An Iraqi source in Beirut revealed on Wednesday the repercussions of the arrest of Najmuddin Karim, the former governor of Kirkuk, pointing out that Interpol told Kurdistan that the handover of Najmuddin would be to Baghdad, not to Arbil. 
The source said, according to "RT", "contacts are conducted by the federal judiciary in Baghdad and the Kurdistan region of Iraq to receive Karim, who was arrested yesterday at Beirut airport, and there are differences between Baghdad and Erbil on the matter, but Interpol confirmed that the detainee will not be handed over to the federal judiciary" . 
He added that "INTERPOL informed the Iraqi Kurdistan authorities that the arrest was based on a memorandum issued by the federal government and not from Kurdistan, so the extradition process will not be for Erbil."

Plashkhar, before her visit to New York, met in Erbil with Nechirvan Barzani and discussed with him the conditions of the disputed areas, and both sides to normalize security conditions in those areas and the return of citizens to their areas through coordination between Erbil and Baghdad, Kurdistan Region for the meeting. 

In a draft resolution, the UN Security Council extends the mandate of UNAMI and sets priorities for the mission during the extension period. The issue of Kirkuk and Article 140 has not been included in the mission's priorities in previous years because of Baghdad's objections. 

In this regard, Iraq's representative to the United Nations did not explicitly oppose this idea. During his speech at the UN meeting on Tuesday, May 21, 2019, Iraq's Ambassador to the United Nations, Mohammed Bahr al-Ulum, described the improved relations between Baghdad and Erbil as a gain for the new Iraqi government Headed by Adel Abdul Mahdi.

"Among these things, the relationship between Baghdad and Erbil, which is at its best since its inception, and we will continue in our endeavors and coordination between us." 

At a meeting on Tuesday, the UN Security Council extended the duration of the UN mission in Iraq for another year.

ERBIL (Kurdistan 24) – The Kurdistan Region’s human rights commission released a statement on Wednesday calling for the suspension of administrative decisions made by the acting governor of Kirkuk against the Kurds who live in the contested province.

The statement comes in response to the ongoing “Arabization process” in Kirkuk and Khanaqin, where four Kurdish citizens were arrested on Wednesday for refusing to forcefully leave their homes and lands after Iraq’s North Oil Company claimed the properties belonged to them.

The human rights commission accused the acting Governor of Kirkuk, Rakan Saeed, of supporting efforts “to impose a demographic change on the disputed territories around Kirkuk against the Kurdish citizens.”

According to residents in the area, Saeed isgiving five households at a time an ultimatum to evacuate their homes in the villages of Juplija, Bajwan, and Hanjera or face three-month detention if they do not comply.

Kurdistan 24 could not independently verify those claims.

However, multiple Kurdish communities have been forced to leave their homes because others have made claims to the land using the same deeds they were given during previous Arabization campaigns enacted during the reign of Saddam Hussein. Saeed has been accused of approving these administrative procedures against the Kurds that live in Kirkuk and its surrounding villages.

The Kurdistan Region’s human rights commission described the decisions as “a violation of the Iraqi Constitution, especially article 140 regarding the disputed territories.”

The fate of disputed territories between Erbil and Baghdad, specifically Kirkuk, was constitutionally determined based on Article 140, which requires a referendum to be held in the province for people to decide on the future of the area: whether it should be part of the KRG or the federal government.

The date of the referendum was set to December 2007, but over a decade has since passed. The article goes unimplemented and is one of the long-standing disputes between Erbil and Baghdad.

ERBIL, Kurdistan Region - The acting governor of Kirkuk city announced on Wednesday that Kurdish farmers in Palkana village in Dibis town could harvest their crops amid growing land disputes between Kurds and Arabs in the region.


According to Abdulmutalib Najmaldin, the acting mayor of Sargaran, a meeting attended by the Kirkuk governor Rakan Saaed al-Jabouri, Kirkuk agriculture department officials, and some Arab settlers who have recently returned to Sargaran, was held to find a solution to harvesting crops on disputed lands.

A committee composed of officials from the Dibis township and Sargaran sub-district would be formed to investigate the growing number of land disputes in the area, Najmaldin added.
 
Najmaldin added from Thursday, Kurdish farmers could harvest their crops.
 

Kurdish inhabitants of Sargaran town alleged on Sunday that Arab settlers — backed by Iraqi Security Forces —  prevented the crop harvests this season in many areas of Kirkuk.

 

Some Kurdish villagers in Kirkuk have lamented that Arab settlers stole their wheat crop.

Some 16 predominately-Kurdish areas have stopped harvests because of the ongoing land disputincluding: Palkana, Sarbashakh, Shanagha, Darband, Jastan, Tel Halala, Jesuma, Chard, Gabalaka, Kharaba, Quch, Sarelu, Liheban, Sargaran, Dawood Gurga, and Sequchan.

