ERBIL (Kurdistan 24) โ€“ The Kurdistan Regionโ€™s Minister of Finance on Monday rejected rumors surrounding the misappropriation of salaries sent by Baghdad as part of the Kurdistan Regional Governmentโ€™s (KRG) budget.

The comments came during a joint press briefing held in Erbil byย the Minister of Finance and Economy in question, Rebaz Hamlan, and KRG spokesperson Safeen Dizayee.

โ€œIn 2018, the federal government of Iraq sent the salaries of KRG civil servants for nine months, amounting to IQD 2,857 trillion,โ€ Hamlan said.

He claimedย the Iraqi government sent the Januaryย salaries in April 2018,ย delaying payments which are now being done in arrears.

โ€œIn total, we redirectedย IQD 3,618 trillion ofย the KRGโ€™s own revenue to overdueย 2018 salaries asย the amountย sent byย Baghdad did not cover the KRGโ€™sย civil servant expenses,โ€ the minister explained.

The press conference was held amidย rumors circulating on Kurdish social media networks claiming Baghdad had sent fundsย for five monthsย of salaries forย KRG employees, but that theย Kurdish government was holding the money back.

โ€œYes, the central government [Baghdad] sent five-monthsโ€™ worth of salaries to the KRG in 2019 in five separateย batchesโ€ฆ in total, we received IQD 2,266 trillion,โ€ the Kurdish minister added, stating the KRG once more added IQD 1,831 trillion ofย its revenue to compensate workers and put an end to unpopular austerity measures.

ERBIL (Kurdistan 24) โ€“ Lawmakers in the Kurdistan Region Parliament are set to form a new committee that deals with the issue of contested areas between the Kurdistan Regional Government (KRG) and the Federal Government of Iraq, a member on the committee of disputed territories said on Monday.

Naser Ahmed, a member of the committee, said a delegation would visit the disputed areas that fall within Article 140 of the Iraqi Constitution to produce a law which compensates the diverse ethnicities who live in those regions.

โ€œThe committee will then visit Baghdad to re-direct the focus and attention on Article 140 of the Iraqi Constitution,โ€ Ahmed told Kurdistan 24.

โ€œThe legislature aims to include the people in the disputed areas who suffered prosecution and ethnic-based malice since 1968, and to estimate their losses in an attempt to compensate them in the future,โ€ he added. ย ย ย 

According to Article 140 of the Iraqi Constitution, the fate of disputed territories between Erbil and Baghdad requires a referendum in the contested areas so people can decide whether they want to be governed by the KRG or the Iraqi government. However, no such referendum has taken place despite the deadline having expired over a decade ago.

Under the former Iraqi dictatorship regime, the disputed areas, notably Kirkuk, experienced a process of Arabization. Most of the disputed territories are inhabited by non-Arabs, including Kurds, Assyrians, Yezidis, Turkmen, and Shabaks.

In recent weeks, there have beenย complaintsย of an ongoing campaign of demographic change in Kirkuk province with Kurds forcibly removed from their homes and replaced with Arabs, a matter which is a direct violation of the Iraqi Constitution.

A special team of the Integrity Commission arrives in Beirut to recover the former governor of Kirkuk

BAGHDAD (Reuters) - A team of the Integrity Commission arrived in Beirut on Monday (May 27, 2019) to retrieve former governor of Kirkuk Najmuddin Karim from the Lebanese authorities after he was arrested by Interpol for an arrest warrant issued by the Iraqi government on corruption cases.

A source familiar with the matter said that a team of the Integrity Commission arrived in Beirut today to recover the former governor of Kirkuk, Necmettin Karim.

He said the team had started working with the Iraqi embassy, which will work with the Lebanese authorities to complete legal procedures and hand over Najmuddin Karim to the authorities in Baghdad.

Interpol earlier arrested the former governor of Kirkuk, Necmettin Karim, on the basis of a warrant issued by the federal government for his right to corruption cases, while he was released later, but the Lebanese authorities are still conservative and has withdrawn his identity papers.

So he was arrested. Call me when he stands on Iraqi soil. Then nktify all Iraqi newspapers, radio stations and tv stations so they can broadcast every single even/ in the trial. Then, if and when convicted perp walk him to his prison cell or gallows. That will work for me. Then I will believe.

The Kurdish Change Movement on Sunday called on all major political forces and parties in Kurdistan to hold a joint summit meeting to study the situation in the disputed areas and to plan to normalize their situation and return them to the Kurdistan Region.

SULAIMANI โ€” The federal government has transferred five monthsโ€™ worth of employeesโ€™ salaries to the Kurdistan Region in 2019, said a Kurdish minister on Monday (May 27).

Minister of Finance and Economy Rebaz Hamlan also said that the central government made nine monthly salary transfers in 2018.

He added the government of Iraq had sent five monthsโ€™ salaries of employees in 2019, three of which were given to employees as salaries for October, November, and December of 2018.

โ€œThe other two were also paid as salaries for January and February,โ€ he added in in a joint press conference with Kurdistan Regional Government (KRG) Spokesperson Safin Dizayee.

โ€œWe will continue to pay salaries.โ€

The salaries of the five months were equivalent to more than 2.266 trillion Iraqi dinars, according to the Kurdish official.

The KRG needs 881 billion Iraqi dinars per month to pay salaries of employees in full, Hamlan noted.

The minister of finance and economy denied that the federal government had transferred salaries of Peshmerga forces to the Kurdistan Region.

Referring to the Kurdistan Regionโ€™s work with Baghdad, Hamlan said both sides have a โ€œvery good relationship.โ€

Under the terms of the federal budget law passed in January, the Kurdistan Region should submit 250,000 barrels of oil per day to the State Oil Marketing Organization (SOMO).

In return, Baghdad will transfer 12.67 percent of the federal budget to Erbil.

If there is a dispute, the central government is legally obligated to transfer enough money to pay the salaries of public sector workers in the Kurdistan Region, including Peshmerga.

At the moment, the Region is not transferring the required amount of oil, claiming that it has certain contracts to fulfill first. It appears that Baghdad is being tolerant of that for the moment and has been meeting its obligations under the budget law.
