BAGHDAD - Mawazine News
The political blocs in Iraq began a vigorous movement between them and Prime Minister Adel Abdul-Mahdi reached a peak in this period with regard to special grades, which amounted to more than 4 thousand positions from the rank of Director General and above.
The Iraqi government must resolve these positions, which are now run by the proxy within a period not exceeding one month, because the government set within its government program on June 30, the date for the expiration of the positions of the proxy.
The Iraqi Council of Ministers announced the first step to end the file of appointments by proxy for senior positions in the institutions and departments of the state, demanding the latter to provide them with the necessary to end the file.
In a letter from the Secretary-General of the Council of Ministers Hamid al-Ghazi addressed to all State institutions: "In line with the provisions of Article 58 of the Financial Budget Act of 2019, which confirmed the termination of the management of the State institutions of the Agency except the security and military agencies by 30-6-2019 A procedure after this date is carried out by the designated agent in vain and does not entail any legal effect on the fact that the concerned department shall suspend all financial allocations and administrative powers in case they continue after the aforementioned date. "
He added that "for the purpose of resolving the said file and the application of the government program approved by the Council of Ministers, which stressed the resolution of the file of workers proxy, please take into account the above by providing us you see fit to occupy senior positions within your working groups so that we can resolve the issue within the legal period.
The decision of the Legal Committee in the House of Representatives Yahya al-Muhammadi that "the parliamentary blocs formed since the beginning of May, the current committees mandated to negotiate with the Prime Minister to resolve the file of positions and sites managed by proxy."
"The movement between the parliamentary blocs and the Prime Minister reached a peak during the current days after the deadlines for ending the file of agencies," said Mohammedi, adding that "the negotiations are looking to develop criteria to choose the appropriate personalities to manage these positions and positions in accordance with the principle of balance."
He added that "the talks between the committees and the Prime Minister is going to resolve the special grades such as independent bodies and ambassadors and advisers, directors-general and deputy ministers," noting that "there is accelerated in the process of negotiations between these parties in order to avoid entry into the taboo."
He pointed out that "the maximum work of these negotiating committees will be before the end of next June to name the new crew for special grades," warning that "the failure of these negotiations and not resolve the subject ahead of the deadlines enter the state in a complete vacuum."
In the same context, the Construction Coalition announced a "parliamentary consensus during the initial dialogues on the resolution of more than 4,000 positions by proxy during the next month."
The MP for the construction Fadhil al-Fatlawi, "The dialogues between the political blocs began after the government set June 30 as the date for the expiration of positions by proxy."
He added that "the initial dialogues indicate a parliamentary consensus between the reform and build on the resolution of positions by proxy," noting that "the positions of the proxy to be covered by the resolution more than 4,000 positions from the rank of Director General and above."
He explained that "
"The file of deputy ministers and general directors has not been resolved because of political and partisan conflicts, and tempting privileges in this file, accusing political blocs trying to acquire special grades, to strengthen the so-called deep state and thus impede the resolution of the file so far."
Hussein added that "in this year's budget there is a mandatory paragraph, which provides for the resolution of the file before June 30, otherwise will be the suspension of all salaries and financial allocations to all agents and general managers of the Agency
He pointed out that" one of the main reasons for not resolving the file is the special grades is The existence of political and partisan interventions put pressure on the Prime Minister in order to obtain the capabilities of ministries and departments in all its joints, in addition to another reason, the lack of completion of the ministerial cabin so far.
"The majority of the blocs adhere to the principle of quotas even at the level of special grades and that failure to resolve the file of special grades is due to the completion of the formation of the government and the file lacks mechanisms that work to organize things in a way that serves the public interest."
Nabil added that "the law worked to establish the foundations and controls that emphasize the equality and non-discrimination in the occupation of any job position in the country, including special grades and agents of ministries and grades of Directors General, all of which exceed 4000 degrees," adding that "all the reached the division of positions According to sectarian quotas is the result of illegal and illegal measures aimed at the exclusion of efficient characters.
He explained that "all what is said in the media that the grades are occupied based on the principle of competence and independent personalities is just a laugh at the chin," stressing that "the delay in resolving the file of special grades is the result of lack of access to the consensus and that all the change in the The House of Representatives is formal and not essential. "
He stressed that "the occupation of high positions according to sectarian quotas is a constitutional breach because it stressed the principle of equality and equal opportunities and non-discrimination and that all Iraqi people are equal before the law."

I was kinda thinking he might have made some type of deal with Mahdi for one of the vacant ministers positions. I agree, he gave up his position in the Dawa Party for something...

Newspaper: 30 days before the Iraqi government to resolve senior positions

BAGHDAD (Reuters) -
Most ministries and independent agencies are still lagging behind in the case of nominating candidates for senior posts, with the exception of the Ministry of Higher Education, which has begun to change a number of directors and university presidents, the newspaper Al Arabi Al-Jadid reported on Saturday.
"There has been intense movement among the main political forces for days to agree on the outline of the criteria for selecting qualified persons to hold senior positions in the Iraqi state," the paper quoted a senior Iraqi official as saying. "There are deep differences on this issue."
The Iraqi government has only thirty days left to resolve hundreds of senior posts and special grades administered by proxy, according to the government program, and the Federal Budget Law, which contained clauses that prohibit the payment of salaries to any Iraqi official who runs his proxy post after June 30.
It is noteworthy that the special grades in Iraq include the agents of ministers, heads of independent bodies, and officials of the offices of endowments, directors-general, and university presidents, and any other position requires the approval of the Prime Minister after the proposed names of ministers and officials concerned.
