Walmart Says Price Increases Are Coming Due to China Tariffs

Shopping at Walmart is about to get more expensive.

The nation’s largest retailer commented on the effects of the Trump administration’s increased tariffs on goods made in China Thursday in an earnings call. And it wasn’t good news for bargain hunters.

“We’re going to continue to do everything we can to keep prices low,” said Brett Biggs, chief financial officer at Walmart, which once again topped the Fortune 500 list in 2019. “However, increased tariffs will lead to increased prices, we believe, for our customers.”

The chain is working with suppliers to find ways to reduce the impact of the price increases, but much of its merchandise, including clothes and sporting goods equipment, comes from China.

Officials did not say which items they expect will cost more, nor did they give a time frame on when to expect the price increases.

Last Friday, the White House increased tariffs on $200 billion worth of Chinese goods from 10% to 25%. A second round of 25% tariffs on another $325 billion of products from the country could begin “shortly,” administration officials said.

Nearly 6,000 products will be included in the tariff, including common items such as furniture, clothing, shampoo, cereal, perfume, bed sheets, electronics, and purses. A study by the Center for Economic Policy Research found the Trump administration’s 2018’s tariffs cost U.S. consumers $1.4 billion per month.

Retail proponents have long warned an escalation of the trade war with China could result in higher prices.

“Tariffs are taxes paid by American businesses and consumers, not by China,” said David French, senior vice president for government relations at the National Retail Federation in a statement last week. “A sudden tariff increase with less than a week’s notice would severely disrupt U.S. businesses, especially small companies that have limited resources to mitigate the impact. A giant game of chicken': GOP lawmakers warn against Trump's threatened tariffs on Mexico

 

WASHINGTON – Top Republicans warned the Trump administration Tuesday against imposing new tariffs on all Mexican imports, saying the president risks an embarrassing congressional reversal if he goes through with the plan.

President Donald Trump has threatened to impose 5% tariffs on Mexico starting next week unless the Mexican government stops the flow of migrants coming to the U.S. border. Trump said he would increase the tariffs by 5 percentage points each month and warned they could reach 25% by Oct. 1.  

But Senate GOP leaders publicly and privately pressed the White House to negotiate a solution with Mexican officials and said Trump could face a congressional blockade if he goes through with the levies.

“Republicans don’t like taxes on American consumers, which is what tariffs are,” said Sen. Ron Johnson, chairman of the Senate Homeland Security and Governmental Affairs Committee.

“I think the president and the administration ought to be concerned about another vote of disapproval,” said Johnson, R-Wis., referring to a legislative tool lawmakers could use to overturn Trump’s justification for the tariffs.

Secretary of State Mike Pompeo will hold pivotal talks with Mexican officials Wednesday amid the growing political backlash. 

Johnson and others vented their frustration over Trump’s tariff threat during a closed-door lunch on Tuesday with several administration officials who were dispatched to the Hill to explain the president's legal basis for the tariffs.

Sen. Ted Cruz, R-Texas, said that Trump administration officials got an earful from lawmakers expressing “deep concern and resistance to imposing tariffs on trade with Mexico because it would hurt American jobs.” He said the current showdown with Mexico is like “a giant game of chicken,” with potentially disastrous economic results.

“It’s like two trucks headed straight at each other on a country road. If the outcome of this is that Mexico blinks, and they turn, and they actually become active, productive partners in helping stop illegal immigration, that would be a good outcome,” Cruz said. “But if the outcome of this game of chicken is massive new tariffs that destroy jobs in Texas, and across the country, that would be a terrible mistake.”

The Senate's top Democrat, Chuck Schumer of New York, said Trump was probably bluffing – prompting a fierce response from the president.

"Frankly, I don't believe President Trump will actually go through with the tariffs," Schumer said on the Senate floor Tuesday. "President Trump has a habit of talking tough and then retreating because his policy often ... can't be implemented or doesn't make sense."

"Can you imagine Cryin’ Chuck Schumer saying out loud, for all to hear, that I am bluffing with respect to putting Tariffs on Mexico," Trump tweeted Tuesday night. "What a Creep." 

Mexican Foreign Minister Marcelo Ebrard and other top officials are in Washington this week, lobbying the Trump administration against imposing the tariffs – saying it will weaken Mexico's ability to address the migration crisis. 

Most of the migrants trying to come to the United States are from Central America, not Mexico. They’re fleeing violence, poverty and corruption and other problems in their home countries. 

