Tokyo’s state broadcaster NHK reported Tuesday night: “Japanese officials have begun final adjustments for the mid-June meetings with supreme leader Ayatollah Ali Khamenei and President Hassan Rouhani.” 

In a joint press conference with Abe in Tokyo on Monday, US President Donald Trump told reporters Washington is not interested in regime change in Tehran, but warned that obtaining nuclear weapons is still a red line. 

“I’m not looking ... to hurt Iran at all. I’m looking to have Iran say ‘no nuclear weapons’.  It has a chance to be a great country with the same leadership. We’re not looking for regime change,” Trump said. 

Iran has repeatedly said it is not interested in holding negotiations with US until the sanctions re-imposed on its economy and oil sector last November are lifted.

Before the sanctions were reintroduced, Japan was one of Iran’s biggest oil customers. Enjoying close relations both with Washington and Tehran, Tokyo could play a critical role in defusing tensions.

On Iraq's mediation over the crisis between the United States and Iran, Allawi said that "Iraq has no possibility nor is in its strong role, which can impose his opinion on America and Iran."

He added that "Iraq is a fragile country and not strong and we do not have an army is relying on the popular crowd, and still have problems with the Kurds and now there are fires eating crops," noting that "the structure of Iraq is incomplete and not strong, according to former Defense Minister Khaled al-Obeidi 20% ".

BAGHDAD (Reuters) - 
The United States has not yet decided to grant Iraq new exemptions for Iranian gas imported by Baghdad to power power plants, a US State Department source said on Monday. 
The site "Russia Today" the source "not named", saying that "Iraq has exceptions to purchase gas from Iran until June 16, and Washington has not decided to extend the exceptions or not." 
He added that "there are Iraqi requests for exceptions and attempts to explain Washington's need for Iranian gas, but any decision to extend has not been issued so far." 
The US White House announced on April 22, 2019, that US President Donald Trump had decided not to renew the exemption from sanctions imposed on Iran by China, India, Japan, South Korea, Taiwan, Turkey, Italy and Greece.

Iraq's Constitutional Future Party predicted on Wednesday that US sanctions would be imposed on Iraq because of comments made by Foreign Minister Mohammad Ali al-Hakim in which he announced his country's support for Iran.

"The statements made by al-Hakim during his meeting with Iranian Foreign Minister Mohammad Jawad Zarif put Iraq in the eye of the battle at the time. It was necessary to say that we stand with the international community with the United States of America against any attack on the international community," said party head Entafad Qanbar. China stops importing Iranian oil

 In a new blow to the Iranian regime, China stopped buying oil from Iran as US sanctions came into force, a blow to the Iranian economy as China is Iran 'sbiggest importer. After Washington announced its decision not to extend exemptions to some countries for continuing to buy oil from Iran, China,along with other countries such as India, Turkey, South Korea and Japan, stopped completely buying direct Iranian oil 

, international newspapers said, citing sources in the Iranian oil sector . The newspaper pointed out that in mid-May, the mobilization of a Chinese tanker in the mouth of oil on the island of Kharg Iran.



" China has enough problems with the US side, so it does not want to give Washington a new excuse to complicate bilateral relations more," an Iranian source said in a press statement . 

For his part, Rahim Zari, member of the Economic Committee of the Iranian parliament, said that these five countries, Taiwan, Greece and Italy, last March purchased 1.6 million barrels of Iranian oil per day. 

"These countries are already committed to US sanctions, at the moment." 

This comes in light of the tense situation between America and Iran, and the imposition of strict sanctions on the Iranian regime to stop supporting terrorist activities, in addition to blatant interventions

ABU DHABI: US National Security Adviser John Bolton said on Wednesday that attacks on oil tankers off the coast of the United Arab Emirates this month were the work of “naval mines almost certainly from Iran.”
The UAE has not yet blamed anyone for the sabotage of four vessels, including two Saudi tankers, which was followed two days later by drone strikes on oil pumping stations in Saudi Arabia.
Riyadh accused Tehran of ordering the strikes, which were claimed by Yemen’s Iran-aligned Houthi movement. Iran has denied involvement in either attack.
“I think it is clear these (tanker attacks) were naval mines almost certainly from Iran,” Bolton told reporters in Abu Dhabi but declined to comment on the specifics of the investigation in which the United States is taking part.
He said the tanker attacks were connected to the strike on oil pumping stations on Saudi Arabia’s East-West pipeline and a rocket attack on the Green Zone in the Iraqi capital Baghdad.

