Washington: Ready for talks with Iran without preconditions
(Reuters) - US Secretary of State Mike Pompeo said on Sunday that his country was ready to talk to Iran without preconditions.
But he added that Washington needed to see Iran act as a normal country.
Iranian President Hassan Rowhani said on Saturday that Iran was willing to hold talks if Washington showed respect, but stressed that Tehran would not go to talks out of pressure.

US would talk with Iran 'with no preconditions': Pompeo

Rouhani says Tehran will not be 'bullied' into negotiations with tightened sanctions and threats by Washington.

Washington is willing to speak with Iran "with no preconditions", US Secretary of State Mike Pompeo said Sunday, but stressed his country would continue working to rein in what he called Iran's "malign activity".

"We are prepared to engage in a conversation with no preconditions. We are ready to sit down with them," Pompeo told a joint news conference in Switzerland with Swiss Foreign Minister Ignazio Cassis.

"The American effort to fundamentally reverse the malign activity of this Islamic Republic, this revolutionary force, is going to continue," Pompeo added.

Iran has repeatedly said it would not talk to the US while it is under renewed sanctions.

Pompeo's latest comments come amid continuing tensions between Washington and Tehran.

'Bullied into negotiations'

On Saturday, Iranian President Hassan Rouhani suggested Iran may be willing to hold talks if the United States showed its respect.

Rouhani said Tehran would not be "bullied" into negotiations with Washington, the semi-official Fars news agency reported.

"We are for logic and talks if [the other side] sits respectfully at the negotiating table and follows international regulations, not if it issues an order to negotiate," Fars news agency cited Rouhani as saying.

"We have shown that we do not submit to bullying and covetous powers," he said.

US National Security Advisor John Bolton said on Thursday Washington would present evidence linking Iran to attacks on oil tankers off the coast of the United Arab Emirates earlier this month.

The alleged evidence would be presented to the United Nations Security Council as early as next week, Bolton said, reiterating earlier claims suggesting that Iran was behind the May 12 attack on four commercial ships in the Gulf.

"I don't think anybody who is familiar with the situation in the region, whether they have examined the evidence or not, has come to any conclusion other than that these attacks were carried out by Iran or their surrogates," Bolton told reporters in London.

On Wednesday, Bolton, without offering evidence, alleged the tankers were targeted by "naval mines almost certainly from Iran".

Tehran rejected the accusation as "ridiculous" and has repeatedly denied any involvement in the incident.

US President Donald Trump, who unilaterally pulled the US out of a landmark deal curbing Iran's nuclear programme, has tightened sanctions on Tehran, eliminating waivers that had allowed some countries to buy Iranian oil, with the goal of reducing the country's crude exports to zero.

The US also designated the IRGC a "terrorist organisation" in April.

Last month, Washington deployed bombers and warships to the Middle East, citing "credible threats" from Iran. It did not offer evidence for the claim and Tehran dismissed the move as "psychological warfare".

The B-52 bombers arrived at a US airbase in Qatar, US Central Command (CENTCOM) said, while the carrier USS Abraham Lincoln was sent to the Arabian Sea.

The Israeli newspaper Sunday revealed the hosting of Israel to a tripartite security meeting "rare", accompanied by the growing tension in the Gulf region, and the continuation of Israeli attacks in Syria.
The newspaper "Israel today," that "the White House announced a tripartite security meeting in Israel this month in the presence of national security advisers to the United States of America, Russia and Israel."
"The summit will discuss several regional issues," she said, referring to the visit of US national security adviser John Bolton to the United Arab Emirates last Wednesday "in light of the tension in the Gulf."
"We will explore with our allies in the region what needs to be done later, and it is quite clear that Iran is behind the attack on ships off the coast of the UAE," the press quoted Bolton as saying.
"We are very concerned about the activities of the Qods Force and Qasim Soleimani, who are using Shiite militias in Iraq as an indirect means to harm our forces. If we are attacked, we will take responsibility for the Qods Force."
"Israel has long been a bridge to convey messages between Moscow and Washington," the press quoted Israeli political sources as saying, adding that Prime Minister Benjamin Netanyahu brought together Russian President Vladimir Putin in Moscow after the attack attributed to Israel in Aleppo against weapons depots "He
said that" the summit will discuss the challenges of national security faced by the participating countries, "adding:" I have worked on this much and this is another wonderful achievement for Israel "He said.

