OTTAWA (Kurdistan 24) – Under new leadership, the Kurdistan Regional Government (KRG) will continue to promote positive relations with international allies and partners, according to Bayan Sami Abdul Rahman, the KRG Representative to the United States.

Speaking to Kurdistan 24 in the Canadian capital of Ottawa last week, Abdul Rahman underlined her confidence in the leadership of both Nechirvan Barzani and Masrour Barzani to push forward diplomatic ties with allies abroad.

Over the past month, the KRG elected Nechirvan as its new president and Masrour as prime minister-designate to form the government’s new cabinet.

President Nechirvan Barzani has always looked outward in terms of our diplomatic relations, and my understanding is that Kurdistan’s top diplomat, if you like, under our system is, in fact, the president of the region,” Abdul Rahman told Kurdistan 24.

“I’m confident that President Nechirvan Barzani will continue to foster great relations with our allies and partners.”

On Masrour’s election as PM-designate, Abdul Rahman noted that he “has always put a great store on [the Kurdistan Region’s] relations with our partners overseas” and he considers such relationships and partnerships “as critical to Kurdistan’s future and our stability.”

“It’s an exciting time for [the] Kurdistan Region, and I hope we will very soon see visits to America and Canada by our leaders,” she stated.

Abdul Rahman was on a trip to the Canadian capital to attend a screening of Gwynne Roberts film “One Yezidi Family vs ISIS” at the Wellington Building near Parliament on June 17.

The Canadian Parliamentary Friends of the Kurds, an all-parties caucus dedicated to cultivating dialogue and forming stronger parliamentary ties with the KRG, organized the event.

The film follows an Ezidi family at a camp in the Kurdistan Region as it copes with the aftermath of a brutal genocide at the hands of the so-called Islamic State. Roberts’ film raises many concerns, the main one being the future of vulnerable groups like the Ezidis.

Abdul Rahman encouraged members of the US-led coalition, including Canada, which supported the Kurdistan Region’s Peshmerga, to understand “the situation on the ground.”

Over the past few years, Canada has opened its doors to thousands of Ezidi refugees. Although Abdul Rahman said she would like to see them remain in their homeland of Sinjar (Shingal), she is aware “that for many of them, they see [migration] as the only option.”

“For us, it’s important that countries that offer them asylum should understand what it is that drove those people away from their own homeland, from their own families,” she told Kurdistan 24.

“Political leaders in countries where life is more comfortable, those political leaders should understand what it is that drives people to leave everything behind.”

ERBIL (Kurdistan 24) – Over 12,000 Arab families who occupied Kurdish-held territories before 2003 are now returning to the disputed province of Kirkuk once again, a Kurdish official said on Saturday.   

Adnan Kirkuki, a spokesperson for the Kurdistan Democratic Party’s (KDP) leadership council in Kirkuk, said the Arab population which is set to return to Kirkuk were involved in previous Arabization campaigns by the former Iraqi Ba’ath regime.

According to Kirkuki, the Arab families “were given compensation in the form of lands and financial means under Article 140 of the Iraqi Constitution to return to their governorates and homes” after 2003.

“However, following the events of October 2017, they are gradually returning to Kirkuk in an attempt to occupy Kurdish lands once again,” he told local media.

In Kirkuk, many Kurdish communities have been forced to leave their homes, especially in recent months, because others have made claims to their land using the same deeds they were given during previous Arabization campaigns enacted during the reign of Saddam Hussein.

Kirkuk is one of the multiple disputed territories both the Kurdistan Regional Government (KRG) and the Federal Government of Iraq claim. As a result, any campaign which enforces demographic change violates the Iraqi Constitution.

“The Iraqi Council of Minister’s decision to halt any process interpreted as an Arabization campaign seems to have no effect as [the Arab residents] are even provided with residential recognition as citizens of Kirkuk,” Kirkuki stated.

ERBIL, Kurdistan Region – The US Chamber of Commerce on Sunday signed a number of memoranda of understanding with the Kurdistan Region, with a view to expand investment and trade relations with Erbil.

Representing over 3 million companies, the US Chamber of Commerce could provide a wealth of cooperative business ventures for the Kurdistan Region to embark on.
 

Today we bring a delegation of more than 50 business leaders and nearly 30 companies to the Kurdistan Region of Iraq. The members of that delegation are drawn from a range of sectors and industries,” Steve Lutes, vice president of Middle East Affairs at the US Chamber of Commerce, told business delegations and KRG officials after signing the memoranda in Erbil.


We are here because we are optimistic about the future of Iraq, about the future of Kurdistan Region in Iraq,” he added. “I sincerely hope we will see more American companies coming here doing business and investing.”

Lutes said they “look forward to a lot of future work and activity together.”
 

The memoranda of understanding were signed in areas of agriculture, health, finance, energy, logistics, telecommunications, and many other fields.


Among the agreements reached at the event was one for biometric software development. "The US office of Security Cooperations will fund software development and carry the costs for the required hardware to develop a Human Resources management system for the Ministry of Peshmerga,” Hiwa Afendi, Head of the KRG Department of Information Technology, told Rudaw English.