 

Iran’s foreign ministry spokesman meanwhile dismissed the remarks made by Bolton that Iranian naval mines likely used in the UAE tanker attacks, Fars News said.
Bolton also said there had been an unsuccessful attack on Saudi Arabia’s Red Sea port of Yanbu a couple of days before the operation off the coast of the UAE. Saudi officials were not immediately available to for comment.
“We take all of this very seriously,” he said. “These attacks were unfortunately consistent with the very serious threat information that we had been obtaining. It is one reason we increased our deterrent capability in the region.”
Tensions between the United States and Iran have escalated since US President Donald Trump withdrew from a pact, signed with other major powers, designed to curb Tehran’s nuclear activities.
The Trump administration has tightened sanctions on Iran, notably targeting its key oil exports, and beefed up its military presence in the Gulf, accusing the Islamic Republic of threats to US troops and interests.
Bolton said the United States was trying to be “prudent and responsible” in its approach. “The point is to make it clear to Iran and its surrogates that these kinds of activities risk a very strong response from the Americans.” Iran says the United States is indulging in psychological warfare and that it will not be cowed.

The Trump administration escalated its battle with European allies over the fate of the Iran nuclear accord, threatening penalties against the financial body created by Germany, the U.K. and France to shield trade with the Islamic Republic from U.S. sanctions.

Sigal Mandelker, the Treasury Department’s undersecretary for terrorism and financial intelligence, signaled in a May 7 letter obtained by Bloomberg that Instex, the European vehicle to sustain trade with Tehran, and anyone associated with it could be barred from the U.S. financial system if it goes into effect.

“I urge you to carefully consider the potential sanctions exposure of Instex,” Mandelker wrote in the letter to Instex President Per Fischer. “Engaging in activities that run afoul of U.S. sanctions can result in severe consequences, including a loss of access to the U.S. financial system.”

Germany, France and the U.K. created Instex in January to allow companies to trade with Iran without the use of U.S. dollars or American banks -- thus allowing them to get around wide-ranging U.S. sanctions that were imposed after the Trump administration abandoned the 2015 Iran nuclear deal last year.

A senior official involved in the internal debate that led to the letter said the U.S. decided to issue the threat after concluding that European officials, who had earlier downplayed the significance of Instex in conversations with the Trump administration, were far more serious about it than they had initially let on.

The official, who asked not to be identified discussing internal deliberations, said the letter was intended to serve as a warning that the U.S. would punish anyone associated with Instex -- including businesses, government officials and staff -- if they were working to set up a program to help Iran evade U.S. sanctions.

“This is a shot across the bow of a European political establishment committed to using Instex and its sanctions-connected Iranian counterpart to circumvent U.S. measures,” said Mark Dubowitz, the chief executive officer of the Foundation for Defense of Democracies in Washington.

Deceptive Practices

Asked to comment on the letter, the Treasury Department issued a statement saying “entities that transact in trade with the Iranian regime through any means may expose themselves to considerable sanctions risk, and Treasury intends to aggressively enforce our authorities.”

The French Finance Ministry, which handles press queries for Instex, had no immediate comment.

European countries broadly opposed Trump’s decision to withdraw from the nuclear accord but have struggled to deliver the economic benefits Iran expected from the deal, known as the Joint Comprehensive Plan of Action, since the U.S. quit. In the meantime, U.S. sanctions have delivered a blow to Iran’s economy, fueling inflation, reducing oil revenue and pressuring President Hassan Rouhani’s government. Instex was supposed to help address that, but so far it has largely failed to get up and running.

Iranian leaders have rejected the U.S. moves while pressuring European nations to accelerate efforts to ensure Iran benefits from staying in the JCPOA. At the same time, Iran has said it will scale back some of its commitments under the accord, signaling it could surpass some limits on enriched-uranium in weeks.

At the heart of the latest U.S. move is the argument that Iran and its central bank use deceptive financial practices and haven’t implemented minimum global safeguards against money laundering and terrorism financing.

Pompeo Warning

Opponents of Instex, including Dubowitz’s Foundation for Defense of Democracies, argue that the mechanism is flawed because the Iranian institution designated to work with Instex, the Special Trade and Finance Instrument, has shareholders with links to entities already facing sanctions from the U.S.