"The President of the National Security Council, Ben Shabat, maintains contacts with dozens of counterparts in the world and travels frequently to meetings outside Israel, including sensitive intelligence."

after the United States announced Sunday, the words of Foreign Minister Mike Pompeo, willingness to dialogue with Tehran 'without preconditions', Iran came out cold 'escalation', to require that 'America significantly change their behavior' to agree to negotiate with them.
"The overall change in US behavior and actions towards the Iranian nation is the criterion that will be taken into account before any possible negotiations," said Iranian Foreign Ministry spokesman Abbas al-Moussawi.
Moussawi added: 'Iran does not take into account the play on the words and the use of a new tone in order to express the goals of the secret', according to the Associated Press.
"Pompeo's focus on continuing to exert the greatest amount of pressure on Iran shows the continuation of the same wrong behavior that should be corrected," the spokesman said.
But he stressed that "the US efforts to end the malicious activities of Iran will continue," in reference to the United States does not intend to ease its sanctions against Iran and its nuclear program.
Tension between the United States and Iran escalated in early May, with the deployment of the US aircraft carrier Abraham Lincoln and the B-52 bombers in the region after information about imminent Iranian threats.
Later, US President Donald Trump announced the deployment of 1,500 troops in the Middle East in anticipation of Iranian threats, as well as the deployment of defensive weapons of a defensive nature.
The New York Times reported that the US military action in the Middle East came after information showed Iran's short-range ballistic missiles on wooden boats in the Gulf to target American forces and merchant ships in the region.
Trump threatened Iran with complete destruction if it chose to fight the United States, while showing its openness to negotiations with Tehran to conclude a new deal after its country withdrew from the previous nuclear deal, which he called 'catastrophic'.

Sunday, June 02, 2019
WASHINGTON (AFP) - The US State Department has suspended the funding of a Twitter account dedicated to countering Iranian misinformation after sharply criticizing opponents of hardline policies by US President Donald Trump against Iran, a ministry official said yesterday.

The Iran Despairment Project was launched last year with the aim of exposing the "heinous influence" of the mullahs' regime in Tehran, particularly by tackling its "manipulation of social media." A costly center is funded to counter foreign propaganda, and the State Department has been followed by an account that launches tweets in English, Farsi and sometimes in Arabic.

The Iran-Dizhnofu account, which reached 2,700 followers yesterday, presents a narrative in line with the current US administration's policy of focusing on human rights concerns in Iran and criticizing its leaders by labeling "40 years of failure" to describe the country's situation since 1979 when the revolution Islamic system of the pro-US Shah.

A number of opponents of Trump's hard-line policy toward Iran, who live in the United States and fear his policies will lead to war with the Islamic Republic, said they were vulnerable to attack by the Iran-Dizhnof account, which he repeatedly accused of being agents of the Iranian regime.

A State Department official said most of the work of the Iran-Dizinfo account was acceptable, but the ministry found that "recent tweets were outside the framework of the foreign propaganda or disinformation project." "The ministry suspended the funding of the Iran-DIZINFO project until its officials take the necessary steps to ensure that future activities remain within the agreed framework," the official said.

Washington-based Necrot Mortazavi, one of the most prominent commentators on Twitter in the Iranian dossier, stressed what she saw as irony that prevents her from returning to Iran because of her work on the US-funded Voice of America. "I use my tax money to attack and maim my reputation and call me the devil's advocate," she said.

Jason Radian, a journalist for the Washington Post, was also attacked in Iran for a year and a half. He was attacked by the account for using his newspaper column to criticize Trump's decision to ban travel of Iranians and nationals of Muslim-majority countries to the United States, saying the former prisoner ignored Tehran's abuses.

Al-Nujaifi told Asharq Al-Awsat that "this corruption is supported by infiltrators in the Iraqi state who protect these corrupters and have designed their situation for more than 10 years to be in these positions and to smuggle the currency and protect the corrupt and they follow political bodies and implement a special agenda, Much of this smuggled currency goes to Iran. "
"Millions of dollars are being smuggled daily from inside Iraq. Most of them went to Iran or financed Iran's wars in the region, whether in Syria, Lebanon or Yemen," he said.
Judges specializing in money-laundering cases previously disclosed that millions of dollars had already been smuggled out of Iraq by traders, cashiers, delusions and money-transfer companies.
In a statement published by the Mashreq Center for Studies and Information in London, Iyad Mohsen Damad, a judge of the investigation of money laundering, said that traders provide documents, forged documents, lists and fake permits through private banks to get the dollar and then transfer it out of Iraq.

