I am not by any manner of means well versed in how to interpret what this mean but this is how I would read it....

YES they passed the FML. The law benefits the whole country and its citizens. She / he talks of an imbalance in salaries and the need to have figures available from various departments in order to be able to effectively manage the finances of the country.

It then, imo, talks of retirees because they have given the best years of their lives to work and thus should live comfortably. Due to this need and due to the previous corruption , which is ongoing the countries finances are mismanaged and the plan is Thu to implement tho law I full to reduce / stop corruption and therefore provide fair finances to all. This would include ensuring the poor have a better, higher standard of living due to a fairer salary and that retirees have better retirement pensions or funds. I maybe wrong but that is how I would read this.

Good of explanation as any. I just wanted some confirmation that this wasn't something for retirees only.  You know how translation are sometimes skewed.  Also, I would  think that when they talk about raising the exchange rate that it would obviously effect  everyone. 

 

Like I said earlier, I'm cautiously optimistic!

He pointed out that "the experiences of other countries such as the Kingdom of Saudi Arabia in supporting and sponsoring the private sector and investors and facilities for them through the activation of one window, as well as granting loans where they give 52 percent according to economic feasibility and interest (0 percent) and 5 years as payment period, "The two committees are the closest to the work of the private sector, which he described as (the field side), stressing the subject of (financing) Investment projects Yeh) ".
 
Develop appropriate legislation
"We are determined to support and support the private sector through the development of appropriate legislation to support this sector. We have formed several committees to follow up the work of the Central Bank, the Customs, Tax and Real Estate Committee, the Budget Follow-up Committee, as well as legislation prepared for the Financial Management Law, Civil service law and pension law and the amendment of some laws so that we have a social security fund. "
"The responsibility lies with the House of Representatives because it is a tool of pressure on the government through the issuance of laws and legislation adopted by the state," he said. "The role of the Economic Council, as a solid economic organization, can enhance the role of the private sector through the creation of new employment opportunities and the employment of labor through the establishment of small and medium industries and the activation and investment of government factories."
 
Private sector support
For his part, Vice-Chairman of the Finance Committee Representative Muthanna al-Samarrai, "We now have a full orientation to support the private sector, unlike what was then not to close meetings with businessmen, investors and the private sector."
"There must be a real will to support industrial projects, with the need for coordination between the central government and the region on the subject of the entry of goods to markets."
 
Support inventors and innovators

As for the member of the Economic Council Baqir Mashat, he stressed "the need for each ministry to examine the problems of the private sector industrial, which depends on the financing of government, and called for the need to work (database) to develop the mechanism of financing industrial projects because the industry is the nerve of the economy.
MP Adnan al-Zarvi spoke about the issue of supporting the private sector. "We talked at budget strategy meetings about the need to shift from the mentality of loss to the profit mentality," he said.
 "Because of the decline in the performance of the ministries we lost the amount of (52 billion dollars)," he said, calling on officials and those responsible for the economic file to "review the budget strategies and provide feasibility studies for the year200200 to balance investment support."
 
An attractive environment for investors

Did we ever confirm that the lower notes and fils were printed and ready for distribution? I know we talked about educating the citizens about the process. Is that done?

 

I only ask these questions because it would only be logical that these issues would have to be complete if you pass the FML and plan on changing the exchange rate soon.  I think ART 140 and the HCL  can be voted on and implemented in short order but without the lower denoms  they wouldn't be a big deal for us.

The Council voted during the session chaired by the First Vice-President of the Council, Hassan Al-Kaabi, on the draft Financial Management Law submitted by the Finance Committee to regulate the rules and procedures governing financial and accounting management in the field of planning, preparation, implementation, monitoring and auditing of the federal public budget and directing all Federal revenues to the public treasury to cover public expenditure and determine the link between the internal control units in terms of administrative and technical and the development of mechanisms related to the implementation of budgets and the commitment of each implementing party and determine the responsibility of the Ministry of Finance at the stage of development Iv, in addition to identifying specific dates for the balance of audit and final accounts and commitment to the principles of the budget (budget transparency and comprehensiveness of the budget and the unity of the budget and the annual budget) when creating and implementing the federal budget and related matters, and to ensure the achievement of macroeconomic stability, financial stability and enhance the allocation of resources
For his part, praised the President of the House of Representatives on the Chairman and members of the Finance Committee for their great efforts and hard work for long periods in order to complete the important law, which was not legislated during the previous sessions.
The Council ended the first reading of the draft law of the first amendment to the law of elections provincial councils and districts No. 12 of 2018 submitted by the legal committees and regions and governorates not organized in the province in order to reduce the age requirement in the candidate for elections and to ensure a fair distribution of seats between the lists and to balance the right of the member of the winning list to withdraw from the list and The right of the list to which it belongs, in its stability as a single list and to ensure that this does not affect the formation of local government.
Also, Star Jabbar Abbas was sworn in as a member of the House of Representatives instead of MP Ajyal Karim after the federal court reversed the decision of the House of Representatives based on the objection submitted by Star Jabbar and replaced Ajyal Karim for the membership of the Council for the province of Dhi Qar.
In another matter, Halabousi, according to a statement issued by the Information Office of the President of the Parliament received by "morning", the committees on the submission of the Civil Service Law and the Federal Court Law in the coming sessions.
