"The government is concerned with regulating the phenomenon of foreign labor in accordance with strict laws, regulations and mechanisms that give priority to Iraqis and allow a limited proportion of foreign labor in special cases such as the lack of specific competencies in Iraq or for development, training and counseling."

The House of Representatives on Saturday decided to read four draft laws.

I'm thinking this could be the worse Parliament of all time in Iraq. They should all go back to hearding their camels an sheep. 

Their closing in a year since the elections an still do not have fully formed government. al Sadr had better do something quick before Iran starts calling all the shots for Iraq...