BAGHDAD (Reuters) - Turkey is beginning to import oil from Iraq instead of importing it from Iran in compliance with US sanctions. The company, "SOCAR Turkey" Energy, in a statement, said that "will start to import Iraqi oil instead of Iran as of early July next." "Refineries that depend on Iranian crude oil may face problems in the future under the sanctions imposed on Iran by the United States, and its company does not want to breach the sanctions by importing oil or exporting fuel to Iran," said Zahor Ghermanov, chief executive of the company. He pointed out that "the Iraqi oil will be refined in the Star refinery, which opened last October in Izmir, western Turkey," adding that "work in the refinery began last year refining crude oil coming from Azerbaijan and Russia, and confirmed willingness to refine heavy Venezuelan oil also." Turkish President Recep Tayyip Erdogan and his Azerbaijani counterpart Ilham Aliyev opened the refinery, which has a capacity of 214,000 barrels per day and 10 million tons of crude oil a year and can store 1.6 million square meters in October. On May 2, a US decision to cancel Iran's oil purchase exemptions came to Turkey, China, India, Italy, Greece, Japan, South Korea and Taiwan. Turkey renounced the decision after declaring its refusal and seeking to extend the exemption period to no avail. Iran's oil production fell to an average of 2.57 million barrels per day in April, down from 3.8 million bpd on a year-on-year basis, according to OPEC data. He referred to "refining 1.

US To Present Evidence On Iran’s Link To UAE Oil Tanker Attacks

 Jun 04, 2019, 3:00 PM CDT

The United States will present in coming days evidence of Iranian involvement in last month’s sabotage of four oil tankers off the coast of the United Arab Emirates (UAE), including intelligence that Washington has received from Israel’s intelligence agency Mossad, Israeli public broadcaster Kan reports.

Last month, Saudi Arabia said that two of its oil tankers were attacked by saboteurs near the UAE, while the UAE said that a total of four ships were attacked off its coast at the port of Fujairah, which is the world’s second-largest bunkering port.

According to the report in Israeli media, an Israeli navy official said that the attack on the oil tankers offshore the UAE was “a pretty impressive commando operation.”

The U.S. is set to present the intelligence and the evidence it has gathered on the attack to the United Nations Security Council this week, but senior U.S. officials have already pointed the finger at Iran as the ultimate perpetrator of the sabotage against the oil tankers.

Ten days ago, the Pentagon accused Iran’s Islamic Revolutionary Guard Corps (IRGC) of sabotaging the four vessels at the Fujairah port.

“The attack against the shipping in Fujairah, we attribute it to the IRGC,” Vice Adm. Michael Gilday, Director of the Joint Staff, said on a briefing on Iran on May 24.

The attacks on oil tankers in the Persian Gulf in May were caused by “naval mines almost certainly from Iran,” U.S. National Security Advisor John Bolton said last week while on a visit to the UAE.

U.S. Secretary of State Mike Pompeo told reporters last week that he had seen the evidence about the tanker attacks that Bolton would present to the United Nations this week.

“These were – these were efforts by the Iranians to raise the price of crude oil throughout the world,” Secretary Pompeo said.

Iraqi oil sector in the range of US-Iranian dispute

05/06/2019

Hamdi Malak

Middle East analyst at Iran International

Tensions between the United States and Iran have begun to reach the Iraqi oil industry, which is the backbone of the economy of this country. Any further escalation would confuse the situation of the Iraqi oil industry and its economy.

The US oil company "Exxon Mobil" withdrew dozens of its employees operating in Iraq from non-Iraqi nationality on 18 May, after the State Department decided on 15 May to withdraw its staff "non-essential" from its embassy in Baghdad and consulate in the city of Erbil, The capital of the Kurdistan region of Iraq.

Exxon Mobil relocated its retreating staff to Dubai to continue their work on West Qurna-1 in the southern province of Basra from its offices in Dubai. The company later announced on May 31 that it would start returning its employees to work sites from June 2.

As expected, the Iraqi side did not receive the news of the clouds welcome, as Oil Minister Thamir al-Ghadhban said in a press statement a day after Exxon Mobil withdrew some of its employees from Iraq and described the action as "unacceptable or justifiable."

Al-Ghadhban attributed the measure to "political reasons" and stressed that the issue "has absolutely nothing to do with the security situation in the oil fields in southern Iraq."

But in fact the Iraqi armed factions close to Iran ability to disrupt the situation of the oil sector whenever it wants, and has reached the degree that threatens the Iraqi parliament speaker publicly because of his positions of the crisis between Iran and America, as revealed in the Iraqi parliament, Mohammad Karbouli in 25 May.

The Iraqi oil minister said in his statement that he asked Exxon Mobil to return its employees to work "under a long-term contract" to develop this important oil field.

However, the Minister did not understand whether he considered this action to be contrary to the contract signed between the two sides and whether he intended to take legal action against Exxon Mobil.

