Prime Adil Abd Al-Mahdi held talks in Berlin today with German Chancellor Angela Merkel on strengthening the strategic partnership between Iraq and Germany, the economic development and reconstruction of Iraq as well as regional peace and security.

Prime Minister Abd Al-Mahdi arrived in Berlin on Monday for his first official visit to Germany since taking office in October 2018.

The Prime Minister is accompanied by a high-level delegation including the Ministers of Foreign Affairs, Trade, Electricity, Construction and Housing, the National Security Adviser and a number of other officials.

During the visit, the two sides will sign several agreements and MoUs covering several areas including energy, economic cooperation and trade.

Prime Minister Abd Al-Mahdi will also visit Paris for talks with the French President, Emmanuel Macron.

Iraq signs agreement with Germany’s Siemens to rebuild power sector

ERBIL (Kurdistan 24) – Iraq has taken a step forward to rebuilding its power sector after it signed an agreement with German company Siemens on Tuesday to implement the start of a new roadmap.

According to a statement by Siemens, the agreement builds on an “exclusive” memorandum of understanding which Iraq’s Ministry of Electricity and the German energy company signed in October 2018.

The agreement “outlines the specific projects, associated budgets, and timelines for the execution phase, covering all essential elements of the electrification of Iraq,” the statement added.

The document was signed during Iraqi Prime Minister Adil Abdul-Mahdi’s trip to the German capital of Berlin where he met with Chancellor Angela Merkel.

Siemens said its roadmap includes “a series of short, medium, and long-term plans designed to meet the reconstruction goals of Iraq and support the country’s economic development.”

Iraq is still suffering from a chronic, severe shortage of power supply, despite successive governments reportedly spending close to USD 50 billion on the sector since 2003.

Summer months in the nation have proved to be the most trying times for various administrations in Baghdad since 2003 as they have struggled to provide consistent power in the sweltering heat to citizens whose increased summer use of air-conditioning and other appliances strains the grid’s capacity. 

Mass protests began last July in the city of Basra and spread across several southern and central provinces, including the capital, and resulted in at least dozens of deaths.

In addition to demands for improved services, electricity primary among them, other central issues of the movement have been poor infrastructure, lack of employment, and government corruption.

BERLIN – Iraq’s Ministry of Electricity signed an implementation agreement with German technology conglomerate Siemens for a series of projects that could be worth as much as $14 billion and will overhaul Iraq’s beleaguered power generation sector. The ceremony was presided over by Iraqi Prime Minister Adil Abdul-Mahdi and German Chancellor Angela Merkel in the German capital on April 30, 2019. 

“I believe everyone will be happy with this agreement,” Abdul-Mahdi told reporters just after the paperwork was signed. The overhaul project will take place in four stages and could cost up to $14 billion, he stated. 

The agreement, signed by Iraq’s Electricity Minister Luay al-Khateeb and Siemens AG President Joe Kaeser, “includes the addition of new and highly-efficient power generation capacity, rehabilitation and upgrade of existing plants and the expansion of transmission and distribution networks,” Siemens stated in a press release. 

"Our mission is to secure reliable and affordable electricity for the Iraqi people and help them rebuild their country," said Kaeser. 

The first phase consists of three contracts valued at 700 million euros ($785 million), according to Siemens. The three contracts are construction of a 500 megawatt gas-fired plant in al-Zubaidiya, Wasit province, upgrading 40 gas turbines, and installing 13 substations and 34 transformers across the country. 

Emerging from years of war, Iraq has a chronic shortage of electricity and relies on imports from Iran. One factor that sparked deadly protests during the scorching heat last summer in Basra was power outages. 

Siemens signed a memorandum of understanding with Iraq in October to explore proposals from the German company for Iraq’s electricity sector, but it faced tough competition from American GE, which inked its own memo with Baghdad at the same time. 

“This is all up for competition of course,” said Abdul-Mahdi on Tuesday. “Siemens as a competent, known company with big works in Iraq has great chances in the framework of this roadmap. It can obtain a big part of these projects.”

GE says it is still in the game, however, and “continues to engage with the government of Iraq to strengthen the country’s energy infrastructure,” the company told Bloomberg on Monday. “We expect the government to evaluate all the solutions put forth to make the best decision for the Iraqi people.”

To sweeten the deal, Siemens has pledged donations to health clinic, grants for universities, and vocational training for more than 1,000 Iraqis. 