After 2003 and the fall of the Baath regime, Iraq began a policy to reverse the regime’s “Arabization” process and the demographic changes it brought. Lands that had been confiscated from Kurds and Turkmen were returned, while the Arabs who had been settled there by the Baathists were given financial compensation.

Following the events of October 16, 2017 with the Iraqi federal forces taking over most of the disputed areas claimed by Baghdad and Erbil, many Kurdish villagers fled the area fearing violence from Iraqi and Shiite armed groups. Since then, Kurdish locals in the area have alleged that a “re-Arabization” of the region is underway.

The acting mayor of Sargaran added that the representatives of the Arab settlers at the meeting insisted that they had built houses in Palkana and surrounding villages before 2003 and that they were now returning to their properties.

Kirkuk’s governor said that Arabs were the original inhabitants of Sargaran.

Hey laid back.. im not really banking on it because its so oil rich and there is going to have to be an agreement on it either with the hcl or a separate agreement some how. The kurds do have a right to kirkuk as talabani showed from his map of the 1969 borders. Sadaam created the problem by running out alot of the kurds and bringing in arabs that did not live there to change the demographics. This was all better known as part of the sykes picot agreement. So I guess we wait and see. ;)

Prime Minister Adil Abd al-Mahdi has issued Tuesday his first warning to the Kurdistan region in case it fails to meet its commitment in delivering oil to the federal government in exchange for salaries and other financial benefits based on the 2019 state budget, a Kurdish figure said.

In remarks on Tuesday, Jwan Ihsan, head of the PUK bloc in the House of Representatives, said that Abd al-Mahdi met in Baghdad with heads of the Kurdistan parliamentary blocs.

“The PM informed us that based on the state budget bill, Baghdad should curtail future budget transfers to the region if it fails to meet its obligations under the budget law to send oil to the Iraqi capital,” Ihsan told Asharq Al-Awsat. The PM promised that the transfers would be made in line with the law, Ihsan explained.

In related news, head of the oil and energy parliamentary committee Haibat al-Halbousi said that the PM issued his warning after being pressured by committee members.

“We cannot stay silent and wait, particularly that an agreement was reached under the new budget law to exchange oil in return of delivering benefits,” he said.

ERBIL (Kurdistan 24) – A delegatiom from the Kurdistan Regional Government (KRG) will visit Baghdad to discuss disputes over Iraqi oil once the new Kurdish government is formed, a member of parliament in the Iraqi capital said on Wednesday.

Oil and gas shares and distribution have been the subject of a long-standing dispute between the KRG and the federal government of Iraq since 2003.

Following the formation of the new Iraqi federal government in Oct. 2018, both Erbil and Baghdad agreed on the 2019 national budget bill, which requires the Iraqi government to deliver the salaries of KRG employees along with some financial compensation as the KRG hands over the export of 250,000 oil barrels per day (bpd) to the Iraqi oil marketing company – SOMO.

Since the beginning of this year, the Iraqi federal government headed by Prime Minister Adil Abdul-Mahdi has delivered the salaries of the KRG employees on a monthly basis, but the KRG is yet to deliver the prescribed amount of oil to Baghdad as indicated in the Iraqi national budget bill.

Over the past few weeks, many Iraqi lawmakers have complained in parliament about the delayed KRG oil transfers, questioning the silence of the Iraqi government in that regard.

On Tuesday, Abdul-Mahdi, for the first time, issued a warning to the KRG for failing to meet its commitment in the delivery of oil to Baghdad. The warning came after pressure from multiple factions in the Iraqi parliament.

A lawmaker for the largest Kurdish faction in the Iraqi Parliament says that once the new KRG cabinet is formed, which is expected to happen in June, an oil and gas delegation from the KRG will visit Baghdad to hold talks. 

“Today [Wednesday], we, as a group of Kurdish lawmakers, met with Abdul-Mahdi for a short period to discuss the matter. We couldn’t discuss things in details, but agreed that it would be best for the KRG delegation to visit Baghdad and address the issue,” Aram Balatayi, a member of Iraq’s Oil and Gas Parliamentary Committee, and spokesperson for the Kurdistan Democratic Party (KDP) faction in Iraqi Parliament, was quoted as saying on the party’s official website.

“The Kurdistan Region has an obligation to hand over the oil to Baghdad,” he continued.

“For more than ten years, the Kurdistan Region put effort into and created policies for its oil sector, so it is not easy to now seamlessly hand over the industry to Baghdad. Either the Iraqi government should pay dues of oil companies in the region, or the Kurdistan Region has to sell its oil to pay off those dues. Kurdistan can’t just hand over the oil to Baghdad and Baghdad then refuse to pay the companies.”

Balatayi noted that both Erbil and Baghdad could reach an agreement on who would pay the dues and debts of those companies.