In a news conference on Monday, Ebrard and other Mexican officials noted that their government has already taken major steps toward stemming the flow of migrants, by cracking down on human smuggling and returning more than 80,000 migrants crossing through Mexico to their home countries.

Trump dismissed those efforts Tuesday and seemed to double-down on his tariff threat.

"Millions and millions of people are coming right through Mexico," Trump asserted at a joint news conference in London with British Prime Minister Theresa May. "Mexico should step up and stop this onslaught." 

He said Republicans would be "foolish" to try to block the tariffs. But experts said Trump's plan is vulnerable to a congressional override. 

"This is such a frontal assault not just on Congress’ constitutional power but really on what has been a core of Republican ideology for now, which is a belief in free trade and low taxes," Edward Alden, a senior fellow at the Council on Foreign Relations, a foreign policy think tank, said during a conference call Tuesday. 

 

Alden said it seems to be "sinking in up on the Hill" that these tariffs could wipe out the economic benefits of the tax cuts that Republicans enacted in 2017.

Shannon K. O'Neil, an expert on Latin America with the council, said Trump's demands that Mexico stop the influx of migrants is unrealistic.  

"The challenge for Mexico frankly is that they don’t have the capacity to do this," she said. "This is a problem that the United States admits that they can’t deal with and they expect Mexico, a country with fewer resources and a much less capable bureaucracy, to do that work for them."

It's not clear if Pompeo and Ebrard will be able to find a solution to the stand-off during their meeting on Wednesday. But lawmakers said they were hoping for that outcome so that Congress does not have to step in. 

Senate Majority Leader Mitch McConnell, R-Ky., side-stepped reporters' questions Tuesday about what he would do if Trump went through with the tariffs.

"We’re still hoping that this can be avoided," McConnell said after the lunch meeting. "Apparently these talks are going well. Our hope is the tariffs will be avoided."

Cruz was more direct, noting that a 25% tariff would translate into nearly $30 billion in new taxes on his home state of Texas, which imports more than $100 billion in goods from Mexico annually.

“There is no doubt we have an emergency at the border,” Cruz said. “But there is no reason for Texas farmers and ranchers and manufacturers and small businesses to pay the price of massive new taxes.”

Let's be honest, President Trump has been roadblocked by Congress for the past two years on the issue of Immigration and one of his main campaign promises, "Build The Wall." And before my "comrades in arms" on the LEFT chime in and say that Trump controlled both legislative branches and did nothing, I will argue that "Illegal Immigration" is allowed and promoted by both parties: Democrats for votes and Virtue Signaling, and Republicans for cheap labor.

 

Since Congress (primarily the House) is basically running on "Orange Man BAD!" strategy, Trump has had to default to a few tools at his disposal to influence our neighboring country on the Southern border. I am not a fool to believe that raising Tarriffs on products coming into America will not raise prices...this would be stupid. But a temporary increase in prices in exchange for a long-term change in Immigration will have far greater benefits for Americans. This strategy by Trump may not work at all...only time will tell. But what else can he do to influence the corrupt and anti-American Mexican government as everything up to this point has been ignored by Mexico's leaders.

WASHINGTON (AP) — In a rare confrontation, Republican senators are declaring deep opposition to President Donald Trump's threatened tariffs on all goods coming into the U.S. from Mexico. But it's unclear they have the votes to stop him, and Trump said they'd be "foolish" to try.

All sides, including officials from Mexico meeting with Trump negotiators in Washington this week, remain hopeful that high-level talks will ease the president away from his threat. But with the tariffs set to start next Monday — and Trump declaring them "more likely" than not to take effect — fellow Republicans in Congress warned the White House they are ready to stand up to the president.

The public split and looming standoff over 5% tariffs on all goods imported from Mexico revealed a fundamental divergence in values between the president and his party. Trump uses tariffs as leverage to get what he wants, in this case to force Mexico to do more to halt illegal immigration. For Republicans, tariffs are counter to firmly rooted orthodoxy and viewed as nothing more than taxes they strenuously oppose.

Senate Majority Leader Mitch McConnell said Tuesday with understatement, "There is not much support in my conference for tariffs, that's for sure."

At a lengthy closed-door lunch meeting at the Capitol, senators took turns warning Trump officials there could be trouble if the GOP-held Senate votes on disapproving the tariffs. Congressional rejection would be a stiff rebuke to Trump, even more forceful than an earlier effort to prevent him from shifting money to build his long-promised border wall with Mexico.

"Deep concern and resistance," is how Sen. Ted Cruz of Texas characterized the mood. "I will yield to nobody in passion and seriousness and commitment to securing the border, but there's no reason for Texas farmers and ranchers and manufacturers and small businesses to pay the price of massive new taxes."

