Parliament votes to prepare a special resolution for Syria
(Baghdad: Al Furat News) The Parliamentary Legal Committee held a meeting under the chairmanship of MP Faik Sheikh Ali and the presence of its members on Sunday to discuss a number of proposals and draft laws on its agenda.
The Committee read the reports on the legal proposals of the Iraqi Programmers and Biologists Syndicate and after making observations, the participants recommended that the drafters of the two laws be referred to the Civil Society Organizations Committee as the Committee on the Procedures of its Legislation. 
The Legal Committee decided to host the head of the Public Pension Authority on Tuesday to discuss the proposed amendments to the law on public retirement. 
The committee voted to prepare a resolution for Syria, which includes providing support to the Syrian people to ease their suffering, especially with regard to the fuel shortage in Syria, and refer it to the presidency of the Council to take the necessary action. 
In the same context, the committee discussed the proposal of the law of the trial of officials of the executive authority, stressing the need for continued discussions on it, as well as discuss the request of MP Hamid al-Musawi, the control of the House of Representatives to local governments.

Reuters) - MP Mazen Al-Faily on Sunday called for the lifting of restrictions on the diploma holders from the institutes and teachers' colleges, pointing out that the State Consultative Council has made it clear that it is not permissible to suspend the graduates of the institutes. 
Al-Faily said in an interview with Mawazin News: "We demand the lifting of the injustice of thousands of employees in all ministries of the state graduates of institutes and the role of teachers who have diplomas and those who have been wronged by the law of salaries of state employees and the public sector (No. 22 of 2008) The law of graduation and promotion of graduates of the institutes and housing in the fourth degree, similar to the campaign certificate preparatory, while the previous laws grant graduates of the institutes to the first degree, which negatively affected their salaries and addresses.
He added that "the State Council (the State Consultative Council) has made it clear that it is not permissible to suspend the graduation of graduates of institutes and their access to the second degree as well as the decision of the Council of Ministers No. 94 of 2010, which decided to continue upgrading the employee who has a diploma to the second degree, The disbursement of technical allocations to them such as engineering and legal allocations and the allocations of programmers and others, amounting to 35% as other certificates. 
He pointed out that "the importance of the half of this large segment of the Iraqi people raise our voice and ask our brothers in the House of Representatives and the Council of Ministers to reconsider these legitimate demands, which was approved by the Iraqi Constitution."

She stressed that "the proportion of unemployed in the country according to official statistics issued by the Ministry of Planning Central Statistics Authority reached 22.6%," adding that "one of the most important causes of unemployment is to compete with the foreign worker to work in the Iraqi private sector and other investment sectors" .
And stressed the "need to oblige companies investing in Iraq, including those working in the oil and energy, construction and reconstruction and the private sector to determine the proportion of not less than 80% of Iraqi labor as a prerequisite for the granting of a work permit or contract or renew the contract."

Where the session was held under the chairmanship of Hassan Karim al-Kaabi, the first deputy speaker of the House of Representatives and the presence of 171 deputies, vote on the draft traffic law and two parliamentary decisions on the protection of the national product of poultry and fish and the distribution of grades for the specialties in schools at the Ministry of Education. 
At the beginning of the session, the council completed the vote on the draft traffic law submitted by the Security and Defense Committee for the purpose of regulating the traffic rules of the vehicles, identifying the parties responsible for registering them, determining the conditions of safety and security, and specifying the conditions for granting the market license, defining categories, reviewing the penalties and penalties imposed on violation of traffic law provisions With the seriousness of the violation and the economic reality and identify those who have the power to impose the fine.
On the other hand, al-Kaabi stressed the support of the mechanisms and constitutional and legal means available to members of the House of Representatives for questioning while respecting the relationship with the executive branch provided that they are not at the expense of the supervisory role and legislative Council. 
Then the Council completed the vote on a parliamentary resolution to protect the national product of poultry and fish. To protect the national product to prevent the dumping of the domestic market and to prevent the importation of poultry, table eggs and live fish, frozen and refrigerated in order to rely on the local product in support of national projects, Kurdistan and the provinces that are not organized in a region in order to tighten control over the border crossings and not to grant any leave in this regard, otherwise the parties referred to above shall bear legal and financial compensation.
The Council also completed the vote on a parliamentary decision concerning the distribution of grades in the Ministry of Education, which reads as follows: Eliminate the distinction between the centers of cities, districts, districts and towns through the abolition of the distribution of grades on the basis of ratios between the center and the parties 2. Distribute grades based on the need of schools to fill the vacancies and lack of staff on the people of the same areas and priority for lecturers 3. Distribution of grades between specialties according to the needs of schools Where vacancies for justice between jurisdictions}.
