agreements signed between Kuwait and Iraq have recently raised concerns among Iraqi experts, who warned against “political courtesy” at the expense of the country’s interests in relation to the proposed free trade zone on the border between the Iraqi city of Basra and Kuwait.

A member of the Council of Basra, Mohamed Al-Fatlawi, expressed reservations about the idea of establishing a free trade zone between Iraq and Kuwait, insisting his opposition stemmed “from the simple reason that it will negatively affect the Iraqi Port of Al-Faw, which is being constructed on the waters of the Arabian Gulf”.

He explained that “the goods imported by Iraq from Kuwait are two hundred times more than those exported by Iraq to Kuwait”.

“The presence of a free economic zone means that the port is no longer useful,” Al-Fatlawi lamented, adding that: “The ships come to Mubarak Al-Kabeer Port in Kuwait and are unloaded there, but arrive at the free zone without paying any fees. So, it will be cheaper than coming through Al-Faw Port where tariffs are imposed.”

Jamal Al-Mohammadawi, a member of the Oil and Energy Committee, also said that the free zone could have a negative impact on the Port of Al-Faw. “We will recommend that the government take this issue into account, so that there won’t be any agreements at the expense of trade and import from Iraqi ports,” the New Arab reported Al-Mohammadawi as saying yesterday.

The committee member added: “This year an amount of $400 million has been allocated from the budget to complete the Port of Al-Faw, and if the issue of the free zone is not dealt with, the ships and boats will come to the Kuwaiti port of Mubarak and take the corridor through Kuwait to the market or free zone directly, without the need to complete their way and reach the Iraqi Port of Al-Faw.”

Kuwait's oil ministry said Thursday it was waiting for its Iraqi counterpart to export gas to it.

The Kuwaiti newspaper Al-Rai quoted informed sources that the Kuwaiti side is awaiting the response of the current Iraqi Oil Minister, Thamer Al-Ghadban, to export gas to it after the things under his predecessor Abdul Jabbar Allaibi had approached their rings.

She added that although the export of Iraqi gas to Kuwait was "just around the corner" after the two countries agreed on all the details related to this file, Al-Rai learned that the Kuwaiti Oil Ministry is currently awaiting the approval of its Iraqi counterpart to proceed with the project.

The sources confirmed that the agreement on the import of Iraqi gas, delayed as a result of the change of the Iraqi government, after the two sides have come a long way from the discussions and discussions that reached the point of going into quantities, which was supposed to start with 50 million cubic feet per day, to be graduated to reach Threshold of 200 million cubic feet per day at a price comparable to world prices.