In this context, says Dr. Nabil Marsoumi, an oil expert and professor of economics at the University of Basra: "Exxon Mobil was based on the withdrawal of its staff from West Qurna 1 to Article 31 of the contract between them and the South Oil Company related to the status of force majeure, which exempts both Of the Contracting Parties of their obligations when circumstances of force beyond their control ".

He added: "If Iraq is not convinced of the decision of" Exxon Mobil "and could not resolve the dispute amicably, it should resort to the rules of international arbitration of the International Chamber of Commerce in Paris as provided for in Article 36 of the contract signed between them.

But the damage resulting from such decisions could go beyond the dispute between a foreign company and the Iraqi Ministry of Oil and affect the decision of the company "Exxon Mobil" negatively on the Iraqi oil industry in general. This is what warned the Iraqi Oil Minister, Thamer Ghadhban, when he said in his press statement that "the withdrawal may lead to the transmission of false messages about the situation in Iraq, and this is not at all."

"The withdrawal process sends very bad messages to investors planning to invest in Iraq," said Hamza al-Jawahiri, an expert at the Iraqi Oil Ministry.

But at the same time ruled out the Jeweler the existence of real repercussions on the Iraqi oil industry by the conduct of the company, "Exxon Mobil" He added: "Iraq no longer has a big problem in the extractive industry, because it was able to rehabilitate a large number of old cadres and also training two new generations of cadres , Have gained high experience in this field. And therefore possible to replace Iraqi cadres replace foreign cadres that left Iraq. "

In the midst of the news, Ihsan Abdul Jabbar, director of the Basra State Oil Company announced on 22 May, the intention of Iraq to increase the production of West Qurna 1 - by 50 thousand barrels per day "in the next few days," bringing the total production of the field to 490 thousand barrels per day.

Abdel-Jabbar reiterated this news on 25 May, but this time he said that the total production of West Qurna-1 will reach 500,000 barrels per day. The director of the Basra Oil Company attributed the increase to "the introduction of new production units of the field facilities, and after studying the requirements of the work of Iraqi national companies coincided with the withdrawal of staff Exxon Mobil."

It is no stranger to foreign oil companies operating in Iraqi oil fields to run part of their work from outside Iraq. "To a very short period, most of those who withdrew from Iraq were working from the company's offices in Dubai, but the ministry asked them to work from Iraq to ease the operational financial burden," said Hamza al-Jawahiri.

Amid Shukri, an energy security analyst and visiting scholar at George Mason University of America, views Exxon Mobil's decision from a very different angle. "It seems that the United States is trying to take advantage of the growing tension between America and Iran as a pressure to gain a bigger share in the lucrative Iraqi oil sector," Shukri said.

"The United States is concerned about the continued increase in Russian and Chinese oil companies' activities in Iraq.In light of this, the US Secretary of State, Mike Pompeo, to Baghdad to urge the Iraqi side to sign a large contract worth $ 52 billion with Exxon Mobil. "It is impossible for American companies to leave the Iraqi oil sector very profitable."

Once again, the growing tension between the United States and Iran shows the fragility of Iraq's political, as well as economic, status.

BAGHDAD (Reuters)
- Iran's top foreign aide, Abbas Araghji, expressed hope on Tuesday that Japanese Prime Minister Shinzo Abe's visit to the Islamic Republic next week would help reduce tensions in the region.
"Japan, as an ally of the United States of America, is capable of correcting Washington's understanding of the current conditions in the region and the world," Araji said.
"The Japanese prime minister will arrive in Tehran on Wednesday (June 12) and will stay in Tehran for two days, during which the leaders of my country will meet. On June 13, he will meet President Hassan Rowhani and on June 14, The leader of the revolution, Ayatollah Ali Khamenei. "
The Japanese Broadcasting Corporation reported a week ago that Japanese Prime Minister Shinzo Abe will discuss during a recent visit to Iran with officials in this country the recent tensions between Iran and America.
Japan has been a major buyer of Iranian oil for decades, but no Japanese prime minister has visited Iran since 1978.
Iranian President Hassan Rowhani met with Japanese Prime Minister Shinzo Abe on January 23 on the sidelines of the Davos World Economic Forum Held in Switzerland.
Tension between Iran and the United States is mounting, and concern over a possible conflict erupts at a time when Washington is tightening sanctions and political pressure on Tehran and intensifying its military presence in the region.
The United States sent military reinforcements to the Middle East, including an aircraft carrier, B-52 bombers and Patriot missiles, in a show of force against what US officials say is Iranian threats to US forces and interests in the region.