Kurdistan Region President Nechirvan Barzani also took part in the event where he promised help and facilitation to investors in the Region and encouraged the Kurdistan Regional Government (KRG) to create better conditions for investors.

“Kurdistan Region has a suitable environment for investment and we will facilitate, assist and support investors,” Barzani said. “We are anxiously waiting for the US private and investment sector to play a big role here. They can work together with the local private sector and government.”

“We will encourage the government and parliament to create more appropriate conditions for investors.”

Barzani assured the business delegation that their investment in the Kurdistan Region will be protected.

“We reassure you that we will support you and your investment and rights will be protected in the Kurdistan Region.”

The Kurdish president also touched on his endeavors to tackle corruption and minimize bureaucracy in order to facilitate the work of investors in the Region.

“We have always tried, worked and will work to eliminate shortages, weaknesses, routine and barriers getting in the way of investors. We have conducted legal and executive especially financial administration reforms. We have confronted corruption and irregularities and we will continue doing this.”

Barzani spoke about a new phase of relations between Erbil and Baghdad, urging that they both learn from past mistakes and commit to the constitution and the principles of federalism.

The KRG’s relations with Baghdad hit rock bottom in late 2017 after the Kurdistan independence referendum. 

Already frosty relations over independent oil sales and the KRG’s share of the federal budget came to a head following the non-binding vote when Baghdad imposed an embargo on international flights to and from the Region’s airports and launched a military operation against the Peshmerga in the disputed territories. Relations have vastly improved since Abdul-Mahdi came to power.

We are beginning a new phase of relations with the federal government, and we together will take new steps toward cooperation and coordination on the basis of the constitution and federalism,” Barzani said.

We both should learn from our past mistakes and benefit from them in a bid to take steps toward a better future. There are serious and dedicated efforts on both parts to resolve all the problems. Having good relations between Baghdad and Erbil will reflect well on economic and trade activities as well as investment in the Kurdistan Region and throughout Iraq.”
 

The signing of the memoranda is a show of Washington confidence in the Kurdistan Region in what is a tumultuous time for a wider Middle East facing rising Iran-US tensions, and for a Kurdistan Region still struggling to get back onto its feet after four years of economic crisis exacerbated by the fight against Islamic State (ISIS).

OTTAWA (Kurdistan 24) – A Member of the Canadian Parliament says his country is excited about the renewed energy in the Kurdistan Region amid the formation of a new regional government.

Gord Johns, an MP for Courtenay-Alberni, spoke to Kurdistan 24 last week where he expressed his excitement about the positive relationship between Canada and the Kurdistan Region and said he hopes those constructive ties continue to grow.

Opportunity for Renewal

On the recent election of Nechirvan Barzani as the Kurdistan Region’s new President, and Masrour Barzani as Prime Minister-designate to form the new KRG cabinet, Johns underlined the real prospect for “renewal” and “progress.”

The Kurdistan Region should “tap into all of that youthful energy, that exciting energy about change,” he told Kurdistan 24. “It seems like an opportunity for renewal and opportunities for progress.”

“Canada would be an excellent partner in terms of working together on our cultural and economic ties and ways that we could best support each other.”

The Canadian MP pointed to his country’s strong economy and the rights and freedoms its people enjoy and said Kurdistan would benefit greatly by working with Ottawa to apply some of those best practices within the KRG.

“It’s very important to work with countries like Canada as you create more security and grow your economy and create more stability in that area,” Johns stated.

Global Security

The MP recalled Canada’s security ties with the Kurdistan Region, emphasizing the need for such relations to continue to ensure international security.

Canada’s partnership with Kurdistan is “important for global security,” Johns explained. “I think security in Kurdistan is important to global security, so the success of the president in the region in creating peace and security in that region is very important to everybody.”

Since the emergence of the so-called Islamic State in Iraq and Syria, Canada has provided training and support to the Kurdistan Region’s Peshmerga forces as they effectively defeated the terror group.

Aside from the military aspect, Johns said security in the Kurdistan Region should also extend to the economic and social infrastructure to ensure “people get the support they need.”

“Look at countries like Canada and our healthcare system, our policing system, our judiciary; [these] are all very important models that could be applied in an area like Kurdistan to give you the security that you need.”

Planned Visit to Kurdistan

Johns also serves as Vice-Chair of the Canadian Parliamentary Friends of the Kurds, an all-parties caucus dedicated to cultivating dialogue and forming stronger parliamentary ties with the KRG.

He told Kurdistan 24 the all-party group has plans to send a delegation to the Kurdistan Region in 2020.

“There is a lot of excitement,” the MP said, it would be “the first delegation from our group to Kurdistan to talk about our culture and our economic opportunities and ties and how we can best support the region and strengthen our ties that are always growing.”

“There’s a lot of new exciting energy right now in the region, so we want to make sure that we’re connected with that energy here in Canada,” Johns added, noting his government is thrilled at the opportunities to grow its relationship with the Kurdish people.

“Hopefully, we’ll meet the president when we’re over there with our all-party group when we get to Kurdistan!”
