ERBIL, Kurdistan Region -  The Iraqi oil minister said on Friday that Erbil-Baghdad relations are improving and that they have a “good chance” to reach a sustainable solution over their issues on oil, bringing Kurdistan Region’s President Nechirvan Barzani’s recent visit to Baghdad as a good signal for the relationship. 
 

“The two sides are now in agreement that this situation should stop,” Thamir Ghadhan said on Friday during a panel at the Iraq Petroleum conference in London. “We should end the situation. Therefore, there should be  co-operation and at the top of it is, of course, the oil issue.” 


Ghadhan, who is also deputy prime minister for energy, claimed that the Iraqi government has sent the salaries of civil servants - including the Peshmerga forces - to the Kurdistan Regional Government (KRG), expecting Erbil to send over 250,000 barrels of oil per day (bpd) “but unfortunately this has not been done.”

However, he expresses his understanding that the KRG and the central government have an opportunity to work together, to arrive at “better solution than before, [and a] durable sustainable solution”. 

Baghdad stopped sending the KRG’s budget share in 2016 when the Region decided to sell its oil independently. 

This came to a head following the non-binding vote when Baghdad imposed an embargo on international flights to and out of the Region’s airports and launched a military operation against the Peshmerga in the disputed territories in October 2017. 

However, relations between the Baghdad and Erbil have improved greatly since Iraqi Prime Minister Adil Abdul- Mahdi was elected in October 2018. 
 

Even before assuming his position, Abdul-Mahdi enjoyed good relations with Kurdish leadership. He was backed by Kurdish parties to become PM, and once he was elected, Erbil and Baghdad formed joint committees to end some of their issues such as the removal of checkpoints between Kurdistan Region and Iraq and the unification of taxes.

Iraqi lawmakers finally passed the contentious 2019 budget bill in late January, guaranteeing the payment of KRG’s employees even if Erbil fails to hand over the specified 250,000 bpd. 

Nechirvan Barzani visited Baghdad on June 20 for the first time as the President of Kurdistan Region. It was his first trip outside the Region in the role. 

“Today in Baghdad, I met with the prime minister, the president, and speaker of the House of Representatives and stressed that the Kurdistan Region is willing to resolve all the impending disputes with the Iraqi federal government in accordance with the constitution and strengthen coordination in all fields,” Barzani said in a Facebook post Thursday.

Both governments have agreed to form two committees to set the agenda on future talks to resolve oil and budget issues, according to Fuad Hussein, Iraq’s finance minister.  

In an interview with Anadolu Agency, conducted a few days later during his trip to Turkey, Nechirvan Barzani said that the Kurdistan Region is willing to send the allotted amount of oil to Baghdad, but that  agreements should be finalized. 

"In principle, we do not have any issues with handing over the 250,000 barrels of oil per day to Baghdad,'' said Barzani, but added  that “before it happens, agreements should be made”.

Yep, any wonder why I'm no fan of the crooked Kurds. They keep talking about a solution to the oil issues an even when they find one (2019 Budget) for example the crooked Kurds just cant seem to adhere to their agreements.

The GOI should have let the thieving Kurdistan succeed when they had a chance an be done with that headache. There's enough oil in the rest of Iraq to feed the corrupt politicians pockets... 

 

My patience is wearing a little thin today.

MP Riyad Mohamed, from Al-Islah Alliance, has revealed that the Parliament has agreed to sack the Finance Minister Fouad Hussein for granting Kurdistan Region’s government the budget’s money without getting back to the federal government.

In remarks, Mohamed said “huge number of MPs are leading parliamentary mobilization and collecting signatures to question and dismiss the finance minister.”

The minister, according to Mohamed, “did not stick to the government’s program, in addition to giving Erbil’s government that budget’s money without getting back to the federal government.”

Moreover, Mohamed added that the minister “sent the money, although Erbil did not send Baghdad the revenues from the oil exports, which is a legal violation.”

MP Mithaq Ibrahim, from Al-Fatah Alliance, previously said that Prime Minister Adil Abdul-Mahdi granted Kurdistan government huge privileges without anything in return. 

Fatah Alliance had accused Hussein of being behind the calls for Peshmerga return to Kirkuk to pressure Baghdad government to cede the oil revenues.

Who in their right mind would continue to send money to Kurdistan without the Kurds upholding their end of the agreement pertaining to oil.

The thieving Barzani’s will continue to form Committee’s an hold meetings for years to postpone having to give up some of their oil money. 

Until they can create an HCL an the GOI can find a PM with the balls to enforce it, I think it will be the same ole crooks doing what they’ve been doing for years...