The leader of the Coalition for Reform in Iraq, Ammar al-Hakim, rejected the policy of the United States embargo against the Iranian people and stressed neutrality towards it, warning against being dragged into an ill-advised policy that might expose Iraq to international isolation.

"We are clearly saying that we are not neutral towards the siege and starvation policies that the Iranian and Muslim people are subjected to with unambiguous unilateral sanctions," Hakim told hundreds of his followers during the Eid prayer sermon. He said Iraq knew more than any other country what the siege of the people was after the bitterness of the 1990s the last century.

TEHRAN (Reuters) - Iran's supreme leader Ali Khamenei said on Tuesday that "America will not be able to deprive Tehran of its missile capabilities," adding that "the offer by US President Donald Trump to negotiate with current Iranian leaders will not deceive Tehran" .

Khamenei stressed that "American policies in Iraq, Syria and Lebanon failed." "The US president recently said that Iran can achieve development under its current leaders, which means they are not seeking to change the regime, but this political trick will not deceive Iranian officials and the Iranian people," he said in a televised address. The US Secretary of State, Mike Pompeo, hinted last Sunday that the United States is ready to dialogue with Iran "without preconditions" on its nuclear program, but wants them to act as a "natural state"

"America will not be able to deprive Tehran of its missile capabilities," he said at a ceremony marking the 30th anniversary of the death of Ayatollah Ruhollah Khomeini, founder of the Islamic Republic of Iran.

Tension between the two sides has risen in recent weeks, a year after the United States withdrew from an agreement between Iran and world powers to curb Tehran's nuclear program in return for lifting sanctions.

Washington re-imposed sanctions on Iran last year and tightened it early last month, ordering all countries to stop buying Iranian oil. It also hinted at a military confrontation and sent additional troops to the region to counter what it called Iranian threats.

The leader of Lebanon's Hezbollah militia is behind the large screens in Beirut to threaten the United States with a "regional war" if Tehran is attacked. The mullahs' regime is not relying much on the speeches of Lebanese agent Hassan Nasrallah , Because there are those who do the job as it should without many requirements.

According to the magazine Foreign Policy, although Hezbollah is the most effective pro-Iranian militia in the long run, it was expected to participate in all the wars of the IAEA, which Iran always likes to run, but it seems that Tehran changed its policy in this In particular. "There is an increasing number of signs that Tehran now believes that the Huthi rebels in Yemen should be their preferred regional proxy in the growing confrontation with the United States and its allies," the magazine says.

In mid-May, nine days after the United States sent a strike force, including an aircraft carrier and air force launchers to the Persian Gulf, it was not Hezbollah or Shiite militias in Iraq taking the reins, but the Huthi rebels in Yemen.

The Iranian-funded and pro-Iranian militia inside Yemen has admitted attacking a Saudi pipeline through marlin aircraft and has also claimed responsibility for attacking a warehouse in Najran, a town near the border with Yemen.

The incidents came ahead of a 60-day deadline set by Tehran for Europe to find an alternative mechanism to ensure Iran's ability to sell its oil despite US sanctions.

Foreign Policy notes that the Houthi attacks came in the context of an Iranian message to its adversaries, that they are capable of creating danger through sabotage by their agents.

Iran's transformation from Hezbollah to the Houthis should not be a complete surprise. "Iran always tries to use its militias according to the specific circumstances of each conflict, and in the current confrontation with the West, Iran's focus appears to have shifted substantially to the Huthis."

The magazine says Iran wants to ensure that any military action waged by militias does a great deal of harm but does not drag it directly into war.

The Houthis are targeting Saudi Arabia through ballistic missiles and marines. The timing of the recent attacks is to confirm the Houthis' dependence on Iran's orders.

Michael Knights, a strategist at the Washington Institute for Near East Policy, said Iran had chosen the Huthis to avoid any military response within its territory, likely to become Yemen's theater of conflict.

"The question is, how long and to what extent will the United States bear that?", According to Knights.

Iran is aware of the risks involved in using Hezbollah in the conflict with the United States, as this will drag Israel into the crisis, which could trigger a regional war that Iran and Hezbollah want to avoid.

The magazine noted that Hezbollah did not have enough domestic support to fight directly on behalf of Iran and put the fragile peace in Lebanon at risk, with more pressure on its financial conditions.

This coincided with the call of the Lebanese "Hezbollah" supporters to donate to the party, where Nasrallah called in March to contribute to what he called "Jihad money," and then spread funds in their strongholds.

The Houthis are a less costly option for Iran, a group that controls a country's resources without social responsibility for the environment in which it originated, and therefore "does not cost Iran hundreds of millions of dollars, as Hezbollah does."