Iraq is keen to bring foreign investment into the country has it struggles to rebuild after the war with ISIS. The country is now enjoying “unprecedented” peace and security, said Abdul-Mahdi. 

He argued that Iraq should be given special consideration as it battles terrorism. 

“We believe that there are international standards and standards from the European Union that are being implemented on Iraq in an unsuitable manner. They are being implemented as though Iraq hasn’t or isn’t fighting a wide war against terror,” he said. 

Describing Iraq as unsafe and weak “prevents” investment and damages international credit rankings, he said. “This is an essential and important topic – Iraq shouldn’t be dealt with like any other country. Rather it should be treated as in the condition of crisis, for it to be treated like its people and armed forces are fighting a fierce battle against terror.”

International organizations need to understand this, he appealed, pointing that while the Islamic State has been dealt harsh blows, it is not defeated yet. 

Joining Abdul-Mahdi on his first trip outside of the Middle East as prime minister are the ministers of foreign affairs, commerce, electricity, housing and construction, municipalities, and the national security advisor.

The map will develop a comprehensive concept for the electricity sector in Iraq (production, transportation and distribution) (650,000) million euros, will add to the national electricity system capacity of up to (11 thousand) megawatts, as well as the processing of many transformer stations (400, 132) KV, and power transmission lines, as required by the Ministry of Electricity " .

"In addition to the addition and implementation of smart grid distribution project in selected areas, as a basis for the development of networks in all governorates of the country, it was agreed to continue negotiations on the projects specified in this map to improve the terms of the agreement, including prices to get the best, That these projects collide with the work of other firm companies or limit their opportunities to invest in energy in Iraq. "

He added that "the paragraphs of the agreement confirmed the implementation of three-year, short (accelerated) one-year, was concluded by the amount of (700) million euros, which will include the processing (13) transformer station (132) KV, and cooling systems for production stations, (750 MW) to the system, while the second phase (medium range) is two years long and the third stage (long term) is four years. "

The ministry pointed out that the aim of this agreement is to provide promising job opportunities and invest the Iraqi cadres, develop them and create a promising private sector to build a profitable and profitable national network that manages the state budget and reduces the risks to the minimum acceptable standards.

ERBIL - Siemens was the "main partner" in a roadmap agreement to upgrade Iraq's electricity grid, Prime Minister Adil Abdul-Mahdi said on Tuesday.

The Iraqi premier made the remarks at a joint press conference with German Chancellor Angela Merkel where Abdul-Mahdi pointed out that Siemens "will carry out a four-stage power project in Iraq at a total cost of 14 billion dollars," as cited by Iraqi News.

He further noted that Siemens and US rival General Electric are in a competition for a contract to improve the sector of electricity in Iraq, according to Alghad Press.

Meanwhile, Abdul-Mahdi, who is travelling across Europe since Monday, also urged Merkel to continue her country's military aid to Iraq, including training and advising thousands of Iraqis.

The German chancellor reportedly responded to the call positively, while certain Shi'ite political parties are attempting to pass a law for ousting the foreign forces from Iraq.

Chancellor Angela Merkel has reaffirmed Germany’s support for the territorial integrity of Iraq and pledged closer political and economic ties between the two countries.

Speaking at a joint news conference with visiting Iraqi Prime Minister Adil Abdul-Mahdi in Berlin, Merkel praised the government’s efforts to preserve the unity of Iraq.

“I have once again clearly expressed our support for the territorial integrity of Iraq,” she stressed.

We have very intensive relations with the regional government in Erbil, but always as an integral part of Iraq, and we will continue to follow this approach,” she added.

Merkel said Germany was interested in further strengthening cooperation with Iraq in the fields of economy, energy and security, and pledged continued support for the reconstruction efforts in Iraq after years of fighting with the Daesh terrorist group.

Following Merkel’s meeting with Abdul-Mahdi at the Chancellery, German technology giant Siemens and Iraq’s Minister of Electricity Luay al-Khateeb signed a memorandum of understanding on upgrading Iraq's electricity infrastructure.

Abdul-Mahdi told reporters that Iraq’s plan to upgrade its electricity infrastructure would consist of four stages, with various projects worth around $14 billion (€ 12.5 billion). 

The Iraqi premier said Siemens has had good chances of winning majority of the contracts.
