ERBIL (Kurdistan 24) – Oil giant Exxon Mobil has evacuated all its foreign workers from one of the main oilfields in Iraq and is flying most of them to Dubai, an Iraqi official and other sources told Reuters on Saturday.

State-owned South Oil Company chief Ihsan Abdul Jabbar said that production at Basra's West Qurna 1 oilfield has not been affected as a result of the move and that work is continuing normally, overseen by Iraqi engineers.

“Exxon Mobil’s evacuation is a precautionary and temporary measure. We have no indication over any dangers, the situation is secure and very stable at the oilfield which is running at full capacity and producing 440,000 bpd,” he told Reuters.

West Qurna 1 is believed to hold as many as 43 billion barrels of total recoverable reserves.

“The foreign engineers will provide advice and perform their duties from the company’s Dubai offices and we have no concerns at all,” Jabbar added.

Iraqi local media reported earlier in the week that Exxon Mobil had evacuated its staff from Iraq due to increasing tensions between the US and Iran. In response, Oil Minister Thamer al-Ghadhban told Reuters that international oil companies were operating at full capacity and assured that oilfields in the south and north of the country were safe and secure.

28 of the foreign workers from West Qurna have reportedly been transferred directly to Dubai and the rest are in the main housing camp for foreign employees in Basra. No non-Iraqi employees remain in the field.

This comes as tensions mount between the US and Iran since Trump re-imposed sanctions on Tehran last year. In recent days, Washington has announced it was dispatching an aircraft carrier and B-52 bombers to the region in response to intelligence that Tehran was planning an attack against US targets or US allies.

On Wednesday, the US State Department ordered the departure of non-emergency US government employees from its embassy in Baghdad and consulate-general in Erbil, as well as the suspension of normal visa services.

The German and Dutch Defense Ministries on Wednesday said they had temporarily paused their training missions in Iraq, which also includes troops that train Kurdish Peshmerga forces in the Kurdistan Region.

On May 7, Iraqi Prime Minister Adil Abdul-Mahdi announced that his country was close to signing a $53 billion, 30-year energy agreement with Exxon Mobil and PetroChina which could generate $400 billion.

Iranian media quoted the country’s top envoy in London on Monday, who reportedly said Washington would grant sanction waivers to Iraq to economically deal with Iran in exchange for Baghdad inking the oil deal with the US company, but Abdul-Mahdi denied the existence of any link between the two.

“The deal lasts for 30 years, and such financial details are sensitive and should be given more discussions,” he said.

Iraq is the Organization of the Petroleum Exporting Countries’ (OPEC) second-largest producer just after Saudi Arabia and currently has an output below its maximum capacity of nearly five million barrels per day (bpd).

Bahrain Urges Citizens to Leave Iraq, Iran “Immediately”

Basnews English 18/05/2019 - 16:45 Published in Middle East

ERBIL — Bahrain has urged its citizens to immediately leave Iran and Iraq, and warned others not to travel to the two countries.

“Unstable regional circumstances, dangerous developments and potential threats,” were the reasons for the warning, Bahrain foreign ministry said, as reported by BNA.

The statement comes amid increasing tensions between Iran and the United States while the latter has already ordered the evacuation of “non-emergency” employees from Iraq.

Earlier today, US oil giant company ExxonMobil also evacuated its foreign employees from an oilfield in the southern Iraqi province of Basra.

Exxon Mobil pulls foreign staff out of Basra: Reuters

Exxon Mobil pulls foreign staff out of Basra: Reuters

ERBIL, Kurdistan Region – Exxon Mobil has pulled its foreign staff out of Basra’s West Qurna 1 oilfield amid fears that aggressive posturing by the United States and Iran in the region could spark a confrontation in Iraq where both sides have influence and interests.

The foreign staff were evacuated Friday night and Saturday morning, Reuters reported, citing Iraqi oil officials. Production at the field, one of Iraq’s largest, is continuing as normal under the supervision of Iraqi engineers. American multinational Exxon Mobil is the lead contractorrehabilitating and developing West Qurna 1.

The head of Iraq's state-owned South Oil Company, Ihsan Abdul Jabbar, said the evacuation was a precautionary measure and not in response to a specific threat.

“Exxon Mobil’s evacuation is a precautionary and temporary measure," he told Reuters. "We have no indication over any dangers, the situation is secure and very stable at the oilfield which is running at full capacity and producing 440,000 bpd."

The evacuation follows a decision by the United States government to pull some diplomatic staff out of Iraq and issue a warning of the risk of kidnapping to all American nationals in the country this week because of reports of an “imminent” threat emanating from Iran. On Saturday morning, the US aviation authority issued a warning to commercial airlines flying over the Persian Gulf and Gulf of Oman about the risk of being “misidentified” during increased military activities.

The escalation comes a year after US President Donald Trump pulled out of the nuclear accord with Iran and began a “maximum pressure” campaign of sanctions that have crippled Iran’s economy. On May 8, Iranian President Hassan Rouhani announced Iran’s intention to scale back some of its nuclear commitments under the deal if it did not get some relief from sanctions.

