While I wondered in the previous column of what represents the private sector in the government partnership in the meantime there is a remarkable movement to form a higher council for the private sector led by the Ministry of Planning transparently high-level for the first time in the history of Iraq.
My question coincided with the government's intentions to form the hoped-for council in order to allow for effective participation in the decisions and legislation's, which is consistent with the economic approach approved by the Constitution.
What is the challenge of forming this Council?
It is true that the Ministry of Planning is taking careful and accurate steps in forming the Council through its adoption of criteria and conditions that require the candidate to be nominated for membership of the Council and defined weights for each criterion, points for each qualification and those who receive the highest weights.
The Ministry of Planning did well to keep the doors of nominations open indefinitely in order to exhaust all requests. More importantly, it asked the organizations to present their views and proposals on the evaluation. 
And weights.
What is the most important advantage to be provided by the candidate?
Here lies the challenge because the need to establish a system of the Council and determine the owners by neutral experts to have a relationship with the Council and its membership first, and then be founded on the nomination or membership of the Council is not for the purpose of integrity, but must be skilled and the ability to represent the private sector for the success of the Council To contribute to the achievement of an effective partnership between the government and the private sector in decision-making and legislation aimed at achieving the required economic development.

The reality requires self-denial, abandonment and concession of competencies and expertise that have the ability to represent the private sector. This requires that there be two institutions in the council namely the institution of legislation and the joint investment institution in light of the partnership classification mentioned in the previous column .