During a visit to London on May 8, Secretary of State Michael Pompeo also warned that there was no need for Instex because the U.S. allows for humanitarian and medical products to get into Iran without sanction.

“When transactions move beyond that, it doesn’t matter what vehicle’s out there, if the transaction is sanctionable, we will evaluate it, review it, and if appropriate, levy sanctions against those that were involved in that transaction,” Pompeo said. “It’s very straightforward.”

US Threatens Europe With "Loss Of Access To US Financial System" Over SWIFT-Evading Iran SPV

It's going from bad to worse for Europe, whose currency had just hit session lows after Brussels confirmed that Italy faces a massive fine over its debt, when the Euro was hit with a double whammy after Bloomberg reported that the Trump administration is escalating its battle with "European allies" over the fate of the Iran nuclear accord, and is "threatening penalties against the financial body created by Germany, the U.K. and France to shield trade with the Islamic Republic from U.S. sanctions."

According to Bloomberg, the Treasury Department’s undersecretary for terrorism and financial intelligence, Sigal Mandelker, sent a letter on May 7 warning that Instex, the European SPV to sustain trade with Tehran, and anyone associated with it could be barred from the U.S. financial system if it goes into effect.

As a reminder, last September, in order to maintain a financial relationship with Iran that can not be vetoed by the US, Europe unveiled a "Special Purpose Vehicle" to bypass SWIFT. Back then we predicted that Washington would not be too delighted with this development seeking to undermine the dollar's reserve status. We were right.

While it is obvious that the US ire was sparked by the realization - and alarm - that cracks are appearing in the dollar's reserve status, opponents of Instex argue - at least for public consumption purposes - that the mechanism is flawed because the Iranian institution designated to work with Instex, the Special Trade and Finance Instrument, has shareholders with links to entities already facing sanctions from the U.S.

Meanwhile, during a visit to London on May 8, Mike Pompeo also warned that there was no need for Instex because the U.S. allows for humanitarian and medical products to get into Iran without sanction.

In 2018, Europe made a huge stink about not being bound by Trump's unilateral breach of the Iranian deal, and said it would continue regardless of US threats. But now that the threats have clearly escalated, and Washington has made it clear it won't take no for an answer, it will be interesting to see if Europe's resolve to take on Trump - especially in light of the trade war with China - has fizzled.

Iran’s Oil Exports Plunge To 400,000 Bpd In May

After the U.S. ended all sanction waivers for Iranian oil customers on May 2, Iran’s crude oil exports have been significantly down this month compared to April and more than 2 million bpd off their 2.5-million-bpd peak in April 2018, just before the U.S. withdrew from the Iran nuclear deal and moved to re-impose sanctions on Iran’s oil industry.

According to industry sources and tanker-tracking data cited by Reuters on Wednesday, Iran’s oil exports this month have plummeted to 400,000 bpd, which is less than half of Iranian oil exports last month.

The United States had given eight countries six-month waivers to continue buying oil from Iran after the U.S. re-imposed sanctions on the Iranian oil industry in November. The United States, however, pursued a maximum pressure campaign against Iran last month and put an end to all sanction waivers for all Iranian oil buyers, beginning in May.

Most of the Iranian oil shipments are going this month to Asia, according to tanker tracking data from Refinitiv Eikon and to two industry sources.

One of the sources told Reuters they expected Iran’s average oil shipments this month to be around 400,000 bpd, but the other source noted that exports could hit 500,000 bpd.

Some of Iran’s oil exports are believed to have been already under the radar as Iran is said to have increased the use of the ‘switch-off-the-transponder’ tactic, which makes tracking its exports via the AIS systems increasingly difficult and opaque.

Earlier this month, Iran was spotted resuming illicit shipping of oil to Syria, with a million barrels of oil arriving in early May, for a first such delivery since the start of this year. Experts believe that Iran will be re-opening and using more of its illicit oil channels to keep oil trade and continue getting some revenues from its most precious export commodity.

The inability to fully track Iran’s oil supply is making OPEC and allies’ task to asses global supply to the market increasingly difficult, as opaque data about Iran adds to mounting uncertainty over oil supply disruptions elsewhere, clouding OPEC’s outlook on global supply for the rest of this year.