Both sides say they don’t want war, but are on alert. The US has deployed a number of ships to Middle Eastern waters and the commander of Iran’s army Maj. Gen. Abdolrahim Mousavi said they have “full combat and psychological readiness and if the enemy dares to make a miscalculation or a strategic mistake, it will receive a response that would make it regret it.”

As an ally to both sides, Iraq is caught in the middle. The Baghdad government has taken a neutral stance, telling Tehran and Washington not to play out their dispute on Iraqi soil.

Regardless of Baghdad’s stance, Iraq may be drawn into the fray by Iranian-backed elements within the Popular Mobilization Forces (PMF). On Thursday, an unidentified drone was spotted flying close to the US embassy in Baghdad, throwing the mission into lockdown, NBC reported. A State Department official told the TV station that the drone was determined to not be a threat and business returned to normal.

ERBIL (Kurdistan 24) – The decision by Exxon Mobile to evacuate its foreign staff from Iraq’s southern West Qurna 1 oilfield on Saturday has nothing to do with security or threats but was motivated by “political reasons,” Iraqi Oil Minister Thamer Ghadhban claimed on Saturday.

He labeled the decision “unacceptable and unjustified.”

“The withdrawal of multiple employees - despite their small number - temporarily has nothing to do with the security situation or threats in the oilfields in of southern Iraq, but it’s for political reasons,” Ghadhban said in a statement.

The minister’s comments come one day after Exxon Mobil, which has signed a long-term contract to develop the oil field, withdrew all foreign staff, some 60 people, from Iraq.

Earlier on Wednesday, the US State Department ordered the departure of non-emergency US government employees from its embassy in Baghdad and consulate-general in Erbil, as well as the suspension of normal visa services.

The Iraqi oil minister also revealed that he had already sent a letter to Exxon Mobil asking the company to immediately reinstate its staff at the southern oilfield, days ahead of a meeting with the company’s executives scheduled for this week.

Officials from Iraq’s state-owned South Oil Company earlier stated that output at the oilfield remains unaffected with 440,000 barrels per day (bpd).

Iraq has one of the world’s largest oil reserves and is the second-largest oil producer in the Organization of the Petroleum Exporting Countries (OPEC).

Exxon Mobil’s decision to evacuate its foreign staff from the West Qurna 1 oilfield in southern Iraq on Saturday was “unacceptable and unjustified”, Iraq’s Oil Minister Thamer Ghadhban said on Sunday.

“The withdrawal of multiple employees - despite their small number - temporarily has nothing to do with the security situation or threats in the oilfields in of southern Iraq, but it’s for political reasons,” Ghadhban said in a statement.

Exxon Mobil, which has a long term contract to improve the oilfield on behalf of Iraq’s state South Oil Company, withdrew all foreign staff, around 60 people, Iraqi officials have said.

The evacuation came just days after the United States withdrew non-essential staff from its embassy in Baghdad, out of apparent concern about perceived threats from Iran, which has close ties to Iraqi Shi’ite militia.

Ghadhban said he sent a letter to Exxon Mobil asking for the company to immediately return to work at the southern oilfield, ahead of a meeting with company executives later this week.

Production at the oilfield was not affected by the evacuation and work was continuing normally, overseen by Iraqi engineers, the chief of Iraq’s state-owned South Oil Company which owns the oil field, Ihsan Abdul Jabbar said on Saturday. He added that production remains at 440,000 barrels per day (bpd).

The Iraqi Oil Minister Thamir Ghadhban strongly criticized the decision of Exxon Mobil Company to evacuate its staff from the Qurna oil field in Basra in the south of the country, demanding the immediate return of the field.

In a letter to the US company, the oil minister and the Iraqi deputy prime minister for energy stressed in a statement issued on Sunday that this decision is "unacceptable and unjustified," stressing the stability of security and social conditions in southern Iraq "like other cities of Iraq."

But it is for political reasons, as we think, attributed to the state of political tensions Which is witnessing the region. "

Al-Ghadhban pointed out that the other international companies are working "freely, safely and stable" on the development of oil fields in the territory of Iraq, without any problems or justifications that require such measures, warning that the evacuation of ExxonMobil employees to Dubai may lead to " About the situation in Iraq, and this is what we do not accept at all. "

The minister said he sent a letter to US company officials asking them to explain the procedure and return to work under a long-term contract to develop the West Qurna field.

Al-Ghadhban stressed that the Iraqi government and the Ministry of Oil are working to provide the highest levels of security, technical and social stability and to create conditions and security environment suitable for all companies operating in its territory.

The minister said he planned to hold a meeting with Exxon Mobil officials this week, at their request, to discuss their decision, as well as the integrated South project, which was initially agreed upon between the two sides.

Earlier this week, the United States decided to withdraw non-essential staff from its embassy in Baghdad and its consulate in Erbil.