Ron Johnson of Wisconsin, who was among the senators who spoke up, said, "I think the administration has to be concerned about another vote of disapproval. ... I'm not the only one saying it."

The outcome would be uncertain — Trump could try to veto a disapproval resolution as he did before. But many Republicans who voted against Trump earlier this year actually supported his ultimate goal of building the border wall. They were just uneasy with his executive reach to do it. Now, the president doesn't have anywhere near the same backing for the tariffs.

The GOP opposition is grounded in fears over what Trump's tariffs would do to the livelihoods of ordinary Americans . Senators worry they would spike U.S. consumers' costs , harm the economy and imperil a major pending U.S.-Mexico-Canada trade deal .

With jitters running high, Federal Reserve Chairman Jerome Powell said Tuesday he's prepared to respond to protect the economy, and stocks rallied on that signal that the Fed will likely cut interest rates later this year.

Mexico is concerned about the tariffs as well, but top officials seemed optimistic about a resolution.

"By what we have seen so far, we will be able to reach an agreement," Foreign Minister Marcelo Ebrard said during a news conference at the Mexican Embassy in Washington. "That is why I think the imposition of tariffs can be avoided."

Trump, during a press conference in London, offered mixed messages.

"We're going to see if we can do something," he said on the second day of his state visit to Britain.

"But I think it's more likely that the tariffs go on," he said. He also said he doubted Republicans in Congress would muster the votes against him. "If they do, it's foolish."

The Mexican officials arrived in Washington over the weekend as Mexico launched a diplomatic counteroffensive and fresh negotiations. On Tuesday, Mexico's trade negotiator Jesus Seade was meeting with U.S. Trade Representative Robert Lighthizer, and Ebrard will meet Wednesday with Secretary of State Mike Pompeo.

Republican senators are hopeful those talks will prevent the tariffs. But if negotiations should fail, the lawmakers warn they may have no choice but to take action to stop Trump.

"Our hope is the tariffs will be avoided," McConnell said.

Lawmakers and business allies worry the tariffs will derail the long-promised United-States-Mexico-Canada trade deal— a rewrite of the North American Free Trade Agreement that Trump campaigned against and promised to replace.

 

Sen. Chuck Grassley, R-Iowa, chairman of the Finance Committee, told reporters Tuesday the tariffs make passage of USMCA "more difficult."

Questions remained, meanwhile, over how, exactly, the president would invoke executive authority to slap tariffs on the Mexican goods -- and what Congress could do to block him.

Trump has indicated he will rely on the International Emergency Economic Powers Act, a national emergency executive action he can take without congressional approval.

But lawmakers say they can quickly vote on a resolution to disapprove. That's what happened earlier this year when Congress, stunned by Trump's claim of executive power, tried to block him from taking funds for the border wall with Mexico. Congress voted to disapprove of Trump's actions, but the president vetoed the resolution.

This time, Republicans warn the numbers could be higher against the president — possibly a veto-proof majority in the Senate. But it's unclear the president could be blocked in the House where Republicans may be less likely to oppose him.

Democrats and some Republicans doubt the tariffs will ever take effect. Senate Democratic leader Chuck Schumer said Tuesday that "Trump has a habit of talking tough and then retreating."

Trump struck back against Schumer on Twitter, insisting the tariff threat was "no bluff."

Earlier Tuesday, Trump claimed "millions of people" are entering the U.S. through Mexico and criticized congressional Democrats for not passing new laws. He said, "Mexico should not allow millions of people to try and enter our country."

It is unclear what more Mexico can do and what would be enough to satisfy Trump on illegal immigration, a signature issue of his presidency.

The United States has not presented concrete benchmarks to assess whether the U.S. ally is sufficiently stemming the migrant flow from Central America. Mexico calls the potential tariffs hurtful to the economies of both countries and useless to slow the northbound flow of Central American migrants

They may not like his combative style, but business leaders have applauded much of President Trump’s economic agenda. Trump slashed their taxes starting in 2018, sending profits soaring. And he’s killing regulations, making it easier for business to operate.

But the honeymoon is ending as a tariff-happy Trump disrupts supply chains all over the world and threatens some U.S. companies outright. Businesses are responding to Trump’s escalating tariffs on imports from China, Mexico and other countries by curtailing investment, which will weaken the economy as Trump is heading for reelection in 2020. And investors unnerved by trade and immigration wars are selling stocks and other risky assets, signaling concern about economic damage Trump may be causing—and even a possible recession. The S&P 500 stock index is down 7% since the end of April, largely on trade worries.

