Iraq has bought more than 1.5 million tonnes of wheat from local farmers in 14 provinces during the harvest this year, Iraqi Trade Minister Mohammad Hashim al-Ani said.

Al-Ani said in a statement that his ministry has so far bought 1549839 tons of wheat.

Al-Ani said last month that this year's harvest, which starts in mid-April, will be the largest so far in terms of buying local grains.

He added that Iraq is on track to harvest five million tons of wheat this year thanks to heavy rain, pointing out that his country will import less wheat if that amount is achieved.

Resurgent jihadists, ethnic land disputes or regular field burning? Iraq's northern farmlands are on fire, but the area's complex patchwork of grievances has made it hard to identify the culprits.

Farmers in the country's breadbasket had been hoping for bumper wheat and barley harvests in May and June, following heavy winter rains.

Instead, many saw their hopes turned to ash.

The Iraqi fire service says that in a single month, 236 fires destroyed 5,183 hectares (more than 12,800 acres) of farmland -- the equivalent of more than 7,000 football pitches.

The blazes hit four northern provinces, all of which had been at least partly controlled by the Islamic State group and have remained prey to the jihadists' sleeper cells.

IS has continued to carry out hit-and-run attacks despite losing its Iraqi foothold in late 2017 and its last Syrian enclave just a few months ago.

Indeed, the group was quick to claim responsibility for the fires.

In its weekly online magazine al-Naba, it said its fighters had destroyed "hundreds of hectares" owned by "apostates" in the provinces of Kirkuk, Nineveh, Salahaddin and Diyala.

Officials in those areas told AFP they believed IS was responsible for at least some of the fires.

"IS fighters set fire to the fields because the farmers refused to pay them zakat," said one police officer in Kirkuk, referring to a tax imposed under Islamic law.

"They came by motorcycle, started the fires and also planted explosives that would go off when residents or firefighters got there," he told AFP.

The mines have killed at least five people and wounded 10 in Kirkuk province.

But experts are reluctant to blame all of the fires on pyro-jihadists.

The extreme heat of northern Iraq, where temperatures have been hitting 45 degrees Celsius (113 Fahrenheit), has created tinder-dry conditions in which a stray cigarette can easily set a field alight.

Farmers are also known to burn off vegetation in fields left fallow to make the soil more fertile for future seasons.

And the longstanding tug-of-war over land in northern Iraq likely plays a role, said security expert Hisham al-Hashemi.

"IS claimed dozens of fires, but the others were certainly the product of land disputes, most often among tribes," he told AFP.

Kirkuk, whose status is disputed by federal government and autonomous Kurdish regional administration, has witnessed periodic violence between Arabs, Kurds and Turkmen.

So has Nineveh, which has seen 119 fires in recent weeks, 16 of them on Thursday alone, according to its agricultural department chief Duraid Hekmat.

"There could be a variety of reasons -- it could be deliberate or just an act of God, it could be negligence or personal disputes," he said.

Nineveh was among the provinces hardest hit by IS, which seized its capital Mosul as its headquarters in 2014 and slaughtered thousands of members of its Yazidi religious minority.

"We're facing a huge shortage of fire trucks. We have 50-55 vehicles but it's not enough for 1.5 million hectares," said Zakaria Ahmad, deputy head of Nineveh's fire service.

The General Company for Grain Trade announced the end of the marketing season for wheat crop for 2019 after the completion of the delivery of marketed quantities of farmers and farmers.
The statement of the Ministry of Commerce received "morning" copy of "the end of the marketing campaign, which began in mid-April and stop receiving any quantities in all governorates of the country."
"On July 26, the ministry set a date for the suspension of marketing except for the marketing center in Nineveh, which will stop marketing on the 28th of the same month in order to give farmers a chance to complete their quantities," the statement said. 
"The price of the great efforts made by farmers and farmers to deliver the crop and their dedication to the success of the campaign and cooperation with the delivery and delivery centers to complete the requirements of examination and scrutiny."
The ministry confirmed that the quantities of local wheat received from farmers and marketers of all kinds amounted to four million and 380 thousand and 914 tons.

The Trade Bank of Iraq said on Sunday it had provided a 1 trillion dinar ($843.1 million) loan to the state-run Grain Board of Iraq.


The loan will help farmers clear their dues and payments, in line with a government directive, the bank said in a statement. ($1 = 1,186.1000 Iraqi dinars)

The Ministry of Commerce, the engineering team of the Office of the Prime Minister Adel Abdul Mahdi announced the second and third phases of the campaign to create treasury energies using concrete poured from the capital Baghdad.
"The engineering team of Prime Minister Adel Abdul Mahdi's office in charge of boosting the treasury capacity of wheat continues to work in the construction of roofs in Diwaniya and Najaf provinces to be used to store the expected wheat crop," said Naeem Mohsen Gir, director general of the General Company for Grain Trade. The season, especially after the official directive to increase the area planted to take to cover eight provinces after it was confined during the last two decades to four provinces (Najaf, Diwaniya, Babylon and Muthanna) with a focus on the provinces of Diwaniya and Najaf as the main producing provinces of the province.
He added, "The Higher Committee for Marketing has discussed during its meeting with the provinces that have been introduced to the map of the provinces producing wheat this season, as reported by the Ministry of Agriculture to include the provinces of Diyala, Wasit, Maysan and Dhi Qar agriculture this season along with Samawa, Babylon and Diwaniya and Najaf, "indicating that" our branches in the provinces have been confirmed to complete all arrangements and the creation of treasury energies and marketing requirements and receipt before the start of the marketing season and the probability of the sincerity of the expectations of the Ministry of Agriculture to produce those provinces. On the other hand, Ammar Shaalan al-Khairallah, the representative of the Prime Minister's Office, revealed that "the engineering effort, in coordination with the engineering staff of the General Company for Grain Trade, started the second and third stages of the campaign to create treasury energies, which began the beginning of March using casts (concrete blocks) Prime Minister of the streets of Baghdad and the vicinity of the Green Zone, through which the establishment of warehouses (Bunker) has been in six provinces, during which more than one million and two hundred thousand tons of local wheat, which was marketed this year and was able to strengthen the storage situation in those provinces.
Al-Khairallah added, "The second phase will include the construction of new roofs of concrete blocks in Najaf and Diwaniyah. All the equipment has been chosen for the roofs and all the work equipment has been transferred. The third stage will include the roofing of the bunkers, which was established in mid-March of this year. The first was in the provinces of Wasit, Muthanna, Dhi Qar, Maysan, Diyala and Anbar. 29