The U.S. Chamber of Commerce, the top lobbying group for corporate America, says it may pursue legal action to stop Trump from imposing tariffs of up to 25% on imports from Mexico. Trump announced those tariffs on May 31 to pressure Mexico to stop migrants from flooding into the United States. A lawsuit probably won’t stop him. But combat with the powerful lobbying group—which has praised Trump’s regulatory reforms and called his tax cuts a “historic moment”—is a dark turn in Trump’s relations with corporate America. The chamber’s last such action was a suit against the Obama administration objecting to a more generous overtime rule, which it won.

Hurting companies

If Trump goes the distance with his Mexico tariffs, they could add up to an $87 billion tax on nearly $350 billion worth of imports from Mexico—paid by Americans, not Mexicans. U.S. companies hurt the most would be General Motors, Delphi, Constellation Brands, Cummins, Black & Decker and Fiat-Chrysler (partly American), according to Panjiva Research. The tariffs would start at 5% and be raised incrementally over four months to 25%. It’s possible, of course, Trump is only bluffing.

But he hasn’t been bluffing about his tariffs on imports from China and other countries, which so far are taking about $106 billion out of the economy on an annual basis, costing the typical household $813 per year, according to the New York Federal Reserve. Bank of America recently cut its profit forecast for big companies on account of the Trump tariffs, and warned that stock prices still aren’t pricing in the possible damage, despite the recent swoon.

Some companies importing products from China are now switching to other countries not subject to the new Trump tariffs, such as Vietnam, Taiwan and Korea, according to Capital Economics. But that still entails relocation costs and new sources of production that might not be as cheap as China.

Some U.S. importers, such as camera maker GoPro, have shifted production from China to Mexico—and now face a double-whammy from Trump’s surprise announcement of the Mexican tariffs. Other U.S. firms seem to be targets of Chinese retaliation. The Chinese government, for instance, is investigating FedEx for misrouting two packages meant for the offices of tech giant Huawei in China. Yes, that Huawei—the one Trump wants to shut off from U.S. suppliers as part of his trade crusade. We can play that game, too, China seems to be saying.

The tax cuts companies cheered last year contributed to a modest bump in business investment in 2018. But that has trailed off, and manufacturing activity has now slumped to the lowest level since late 2016. That implies weak economic growth of just 1.5%, according to Capital Economics. Morgan Stanley warned recently that if Trump imposes additional tariffs on Chinese imports, as he has threatened, the result could be a recession early next year.

Personal hostility, settling scores

Amid all this, Trump is renewing attacks on some familiar corporate targets and launching some new ones. He recently encouraged a boycott of AT&T, because it owns CNN, one of the news organizations Trump blasts regularly for its critical reporting. Trump’s Justice Department tried to block the recent AT&T-Time Warner merger, on unusual grounds—most likely because of Trump’s personal hostility toward CNN, which would be an egregious abuse of presidential power. The government lost and the merger went through.

The Trump administration is now reportedly considering antitrust proceedings against Google, Amazon, Facebook and Apple. There are legitimate reasons to examine the reach and power of the tech giants, and whether they’re squashing competition. But Trump has attacked Amazon and Google for personal reasons, which sows doubts about the government’s real interests. Trump dislikes Amazon CEO Jeff Bezos, who owns the Washington Post, which like CNN routinely criticizes Trump. And Trump complains, with no evidence, that Google favors liberal groups and causes over conservative ones. So antitrust probes could just be another way for Trump to settle scores.

Trump got elected by saying he’d run the country like an efficient business and ignite growth. It’s still possible he’ll get some wins in his trade disputes and other policy efforts, and be able to point to tangible economic success in the home stretch of the 2020 election.

But Trump is making enemies out of allies in the corporate sector, much as he has done with diplomatic allies in Europe, North America and elsewhere. The companies he’s feuding with and forcing into global workarounds are the key to the economy he wants to ignite. Trump may not know who his friends are.

I am not a fool to believe that raising Tarriffs on products coming into America will not raise prices...this would be stupid. But a temporary increase in prices in exchange for a long-term change in Immigration will have far greater benefits for Americans.

The United States Of America innovative industries will pop up to replace the imports AND encourage the imported manufacturing to locate WITHIN The United States Of America. As the growing manufacturing sector takes hold, competition will increase and provide an optimum for prices for goods offsetting the cost of the tariffs and lowering the demand on imports even driving the cost of imports down.
